About this file

This is an Independent Cost Estimate (ICE) prepared by the Orange County Transportation Authority (OCTA) for Public Outreach Services related to the State Route 55 Improvement Project between Interstate 5 and State Route 91. The project involves adding one regular lane in each direction on SR-55 from I-5 to SR-22, making operational improvements, and relocating the Tustin Avenue/Nohl Ranch off-ramp from southbound SR-55. The ICE was developed based on a review of the project Transportation Management Plan, current project schedules, construction staging assumptions, anticipated outreach requirements, and consultant staffing needs throughout preconstruction and construction phases. The estimate was informed by actual labor utilization, direct costs, and contract expenditure trends from comparable OCTA freeway construction outreach programs. The contract term is five years with an option term date of June 3, 2026.

The total estimated cost for this procurement is $2,359,750.00, with direct labor comprising $2,211,250.00 of the budget. The labor estimate includes four primary positions: Project Manager (325 hours at $250.00 per hour), Community Liaison (5,250 hours at $200.00 per hour), Account Coordinator (7,250 hours at $135.00 per hour), and Graphic Designer (750 hours at $135.00 per hour). Additional other direct costs are estimated at $148,500.00, with no overhead, materials, information technology support, travel, or subcontractor costs included in the estimate. The ICE was prepared by Angela Hui, a Communications Relations Specialist, and submitted to CAMM (Contracts Administration & Materials Management) along with the requisition and scope of work documents.
