About this file
This document is an Information Clarification Memorandum regarding a federal contract opportunity for the Yale-Kilgore Road Improvements project in Idaho.
The memorandum addresses two comments related to the geotechnical report previously provided for the project. First, it clarifies that a verification micropile test is not required prior to production installation of micropiles for the Mill Creek Trail Bridge, as originally recommended in the geotechnical report. The design team determined that due to the low-risk nature of the pedestrian bridge and limited number of micropiles, the cost of a verification pile test was not warranted. Second, the memorandum clarifies that the spread footings for the Taylor Creek Culvert structure are expected to bear approximately 10 feet below the finished roadway elevation, not 10 feet below grade as stated in the geotechnical report.
The related federal contract opportunity is Solicitation Number 69056721B000015 for the ID CLARK 6805(1) and ID FREMONT 6805(1) segments of the Yale-Kilgore Road project, issued by the Department of Transportation Federal Highway Administration.

Dear Mr. Druyvestein:
As requested, we are providing this memorandum to update/clarify recommendations from our geotechnical report based on recent comments from Western Federal Lands Highway Division (WFLHD). Two questions on conflicts between the Geotechnical Engineering Report date May 25, 2021 and the contract documents were recently brought to the attention of Terracon via email from Mr. Druyvestein.
The first comment is in regard to the final geotechnical report recommending the installation and testing of a verification micropile prior to production installation of micropiles for Mill Creek Trail Bridge. The need for a verification pile was discussed between Terracon and DJ&A (Mr. Mike Jensen) prior to issuance of final design drawings. At that time, it was determined that due to the low risk, pedestrian/trail bridge, as well as the limited number of micropiles to be installed, that the cost of a verification pile test was not warranted, and that proof-load testing of production piles would be sufficient. Therefore, the recommendation for verification pile load testing prior to production has been determined by the design team and Terracon to not be relevant to this structure/project.
The second comment is in regard to the referenced depth to spread footings for the Taylor Creek Culvert structure. The final geotechnical report indicates that the spread footings are expected to bear approximately 10 feet below grade, which in terms of the analysis and design is to be noted as 10 feet below finished roadway elevation.
