About this file

This is a Culvert Inspection Report for the Holzwarth Culvert, a six-barrel corrugated metal pipe structure located on the Holzwarth Access Road over the Colorado River in Rocky Mountain National Park, Colorado. The routine inspection was conducted on October 1, 2024, by the Federal Highway Administration's FLH Office of Bridges and Structures Bridge Inspection Program.

The culvert is in poor structural condition and rated Priority B (Major), requiring replacement within five years. Critical findings include severe corrosion of barrel inverts with rust holes and missing sections, widespread barrel distortions from invert section loss, delaminating and spalling of concrete headwalls with exposed rebar, undermining of barrels at downstream ends (up to 2.5 feet in some locations), and water piping around most barrels. The structure was overtopped during spring 2022 high water events. The upstream channel shows poor alignment and eastward migration, with sediment accumulation reducing flow through the westernmost barrel. Load ratings have been reduced 50 percent due to barrel deterioration, with inventory capacity of 29 tons and operating capacity of 38 tons. The inspection team recommended structure replacement in the near future due to poor invert conditions, loss of soil support from undermining, concerns about long-term stability during high-flow events, and inadequate barrel capacity. The preliminary reconstruction cost estimate is $500,000, including mobilization, traffic control, and design/construction engineering. The structure was built in 1982 and is classified as an NPS Administrative Road with an average daily traffic count of 2.

STRUCTURE EVALUATION SUMMARY

This six-barrel corrugated metal pipe culvert is in poor structural condition. Inspection findings include delaminating, spalling, and cracking of the headwalls; spalling and undermining of concrete at the bottom of both the upstream and downstream divider walls between barrels; severe corroding of the barrel inverts, with rust holes present; missing sections of barrel inverts, and torn and uplifted inverts at the upstream end of the barrels due to high flow impacts and corrosion; widespread barrel distortions resulting from invert section loss;

undermining of barrels at the downstream end; and minor debris accumulation at the upstream divider walls and inside several barrels. In addition, previous inspection teams observed water piping around most of the barrels, particularly during highwater events.

In view of the poor condition of the culvert inverts and the loss of soil support due to undermining, there are concerns about the long-term stability of the structure, particularly during highwater events. A local informed the inspection team that the structure was overtopped in the spring of 2022. The upstream channel has poor alignment and is migrating to the east. Given the high cost of repairs and the evident lack of capacity of the barrels for high flow conditions, it is recommended that the structure be replaced in the near future.
