CS2 and CS2- Small Business General Questions and Answers (Part 2)
Question 3: CS2- Small Business RFP Section L.21.1 appears to call for us to address Section
C.2.1 Management in Volume 1 as a response to each of the Sample Tasks Orders. C.2.1.1 and C.2.1.2 address management at the IDIQ Contract Level and not at the individual Sample
Task Order Level. Please clarify if IDIQ Contract Level responses to C.2.1.1 and C.2.1.2 should be provided, whether they will be evaluated, and in which volume they should be included.
Answer: CS2 Section L.24.1 and CS2-SB Section L.21.1 state:” The Offeror shall prepare its
Technical/Management Approach Volume to address the Sample Task Orders (STO) in Section
J. Technical/Management evaluation of the STOs will be based on compliance with the applicable requirements found in the following sections: C.2.1 Management, C.2.2 General
Technical Requirements, and C.2.4 Required COMSATCOM End-to-End Solution Attributes. In the Offeror’s response, the Government is interested in those requirements applicable to each
STO.
Question 4: Please clarify in which proposal volume the completed Section K should be located.
Answer: See paragraph (d) of Section K.2. (FAR 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (Feb. 2009). Also see Section L.6.4 of the CS2-SB solicitation and section L.8.4 of the CS2 solicitation.
The offeror must complete the annual representations and certifications electronically via the Online Representations and Certification Application (ORCA) website at http://orca.bpn.gov.
Question 5: Please clarify in which proposal volume the completed Standard Form (SF) 33 should be located.
Answer: Please submit SF33 as part of your Price Volume and it is not subject to the maximum page limit.
Question 6: Refer to M.3 – Corporate Experience in both solicitations. “The Offeror may only include its own corporate experience as a prime or as a subcontractor.” Please clarify if the Government will accept and evaluate Corporate Experience from the Prime Offeror’s collective team as it relates to Solution Attributes.
Answer: Only the Corporate Experience of the offeror will be considered.

Question 7: What is the expected award timeframe for the IDIQ contracts for CS2, both the standard and the small business?
Answer: Awards are expected to be made in 4QFY11.
Question 8: Can you please clarify the purpose of adding the STO pricing to the resulting
FCSA contract (see sentence quoted from L.24.4 below)? We understood from the 7 April
FCSA CS2 Industry Day that the STOs were “un-awardable” and were to establish “price reasonableness” only. L.24.4 Price Volume 4 “The prices provided in the second Section B table will be the awarded prices; the prices in the second Section B table are the only prices incorporated in the contract.” If our understanding of L.24.4 is not correct, please clarify.
Answer: Pricing will be required in all awarded CS2 and CS2-SB Contracts to the extent defined in Sections L.24.4 of the CS2 RFP and L.21.4 of the CS2-Small Business RFP. The sample task requirement and proposed technical solution associated with the pricing will also be included in the awarded contract. With this information, the awarded contract will define a solution that could be provided at the offered price, if the Government has requirements exactly as stated in the RFP. The contractor will have the opportunity to redact the associated technical section before the contract is awarded.
Question 9: I have been unable to find a definition of “end-to-end” solutions included in the solicitation. Can you please define where each end begins and ends? For example, for a military or government aircraft: would the solution start with the Mission PC components that interact with the satcom avionics modem that interfaces to the antenna control unit, that controls the aircraft antenna that interacts with a satellite which must be controlled from a satellite ground control station. Someone must provide services over those satellites and land earth stations with large antennas which interact with a hub of modem and routing equipment which routs the transmission over some transmission medium through a network to a desired
DoD/CBP/etc… meet me point – or PoP. So in this example, where does the beginning end of this scenario “start” and where does it “end”. For example, does it include the installation of the avionics on the aircraft? Does it include flight clearance and certification for the installation of the aircraft antenna? Does it include the lease line from the ground station hub to the government destination? Does it include the encryption on either side of these components?
Answer: The contract scope is limited to commercial Satellite Communications solutions which could, but aren't required to, include ancillary interfaces and terrestrial components. The task orders will define the specific boundaries on a case by case basis.
Question 10: Will GSA reconsider NAICS 517410, Satellite Communications?
Answer: We have thoroughly reviewed our choice of NAICS, and we continue to believe it is the best fit for the CS2 and CS2 SB acquisitions. There are no plans to reconsider.
