About this file
This document appears to be a set of questions and answers related to a federal contract opportunity for the ID CLARK 6805(1) and ID FREMONT 6805(1) projects on the Yale-Kilgore Road, from MP 9 to 16.9 and MP 16.9 to 30.8. The questions address various technical specifications, including the acceptability of aluminum sign panels, FDR mix requirements, and temperature restrictions for foamed asphalt application. The agency, Department of Transportation Federal Highway Administration, has indicated that the issues raised will be addressed in future amendments to the solicitation. The document also notes that the agency does not provide the contact information of prime contractors or plan holders, and directs bidders to obtain this information from SAM.gov.

ID CLARK 6805(1) & ID FREMONT 6805(1)
Yale‐Kilgore Road, MP 9 to 16.9 & Yale‐Kilgore Road, MP 16.9 to 30.8
# General Technical Question Answer Date
1 X Does WFL want steel fabricated signs as specified under SCR 633.05(a)(1), or is aluminum sign panels acceptable? This will be addressed under Amendment A001. 4/8/2024
2 X
Section 306 requires an FDR mix with 100% of the material passing the 2‐inch sieve, but the specified pulverizing equipment does not possess a mechanism that produces this. Standard construction equipment can produce a mix with a maximum 3‐inch material size, so we request that the Government change the material specifications for the FDR mix to allow for 100% of the material passing the 3‐inch sieve and 95% of the material passing the 2‐inch sieve, since these are the requirements Caltrans uses.
This will be addressed under Amendment A002. 4/17/2024
3 X
Subsection 306.09 requires foamed asphalt to be applied when the surface and air temperatures in the shade are at least
50°F. Given the location of this project and typical weather conditions in the area, this requirement can significantly reduce the potential working window for FDR‐FA on any given day. Would the Government consider removing the phrase
“in the shade” from the specifications and/or reducing the minimum air temperature to 45°F, as specified in the ARRA
Recommended Construction Guidelines for FDR using Bituminous Stabilization?
This will be addressed under Amendment A002. 4/17/2024
4 X Could you please provide us with the contact information of the prime contractors or known plan holders of the project?
The Government does not provide this since bidders may obtain the registered vendors list (aka planholders list) from sam.gov after linking their entity to their registration. If you are signed into SAM.gov with your registered entity and you cannot see the Interested Vendors List, you will need to be assigned the Contract
Opportunities Administrator role for your entity in SAM.gov.
