About this file
This document is a Question and Answer (Q&A) summary related to a federal contract opportunity for the ID CLARK 6805(1) and ID FREMONT 6805(1) road projects along Yale-Kilgore Road.
The Q&A addresses various technical questions on the project requirements, including the specifications for sign panels, full-depth reclamation (FDR) mix design, application of foamed asphalt, use of a compacting paver for FDRFA placement, use of grade stakes, Juneteenth work restrictions, bridge erection timing, staging of timber, measurement of crushed aggregate, use of removed pavement as embankment, trail design clarification, and treatment of topsoil. The responses indicate that some of these items will be addressed in future amendments to the solicitation. The solicitation number is 69056721B000015 for the ID CLARK 6805(1) and ID FREMONT 6805(1) projects along Yale-Kilgore Road, and it is being issued by the Department of Transportation Federal Highway Administration.

ID CLARK 6805(1) & ID FREMONT 6805(1)
Yale‐Kilgore Road, MP 9 to 16.9 & Yale‐Kilgore Road, MP 16.9 to 30.8
# General Technical Question Answer Date
1 X Does WFL want steel fabricated signs as specified under SCR 633.05(a)(1), or is aluminum sign panels acceptable? This will be addressed under Amendment A001. 4/8/2024
2 X
Section 306 requires an FDR mix with 100% of the material passing the 2‐inch sieve, but the specified pulverizing equipment does not possess a mechanism that produces this. Standard construction equipment can produce a mix with a maximum 3‐inch material size, so we request that the Government change the material specifications for the FDR mix to allow for 100% of the material passing the 3‐inch sieve and 95% of the material passing the 2‐inch sieve, since these are the requirements Caltrans uses.
This will be addressed under Amendment A002. 4/17/2024
3 X
Subsection 306.09 requires foamed asphalt to be applied when the surface and air temperatures in the shade are at least
50°F. Given the location of this project and typical weather conditions in the area, this requirement can significantly reduce the potential working window for FDR‐FA on any given day. Would the Government consider removing the phrase
“in the shade” from the specifications and/or reducing the minimum air temperature to 45°F, as specified in the ARRA
Recommended Construction Guidelines for FDR using Bituminous Stabilization?
This will be addressed under Amendment A002. 4/17/2024
4 X Could you please provide us with the contact information of the prime contractors or known plan holders of the project?
The Government does not provide this since bidders may obtain the registered vendors list (aka planholders list) from sam.gov after linking their entity to their registration. If you are signed into SAM.gov with your registered entity and you cannot see the Interested Vendors List, you will need to be assigned the Contract
Opportunities Administrator role for your entity in SAM.gov.

5 X Regarding Item No. A0500, would the FHWA consider allowing placement of the FDR‐FA using a compacting paver as an alternative to conventional grading?
The Government does not intend to revise the equipment requirements for this work. In addition, proposed equipment for this work that does not meet the requirements of the solicitation documents, will not be evaluated by the Government before contract award. Please submit bids according to the solicitation requirements.

6 X
Section 306.10 says to follow 301.06 on finishing, section 301.06 state in paragraph 2 that when grade finishing stakes are not required as per Section 152.05(f) then use a straight edge, however 152.05(f) does not discuss when grade stakes are
NOT required. Can you clarify when grade stakes are not required?
Please submit bids according to the solicitation documents. 4/22/2024
7 X Section 156.07(k)(4) states not to work from Friday through Tuesday for Juneteenth which lands on a Wednesday. Could you please clarify if the Wednesday it falls on will also have to be a non‐work day?
This will be addressed under Amendment A002. 4/22/2024
8 X
In section 555.18, Erection of the bridge, IT adds Perform all work related to the erection of the trail bridge within the timing window stipulated in Subsection 107.10(e)(8). 107.10(e)(8) is about reporting wild animals to the CO. Is there a timing window for the bridge?
This will be addressed under Amendment A002. 4/22/2024
9 X Where do we stage all the timber that is stipulated to stay the governments property? See Subsection 201.06. 4/22/2024
10 X
On the D sections the note "* Additional Crushed Aggregate for full depth reclamation leveling meeting FP‐14 Standard
Specification 703.06. Quantity shown is incidental to Full Depth Reclamation Item 30603‐0600" Is the Asterix quantity listed for the roadway aggregate at the bottom of the sheets by the ton or by the cubic yard in the full depth reclamation section?
The bottom graph quantities below the profile views are shown in cubic yard quantities. 4/22/2024
11A X Is the existing asphalt in the station ranges under typical section 3 counted as roadway excavation in quantities?
The quantities shown in the Earthwork physical data includes the volumetric quantities for pavement to be removed.
4/22/2024
11B X Can removed pavement be used as embankment? This will be addressed under Amendment A002. 4/22/2024
12 X In the cross section provided for the trail @stn. 4+00‐4+50 shows the mainline shoulder slope over the top of the trail finish grade please provide clarification.
See 939+50 RT in the file ida‐clark6805‐1_XS_Road.pdf, which shows a designed barnroof slope with a 1V:3H foreslope hinged above a 1V:2H fill slope that catches on the LT trail edge.
4/22/2024
13 X Is the topsoil removal in trail considered to be in excavation quantity?
The quantities shown in the Earthwork physical data includes the volumetric quantities for topsoil to be conserved.
4/22/2024
14 X Plan sheet D.3 shows the clearing and slope stake limits with an arrow. There is only 1 slash line there. Are they the same location?
This will be addressed under Amendment A002. 4/22/2024
