About this file

This is a Questions and Answers document for the federal contract opportunity CO FTNP ROMO 407(1) Holzwarth Culvert, issued across three dates in October 2026. The document addresses clarifications from contractors regarding project requirements, site conditions, and specifications for a bridge culvert construction project located in Rocky Mountain National Park.

Key project clarifications include: material disposal from grubbing and road widening must follow FP-24 section 201.06 and SCR section 650.07 respectively; no water from the river is available for dust control or road conditioning, and no water sources exist within the park for contractor use; contractors will receive park passes waiving entrance fees and timed-entry reservations but cannot stay in campers on site or use park bathrooms during construction. Technical specifications address anchor bolt installation methods (cast-in-place or drilled and epoxied with submittal approval), superstructure load ratings per SCR section 555.03, and micropile testing requirements referencing FP-24 sections 567.06. The prefabricated modular steel vehicular bridge (10' wide × 48' long) is typically delivered fully assembled minus railings and may arrive in multiple longitudinal modules requiring field connection. Dewatering is subsidiary and not separately paid. Bid schedule includes 20 hours of survey services per FP-24 section 152. The bid date was extended one week per Amendment A001. Ground-disturbing activities cannot begin before August 2, 2027, with details in Amendment A001 clarifying which preparatory work (material delivery, fabrication, surveying, mobilization, traffic control) may occur prior to that date. The Geotechnical Report dated April 2026 is available on sam.gov.
