About this file
This is an interoffice procurement memorandum from the Orange County Transportation Authority (OCTA) dated June 26, 2026, documenting the procurement plan for RFP 250435, which seeks a qualified consultant to provide public outreach services for the State Route 55 Improvement Project between Interstate 5 and State Route 91. The procurement uses a Request for Proposals (RFP) format rather than an Invitation for Bids (IFB) to allow consideration of multiple selection factors beyond cost alone. The contract will be structured on a time-and-expense basis with fully burdened hourly rates and anticipated expenses, rather than a firm-fixed price, due to the lack of a detailed Scope of Work with individual task specifications. The initial contract term is five years with one optional three-year renewal term, and the evaluation team will include Angela Hui, Tresa Oliveri, Eric Carpenter, Jeannie Lee, and Nicolette Wright.
The evaluation criteria weight qualifications of the firm at 20 percent, staffing and project organization at 25 percent, work plan at 30 percent, and cost at 25 percent, with the higher weighting for work plan reflecting the need for firms to demonstrate understanding of project requirements. The initial contract value is $2,359,750, with an option term valued at $300,000. Funding is provided through Measure M sources, with no prevailing wage, liquidated damages, retention, or Disadvantaged Business Enterprise (DBE) goals applicable to this procurement. An independent cost estimate and requisition (R002288) have been received, supporting the procurement authorization.

INTEROFFICE MEMO
Procurement Plan, RFP 250435
June 26, 2026
To: Angela Hui, Principal Community Relations Specialist, Public Outreach
From: Michael Cardozo, Senior Contract Administrator, CAMM
Subject: PROCUREMENT PLAN, RFP 250435, “State Route 55 Improvement Project Between Interstate 5 and State Route 91 Public Outreach Consultant Support”
Please review the procurement plan for the subject RFP and advise your concurrence with the evaluation criteria and contract elements. Include suggested evaluation team members and/or comments.
Procurement Type: ☒ RFP ☐ IFB
Justification:
A Request for Proposals (RFP) procurement type is applicable because there are multiple factors for selection to be considered beyond cost.
Evaluation Criteria:
PROPOSAL
WEIGHT
Qualifications of the Firm
20%
Staffing/Project Organization
25%
Work Plan
30%
Cost
25%
Justification: The standard 25 percent for each criterion was not used for this procurement. Qualifications of the firm is weighted at 20 percent to ensure firms have prior experience performing similar services. Staffing and project organization and cost are weighted at 25 percent as the firm must demonstrate it has the requisite personnel for this project and that rates remain competitive so OCTA receives best value for the services provided. Work plan is weighted at 30 percent each as the firm must demonstrate it has the understanding associated with this project in order to complete the tasks required under the scope of work.
Contract Type: ☒ Time & Expense ☐ CTO-Based ☐ Firm Fixed Price
Justification: (Explain the rationale for using the particular contract type):
The contract type is time-and-expense because firms are requested to propose fully burdened hourly rates and anticipated expenses for the work specified in the Scope of Work. The RFP does not have a specific Scope of Work detailing individual tasks. Therefore, a firm-fixed price contract cannot be used.
