CS2 and CS2- Small Business General Questions and Answers (Part 5)

Question 48: Reference Section M.3 Factor 2 Corporate Experience and Section M.4 Factor 3 Past Performance. The RFP says “The Offeror may include only its own past performance as a prime or as a subcontractor”.

Will the Government accept and acknowledge that an Offeror, which is a division or subsidiary of a larger corporation, may include the experience and past performance of its parent and/or other divisions and subsidiaries of its parent corporation as its own experience when describing its experience and past performance in response to these evaluation criteria?

Will the Government accept and acknowledge that an Offeror may include the experience and past performance of its large and small business subcontractors as its own experience when describing its experience and past performance in response to these evaluation criteria?.

Does corporate include any subsidiary, parent or otherwise affiliated companies – or – does it refer only to the legal entity that is submitting a response?

Will an Offeror’s overseas corporate parent’s commercial experience be considered, and also will the commercial past performance of an Offeror’s corporate parent’s overseas subsidiaries be considered?

Answer: Offerors responses to Factor 2, Corporate Experience, and Factor 3, Past

Performance must be based on the Offeror’s own experience/performance as a prime or subcontractor. For Past Performance, the government will only consider past performance for projects where the offeror performed as a prime or subcontractor. Past performance references provided for potential subcontractors of the offeror will not be considered. For Corporate

Experience, Offerors are encouraged to describe their involvement in projects that demonstrate corporate experience of the kind described in the RFP. In describing the Offeror’s corporate experience, the description should include the Offeror’s specific role as prime contractor, subcontractor or supplier. The description may also include a description of the other entities that worked with the offeror. Any projects or efforts described to demonstrate corporate experience must involve the offeror. Projects that were performed with no involvement of the offeror should not be proposed.

Question 49: CS2 RFP Sections L.23.1.1.2, L.23.1.3, and L.24.4 (CS2-SB RFP Sections L.20.2.1.2, L.20.2.3, and L.21.4): CS2 RFP Section L.23.1.1.2 (CS2-SB RFP Section L.20.2.1.2) states that Offeror will provide word processing files for the Price Proposal, and also provide embedded objects, such as spreadsheets, in their native formats. CS2 RFP Section L.23.1.3 (CS2-SB RFP Section L.20.2.3) states that price tables submitted as part of the Price Volume shall be submitted in Microsoft Excel 2007 format. CS2 RFP Section L.24.4 (CS2-SB RFP Section L.21.4) states that the second price table, which provides the overall system price for each STO, shall be submitted using Microsoft Word. In a response to a previous question, Offerors were instructed to include the SF 33 form in the Price Volume. Please clarify how the electronic media submissions for the elements of the Price Volume (e.g., SF 33, Price Table 1 and Price Table 2) should be provided.

Answer: Provide the Section B tables in MS-Word, and the detailed pricing in MS-Excel. SF33 can be submitted in MS -Word or PDF.

Question 50: Will GSA/DISA allow the offeror to provide a compliance matrix for ease in evaluation that does not count towards the page limitations?

Answer: A compliance reference matrix is not required. If included, it will count towards the page limits.

Question 51: Reference Past Performance Questionnaire. The questions and answers provide an email address other than the COs direct email address. For Past Performance Questionnaires that have been sent directly to the CO’s e-mail address rather than to the Future COMSATCOM e-mail address, should these be re-submitted to the FutureCOMSATCOM address or will that be handled by the Government?

Answer: The Government has received and will continue to accept Past Performance Questionnaires received by mail, fax, and email to the CO. However, we would appreciate it if all further Questionnaires be emailed to the FutureCOMSATCOM@gsa.gov email address.

Question 52: Section L states that Corporate Experience volume (20 page limit for writing) shall utilize CS2 RFP Attachment J-7 (CS2-SB RFP Attachment J-6), for the solution types and attributes described in Section C. The Section C requirements go over and above what Section L states for just the solutions types and attributes. We are not given sufficient space to solution all of Section C and Section C states: Unless otherwise stated, the Contractor is solely responsible for all requirements stated herein. Does Section L supersede Section C here? Is it the Government’s intent to only solution Section C based on the specific instructions of Section L?

Answer: For the purpose of master contract proposals, the Corporate Experience Volume requirement is for the Offeror to demonstrate experience delivering the Solution Types and Solution Attributes described in Section C. Corporate Experience evaluation will be based on meeting the criteria described in Section M for each Solution Type or Solution Attribute. Within the Technical/Management Approach Volume, the Offeror is to prepare solutions to the Sample Task Orders provided in Section J. Technical/Management evaluation of the STOs will be based on compliance with the applicable requirements found in the following sections: C.2.1 Management, C.2.2 General Technical Requirements, and C.2.4 Required COMSATCOM End-to-End Solution Attributes. In the Offeror’s STO responses, the Government is interested in those requirements applicable to each STO.

Question 53: Reference RFP Section C.2.1 It is assumed that the requirements for this section should be addressed in Volume 1, but this is not addressed in Section L or Section M. Where does the government expect to see the requirements for C.2.1 addressed?

Answer: CS2 Section L.24.1 and CS2-SB Section L.21.1 state: "The Offeror shall prepare its Technical/Management Approach Volume to address the Sample Task Orders (STO) in Section J. Technical/Management evaluation of the STOs will be based on compliance with the applicable requirements found in the following sections: C.2.1 Management, C.2.2 General Technical Requirements, and C.2.4 Required COMSATCOM End-to-End Solution Attributes. In the Offeror’s response, the Government is interested in those requirements applicable to each

STO.
