1.0 INTRODUCTION
This report presents the hydrologic and hydraulic analyses and culvert design recommendations for the Yale-Kilgore Road Improvements Project in Fremont and Clark County, Idaho (Attachment A) based on preliminary site visits. This study was prepared by DJ&A, P.C. (DJ&A) for Western Federal Lands Highway Division (WFLHD) as authorized by IDIQ Contract DTFH7015D00003L under Task Order 69056719F000067.
1.1 Project Background
The FHWA Design Scoping Report (November 2, 2018) recommended replacing three major culverts (greater than 48-inches in diameter) in conjunction with the Yale-Kilgore road widening and surface improvement project. In addition, the report noted many of the minor drainage structures were plugged or partially plugged, had some structural damage, or appeared to be non-functional based on change in drainage patterns.
1.2 Scope of Study and Objectives
The scope of study for this report includes the following:
• Conduct a field verification and inventory for all of the culverts.
• Identify road areas that potentially encroach into the river floodplain, require bank stabilization, or are inundated during the 50-year discharge.
• Determine stream crossings that require fish passage.
• Determine peak discharges and culvert capacity for major culverts.
• Determine if additional culverts are necessary for the new trail.
1.3 Existing Culvert Data
In May of 2019, DJ&A surveyors collected invert locations and elevations, and recorded culvert size and type for all major and minor culverts within the Yale-Kilgore Road project limits. In total 135 culvert road crossings were identified.
In July of 2019 a site visit was conducted by DJ&A engineers to visually observe and document the condition of all of the crossings, note deficiencies, and photograph each culvert. Deficiencies consisted of minor deformations or damage, flow restricted by debris, and corrosion of metal culverts.
The engineers also noted locations where the culverts appeared to be undersized. All of the data, photos, evaluations, and recommendations for each existing culvert are presented in Attachment B.
Of the 135 total culvert crossings, the engineers categorized 30 of them as major culvert crossings.
These were culverts that were greater than or equal to 48-inches in diameter, or single crossings with multiple culverts carrying perennial streams. The remaining pipes were classified as minor culverts, and predominately consisted of culverts conveying seasonal runoff from small draws through the road fill. Both the major and minor culvert categories included five culverts carrying irrigation ditch flow.
Hydrologic analyses were completed for all major culverts. Minor culverts that were identified for replacement will be replaced in-kind or upsized to the minimum 24-inch diameter.
1.4 New Trail Drainage Design
The design intent for the trail is to allow runoff to sheet flow over the trail surface and no ditches and relief culverts are planned for this work. The trail design will include a trail bridge across a wetland at trail station 13+30, and an AOP crossing over West Fork Creek at trail station 4+30. The AOP Crossing is the only active channel crossed by the trail and this design will be addressed with a separate document.
2.0 HYDROLOGIC ANALYSIS
2.1 Drainage Basin Delineation
Drainage basins were delineated using the United States Geological Survey (USGS) application StreamStats™ (Attachment C). No new culverts will be added in the process of the Yale-Kilgore Road improvements so all drainage basins are delineated from existing culverts. While a few culverts may be extended as part of the road improvements, the impact of the extensions on the hydrology and basin delineation is minor. No adjustments were made to the delineations based on culvert extensions or improvements.
2.2 Design Flood Frequency
According to the Federal Lands Highway (FLH) Project Development and Design Manual (PDDM), low standard roadways are classified as any road that has a design speed less than 45 miles per hour (mph), average daily traffic (ADT) less than 1,500, and is not designated as a critical access road. For this project, the design speed and design ADT for year 2035 are 45 mph and 1,000, respectively (WFL, 2019). Therefore, this roadway classifies as a high-standard road. Culverts crossing high-standard roads are designed using a 50-year return interval peak flow rate (Q50; FLH, 2018) while road-side culverts are designed using a 10-year return interval peak flow rate (Q10; FLH 2018).
None of the culverts being analyzed for flow capacity in this section are ditch relief or approach road crossing culverts so Q50 was used for design for all culverts. Table 1 below summarizes the drainage basin areas and Design flow for each major culvert.

From station 554+39 to 565+58, flow from Icehouse Creek is split into four distinct crossing locations as it intersects with the Yale-Kilgore Road. Initially, flow is divided into two different draws just above the road. One of these draws flows entirely into the culvert 186123 (station 554+39), the second draw splits again and is carried through the road fill through culverts 186124 (station 559+80), 86125 (station 565+04) and 186126 (station 565+58). For the purposes of this analysis one-half of the split flow was assumed to flow through the culvert 186124 (station 559+80) and the other half through culverts 186125 and 186126 at stations 565+04 and 565+58, respectively.
Culvert 18633, located at station 175+81, and culvert 18666, located at station 898+57, were delineated in StreamStats and additional satellite imagery was used to determine that two distinct draws appeared to drain through each culvert. For these culverts, two StreamStats flows (one for each draw) were added together in order to obtain the design flow for each culvert.
For culvert 18666, located at station 898+57, and 186112, located at station 448+47, the input precipitation values in StreamStats were not internally calculated by the program. For these culverts, precipitation values were estimated by averaging the precipitation values of neighboring drainage basins.
3.0 HYDRAULICS
HY-8 Culvert Hydraulic Analysis Program (HY-8) was used to analyze the flow conditions for each major culvert based on the design flow rate (Q50), culvert size, type, slope, and roadway information.
A summary of HY-8 inputs parameters are presented in Table 2. Results of the HY-8 hydraulics analysis are included in Attachment D. Although Yale-Kilgore Road improvements may require culvert elongation to extend past the new toe of fill, this analysis was completed based on existing lengths. For those culverts experiencing outlet control, a sensitivity analysis was performed to determine whether adding additional length decreased the outlet control depth. Results concluded that adding additional pipe length did not change the outlet control depth and only minor decreases in the headwater elevations, therefore, the existing pipe lengths were used in the hydraulic assessment.

3.1 HY-8 Analysis
Culvert capacity was estimated for existing conditions and checked to ensure that each crossing had headwater to diameter (HW/D) ratios less than 1.5 for culverts with a diameter of 48-inches and smaller and 1.2 for those larger than 48-inches. All culverts that exceeded this limit were resized until the HW/D ratio was below the required ratio. Recommended culvert sizes are based on the minimum waterway area required to meet the HW/D limitations and are not necessarily sized for minimum cover requirements or related site-specific constraints. The culvert analysis confirms field observations that many of the existing crossings are undersized for seasonal flows, however, with the exception of the Sheridan Creek crossing at station 239+16.2, Taylor Creek crossing at station 292+62.3 and Schneider Creek crossing at station 399+91.0, there were no indications that these undersized crossings are a maintenance issue or have negatively impacted the road embankment.
The Sheridan Creek crossing (18640 A&B) was identified as an irrigation ditch. Approximately 550 feet upgradient of the crossing, flow is diverted from Sheridan Creek by a concrete irrigation structure. This diverted flow crosses Yale-Kilgore road (station 239+16.2) through two 36-inch culverts where it eventually discharges into Sheridan Reservoir south of the road. The remaining natural drainage flow from Sheridan Creek crosses beneath Yale-Kilgore road via a wood bridge approximately 220 feet east of the culverts. Without additional data on the diversion structure, a hydrologic/hydraulic analysis could not have performed on these culverts. Both culverts are in good condition with no evidence of erosion or overtopping; therefore, it is recommended that these culverts remain as is.
The Taylor Creek crossing was identified as a maintenance issue during a field review with the County Road Manager. The United States Forest Services (USFS) recommended culvert replacing this crossing with an Aquatics Organism Passage (AOP) due to fish passage. A separate AOP design document will be prepared for this crossing. There were no other crossings that were identified by either county as being a maintenance issue.
The Schneider Creek crossing (186108 A&B) was identified as an irrigation ditch located at station 399+91. The inlet consists of two 48-inch diameter culverts with thin edge projection consisting of a 4.6-acre drainage area and a 50-year flow event of 283 cfs. The outlet has a concrete headwall that diverts flow into three different concrete channel structures. Even though the HW/D ratio is above 1.5, it is recommended these culverts remain as is, due to the infrastructure in place at this location and cost of replacement. The existing cover is less than 6-inches in depth and insufficient. Along with additional cover, it is recommended that the inlet be cleaned out from debris.
A new AOP culvert will be designed for the trail crossing over West Fork Creek at trail station 4+30.
It is also recommended that the highway culvert just upstream from the trail location on West Fork Creek be replaced with an AOP as well (highway station 940+51). The existing culvert does not have the minimum required cover and is too short. The AOP Crossings will be addressed with a separate design document.
As a note, some of the culvert dimensions obtained from field measurements were modified to match standard arch culvert sizes available in the HY-8 program. Culvert sizes were rounded down (smaller) in order to model these crossings.
4.0 FLOOD PLAIN IMPACTS
There are numerous locations throughout the length of the project where the Yale-Kilgore Road crosses and divides wetland areas. These locations are identified in the Wetland Delineation Report prepared by Turnstone Environmental, August 15, 2019. During Spring runoff isolated shallow pools and some minor ponding was observed on the upstream side of the road embankment at many of these locations. However, these areas are heavily vegetated and there were no signs that this seasonal ponding has had any negative impacts on the road embankment. There are no areas along the project route that have been identified as requiring embankment protection or other permanent erosion control features.
Yale-Kilgore Road Improvements are taking place within Zone X and Zone A of the Federal Emergency Management Agency (FEMA) flood insurance rating map (FIRM). Attachment E presents the FIRM for the Yale-Kilgore Road improvements project, showing which parts of the project are in each zone. The majority of the project is determined to be an area of minimal flood concern (Zone X) while a few stretches of road are within the 100-year flood plain (Zone A). Although parts of the project are within the floodplain, road improvements will not alter the floodplain.
5.0 RECOMMENDATIONS
Based on the hydrologic and hydraulic analysis, Tables 3 and 4 summarizes the information and recommended actions for each culvert along Yale-Kilgore Road. Table 3 summarizes the culverts designated as major culverts. Culverts recommended to be removed and replaced are experiencing either erosion or corrosion, or do not have sufficient capacity to carry flow from a 50-year storm event. A handful of culverts are in adequate condition and of sufficient size but need minor repair or cleaning to either remove debris from the inlet or outlet, or to slightly re-shape one of the openings that have been bent or deformed.
