About this file
This is a Questions and Answers document for the CO FTNP ROMO 407(1) Holzwarth Culvert federal contract opportunity, issued during the advertisement period from October 9-20, 2026. The document addresses 31 inquiries from potential contractors regarding project requirements, site conditions, and specification clarifications across four Q&A release dates.
Key project requirements include clearing and grubbing disposal per FP-24 section 201.06, roadway widening removal per SCR section 650.07, and diversion structure removal and reset per plan sheets S12 and S13. The project involves erection of a 10' wide × 48' long prefabricated modular steel vehicular bridge, potentially delivered fully assembled in multiple longitudinal modules for field connection. Contractors must obtain necessary permits per SCR and FP-24 section 107, and certified steel erectors are required per section 555.18. The site is located within Rocky Mountain National Park; contractors receive passes waiving entrance fees and timed-entry reservations but cannot access park water sources, use campers at the site, or access park bathrooms during construction. Ground-disturbing activities are restricted until August 2, 2027. Anchor bolts may be cast-in-place or drilled and epoxied with required submittals for the latter method. Dewatering is subsidiary and not directly paid. The Geotechnical Report is available on sam.gov. Amendment A001 extended the bid date one week and clarified solicitation number 6982AF27B000004, which must appear on bid bonds and all submission documents.
