About this file

This is a Contract Administrator Solicitation Questionnaire from the Orange County Transportation Authority (OCTA) for Public Outreach Services supporting the State Route 55 Improvement Project between Interstate 5 and State Route 91. The procurement seeks qualified consultants to provide comprehensive public outreach services for this infrastructure improvement initiative. The contract will be effective November 1, 2026, with a five-year initial term and one three-year option term available. A pre-proposal conference is scheduled to address the project's complexity, large scope, and higher contract value, ensuring prospective proposers have consistent understanding of deliverables and contract expectations. The RFP is anticipated for Board release on July 27, 2026, with final award anticipated on October 12, 2026, following Committee approval on October 5, 2026. CAMM-approved staff reports are required by July 6, 2026 for release and September 10, 2026 for award.

The total approved budget for this procurement is $2,359,750 for the initial five-year term, with option years budgeted at $100,000 annually for years one through three, funded entirely through local sources. The contract will operate on a time and expense basis rather than firm-fixed pricing. The evaluation committee comprises five members from OCTA's Public Outreach, Capital Project Delivery, and Public Information Office departments, meeting Board approval requirements due to the contract value exceeding $500,000. Evaluation criteria are weighted as follows: Qualifications of the Firm (20%), Staffing and Project Organization (25%), Work Plan (30%), and Cost (25%), with cost meeting the mandatory 25% minimum threshold. This procurement exceeds the $1 million Board approval threshold for RFP releases and the $500,000 threshold for consultant selection.

Work plan is weighted at 30 percent as the firm must demonstrate it has the understanding associated with this project in order to complete the tasks required under the scope of work.

13. Is a Pre-Proposal Conference necessary for this procurement? If yes, please provide justification based on project complexity or the need to clarify requirements.

Yes, _A pre-proposal conference is recommended for this procurement due to the project’s complexity and large scope, higher contract value, longer contract term, and the need to have the contract executed before the end of calendar year 2026. The conference will allow us to ensure all prospective proposers have a consistent understanding of the scope, deliverables and contract expectations, reducing the risk of misunderstandings, proposal deficiencies and procurement delays.
