CS2 and CS2- Small Business General Questions and Answers (Part 3)
Question 11: Is it acceptable for header and footer text to be smaller than the required Arial 12pt for text?
Answer: Header and footer text may be no smaller than 8 point.
Question 12: Is it acceptable for table and figure captions text to be smaller than the required Arial 12pt for text?
Answer: CS2 Section L.22.1.4 and CS2-SB Section L.20.1.4 state: “figures and charts may be reduced as long as text on the figures or charts is at least 66 percent of full size (i.e., 8 point).”
Question 13: CS2 Section L.22.1.2 and CS2-SB L.20.1.2 Fold-out Page state that tables can have reduced font size to 8pt. CS2 Section L.22.1.4 and CS2-SB L.20.1.4 state the same for figures or charts but not specifically for tables. As per the first reference, can table font be reduced to 8pt?
Answer: Table font may be no smaller than 8 point.
Question 14: In both CS2 and CS2-SB RFPs, Section C contains contract level requirements including Management Processes and Security that are not specifically identified as requirements in any of the Sample Tasks. Does the Government require the offeror to address all of these requirements outside of the response to the Sample Tasks?
Answer: All Section C requirments are not necessary for the performance of each and every potential task order. Your proposal should address the specific Section requirements applicable to the Sample Task Orders.
Question 15: The Corporate Experience factor in both solicitations states: “The Offeror may only include its own corporate experience as a prime or as a subcontractor.” Does this mean that our company must show experience as a prime or subcontractor in all solution types and attributes identified in Section M.3 or risk elimination from consideration?
Answer: No. GSA recognizes that offerors will rely on subcontractors, corporate subsidiaries and other teammates to perform task orders. Acceptable and higher ratings may be achieved by offerors who do not have corporate experience in every solution type and attribute identified in Section M.3.
Question 16: CS2 RFP L.24.3.1 and CS2-SB RFP L.21.3.1 states “the offeror shall provide up to three customer references that can verify the ability of the offorer to provision, manage, operate and support projects comparable to the requirements explained in C.2.2 General Technical Requirements.” Furthermore, the following paragraph states “it is the offerors responsibility to send this questionnaire to the three identified customer points of contact.” This implies that the offeror is limited to one survey per referenced contract. It is anticipated that the FCSA CS2 contract will allow many Government customers to use the contract to support their own unique requirements. The evaluation to determine the offeror’s ability to provision, manage, operate and support projects comparibble to the requirements of section C.2.2 for some referenced contracts would be incomplete if the offeror is limited to one survey per referenced contract. May the offeror send out multiple survey requests to allow each of the customers/users of services provided under the referenced contract to respond on behalf of the offeror?
Answer: The Government will only accept up to three customer references per the instructions in CS2 Section L.24.3.1 and CS2-SB Section L.21.3.1
Question 17: Section M.2 states “STOs will not be individually rated.” Please confirm that in evaluating Volume 1, GSA/DISA will consider standardized corporate process descriptions in addition to the specific STO response. For example, if the offeror provides an overall description of its standardized corporate quality assurance process at the beginning of Volume 1 and then references the process as part of its response to each STO, will the Government view the content of both the overall process description and the reference in each STO in its evaluation?
Answer: Referenced material submitted within the Technical/Management Volume 1 response will be considered.
Question 18: In which volume does GSA/DISA want the Reps and Certs and SF33 to be included? Will the Reps and Certs be excluded from the volume page limit?
Answer: The offeror must complete the representations and certifications electronically via the Online Representations and Certification Application (ORCA) website at http://orca.bpn.gov.
Online responses are excluded from proposal volume page limits. General Question and Answer 5 addresses which volume to include the SF33.
Question 19: For Volume 4, does GSA/DISA want the Excel tables to be included in the Word document?
Answer: Both hard and soft copies of the MS-Excel tables are required and it is not desired to convert the Ms-Excel pricing table into MS-Word format.
Question 20: Can the Offeror use the experience and past performance of Team members or subcontractors in any way in response to the past performance requirements?
Answer: Only the Past Performance of the offeror will be considered.
Question 21: Please clarify if the Government will accept and issue a receipt for hand-delivered proposals.
Answer: Yes. Please deliver to the POC and location identified in CS2 RFP L.13.4.2 and CS2-
SB RFP L.11.4.2
