About this file

This is an internal email correspondence regarding insurance requirement review for an RFP issued by the Orange County Transportation Authority (OCTA) for public outreach services related to the State Route 55 Improvement Project between Interstate 5 and State Route 91. The procurement seeks qualified consultants to provide comprehensive public outreach support services for the five-year initial contract term. The email chain indicates an expedited timeline, with Senior Contract Administrator Michael Cardozo requesting prompt review from Edwin Byrne regarding insurance requirements and the associated Scope of Work to ensure proper specifications before the RFP release.

Edwin Byrne's review recommends revising the Professional Liability insurance requirements to make coverage mandatory for all contractors rather than limiting it only to licensed or specially certified consultants. He specifically recommends establishing a minimum Professional Liability coverage limit of $2,000,000, citing the nature of public outreach consulting services as justification for this requirement. Byrne found all other proposed insurance requirements generally appropriate for the scope of services and recommended no additional changes. The project has an allocated budget of $2,359,750.00 for the five-year contract term, with the correspondence dated June 26-29, 2026, reflecting the rushed schedule for RFP finalization.

From: Edwin Byrne To: Michael Cardozo Subject: RE: Review of Insurance for RFP 250435 State Route 55 Improvement Project Between Interstate 5 and State

Route 91 Public Outreach Support Date: Monday, June 29, 2026 10:18:09 AM

Hola:

The proposed insurance requirements are generally appropriate for the scope of services.

However, I recommend revising the Professional Liability requirement to make it mandatory for this procurement rather than limiting it to consultants who are licensed or specially certified. Given the nature of the public outreach consulting services, Professional Liability coverage should be required with a minimum limit of $2,000,000. No other changes are recommended.
