About this file

This document contains a series of questions and answers related to a federal contract opportunity for the ID CLARK 6805(1) and ID FREMONT 6805(1) projects on Yale-Kilgore Road. The contract opportunity is a solicitation (Solicitation Number: 69056721B000015) issued by the Department of Transportation Federal Highway Administration.

The questions and answers cover various technical and administrative aspects of the project, such as material specifications, equipment requirements, construction sequencing, and contract administration. Key details include the potential for contract amendments to address some of the questions, clarification on dust control requirements, and confirmation that the Government does not intend to revise certain design requirements prior to award. The summary also notes that the document does not contain a Performance Work Statement or Statement of Objectives, but rather a set of questions and answers related to the solicitation requirements.

Section 306 requires an FDR mix with 100% of the material passing the 2‐inch sieve, but the specified pulverizing equipment does not possess a mechanism that produces this.

Standard construction equipment can produce a mix with a maximum 3‐inch material size, so we request that the Government change the material specifications for the FDR mix to allow for 100% of the material passing the 3‐inch sieve and 95% of the material passing the 2‐ inch sieve, since these are the requirements

Caltrans uses.

This will be addressed under Amendment

A002.

4/17/2024

3 X

Subsection 306.09 requires foamed asphalt to be applied when the surface and air temperatures in the shade are at least 50°F.

Given the location of this project and typical weather conditions in the area, this requirement can significantly reduce the potential working window for FDR‐FA on any given day. Would the Government consider removing the phrase “in the shade” from the specifications and/or reducing the minimum air temperature to 45°F, as specified in the ARRA

Recommended Construction Guidelines for FDR using Bituminous Stabilization?

This will be addressed under Amendment

A002.

Could you please provide us with the contact information of the prime contractors or known plan holders of the project?

The Government does not provide this since bidders may obtain the registered vendors list (aka planholders list) from sam.gov after linking their entity to their registration. If you are signed into

SAM.gov with your registered entity and you cannot see the Interested Vendors List, you will need to be assigned the Contract

Opportunities Administrator role for your entity in SAM.gov.

See GSAFSD_kb_articles ‐ GSA Federal

Service Desk Service Portal for more information.

The contract specifications currently only allow for 30 minute delays for public traffic for this contract per FP‐14 156.07(i.). The technical requirements, detail, and weight requirements for installation of the arch culverts at Taylor
