CS2 and CS2- Small Business General Questions and Answers (Part 9): CS2 Specific

Question 1-136: Reference CS2 RFP Section J Attachment J-9 Does the Government have a delivery date requirement (# days after award) for the detailed Service Plan? This date will facilitate developing the Project Schedule that will be submitted with the proposal.

Answer: The Offeror should perform analysis, stating assumptions, and propose what it believes is the best solution. The Offeror should explain the rationale for its selection.

Question 1-137: Reference CS2 RFP Section J Attachment J-9 FISMA/NIST 800-53 compliance requirements are described in Attachment J-9, Section 2.2.2.

Does the Government require that Contractor demonstrate that their infrastructure / facilities to be used in providing MWR services are compliant at the time of award, or is it acceptable that the contractor demonstrates an ongoing information assurance compliance process that will result in compliance early in the FCSA contract period?

Question 1-138: Reference CS2 RFP Section J Attachment J-9 In the event that INL utilizes existing satellite networks, is there a desire or requirement that the GINL MWR SATCOM network leverage existing network(s) in terms of infrastructure or satellite capacity? If the answer is "yes", please describe these networks in terms of equipment and satellite capacity so that their attributes may be considered as part of the MWR solution design process.

Question 1-139: Reference CS2 RFP Section J Attachment J-9 The STO requests O&M training services. Please describe the day-to-day operations and maintenance roles that Government personnel are envisioned to fulfill in provision of MWR services.

a. To what degree will Government personnel be responsible for RDU deployment and retrieval?

i. If Government personnel are involved in deployment and retrieval, how many persons will the Government furnish for ORDU and LRDU deployment and retrieval? The answer to this question will affect how bidders allocate staffing to these activities.

b. Will Contractor personnel compliment the Government personnel in an advisory role in these matters, or will Contractor personnel have lead responsibilities?

c. What role will Government personnel have in conducting preventive and corrective maintenance?

d. Regarding Contractor-provided in-country deployment and maintenance support personnel, does the Government have any requirements regarding the citizenship and personal security clearance status of on-site contractor-supplied personnel?

i. Can contractor-furnished personnel be nationals in the county in which they are furnishing MWR service support?

Answer: The Government is looking for Offerors to propose a turn-key solution. Offerors should perform analysis, stating assumptions, and propose what it believes is the best solution.

The Offeror should explain the rationale for its selection.

Question 1-140: Reference CS2 RFP Section J Attachment J-10 Does the government want a booking system that simply books channels for specific agency use or does the government wants to integrate the booking system into their encoder/decoder/subscriber management system?

Question 1-141: Reference CS2 RFP Section J Attachment J-10 Please confirm that the evaluation criteria regarding encryption and authentication of commands to the space systems used for provision of MWR services pertains solely to spacecraft command and control (i.e. TT&C and frequency/bandwidth management) and not to communications traffic carried on leased satellite transponders (e.g. MWR communications traffic).

Question 1-142: Reference CS2 RFP Section J Attachment J-10 The Engineer Support Approach evaluation criterion states the need for bidders to provide “an analysis of an MWR mission …” Given that the bidder provides a sufficiently detailed network design with supporting assumptions and analysis that addresses the overall stated MRW service requirement, is it necessary to also provide a standalone MWR mission analysis in order to maximize the evaluated score in this area? The concern is that proposal page limitations will preclude sufficient treatment in this or other areas if the standalone analysis requirement stands.

Question 1-143: Reference CS2 RFP Section L.24.1 Is it acceptable or even desirable for bidders to structure their STO response according to the Evaluation Criteria specified in Section M for each STO? Such structure would facilitate proposal scoring given that all stated STO requirements are otherwise addressed in the STO responses. Regarding L.24.1 Proposal Structure – Same question above regarding organizing the STO responses according to the Evaluation Criteria per STO described in RFP Section M.
