CS2 and CS2- Small Business General Questions and Answers (Part 3) – CS2 Specific
Questions and Answers Specific to the CS2 RFP
Question 1-1: Reference CS2 RFP Sample Task #1 Section L.24-4. Please define what is to be included in the "overall system price" for MWR due to the potential double counting of the commercial satellite communications infrastructure. For example, it has been requested that a prime contractor provide pricing for commercial satellite communications infrastructure for Africa on a per month and per year basis. This would artificially inflate the "overall system price" by counting both the monthly and yearly prices in the "overall system price".
Answer: The offeror must define what is included in the „overall system price‟ that the government will use for evaluation purposes. The Government will not add monthly pricing to inflate the overall system price.
Question 1-2: CS2 Sample Task #1 Section J-9 Paragraph 1.2 states “The United States Government (USG) intends to provide IP Voice, Video, and Data services.”
Is the Contractor expected to provide the VoIP service?
Answer: Yes. The contractor is expected to meet all requirements listed in each of the sample task orders.
If so, how does GSA/DISA expect it to be costed – flat monthly rate or calling card platform?
Answer: The government is looking for a flat monthly rate.
If not, what size CODEX should the Contractor base its solution on?
Answer: It is up to the contractor to propose what it believes is the best solution for each STO and explain why.
Question 1-3: CS2 RFP Section M., paragraph M.3 Factor 2 – Corporate Experience - The numbering for Attribute #4 repeats RFP reference M.3.1 after M.3.9.Should this reference be M.3.10?
Answer: Yes. CS2 RFP Section M will be amended to correct this typographical error.
Question 1-4: CS2 RFP Sections C.2.3.5.2 and C.2.3.5.4 - The description of Emergency Responder Operations states it is not uncommon for the requirement to grow significantly from a small number of users to a large number within a moderate period of time. Can you confirm that the network size described in C.2.3.4.2 of 500 end-user locations or points of presence does not apply to Emergency Responder Operations C.2.3.5.4?
Answer: The size requirements in C.2.3.4 apply to all of the Solution Types.
