About this file

This document is a Register of Wage Determinations under the Service Contract Act, issued by the U.S. Department of Labor's Employment Standards Administration Wage and Hour Division, effective as of December 3, 2025.

The wage determination applies to service contracts performed in Pennsylvania counties including Cameron, Clearfield, Elk, Jefferson, McKean, and Potter. It establishes prevailing wage rates and fringe benefits for 200+ occupation classifications across numerous job categories including administrative support, automotive service, food preparation, furniture maintenance, general services, health occupations, information technology, instructional occupations, laundry and dry cleaning, machine tool operation, materials handling, mechanics and maintenance, personal needs services, plant operations, protective services, recreation occupations, stevedoring, and technical occupations. Wage rates range from $11.17 per hour for Library Aide/Clerk to $53.43 per hour for Nuclear Medicine Technologist, with most rates falling between $15 and $35 per hour. All occupations listed receive fringe benefits of $5.55 per hour (up to 40 hours per week, $222 per week, or $962 per month), with an additional $5.09 per hour available for SCA-covered contracts under Executive Order 13706 for paid sick leave purposes. The determination also mandates a minimum of eleven paid holidays annually, two to four weeks paid vacation based on tenure, and establishes hazardous work differentials of 4% and 8% for specific high-risk occupational duties. Computer professionals, air traffic controllers, and weather observers are subject to special compensation rules documented in footnotes. Uniform allowance reimbursement is capped at $3.35 per week, and conformance requests for unlisted classifications follow a defined procedure requiring SF-1444 submission to the Department of Labor.
