About this file

This is a procurement plan memorandum from the Orange County Transportation Authority (OCTA) dated June 26, 2026, regarding RFP 250435 for Public Outreach Consultant Support services for the State Route 55 Improvement Project between Interstate 5 and State Route 91. The RFP solicits qualified consultant firms to provide public outreach services for this transportation improvement initiative. The contract will be structured as a five-year initial term with one optional three-year renewal term. The procurement plan does not specify response deadlines, due dates, site visits, or bidder conferences within the document provided.

The contract is valued at $2,359,750 for the initial five-year term and $300,000 for the optional three-year renewal term, funded through local Measure M sources. The procurement will utilize a time-and-expense contract type based on fully burdened hourly rates and anticipated expenses, as the scope of work does not contain specific individual tasks suitable for firm-fixed pricing. Evaluation criteria are weighted as follows: Qualifications of the Firm (20%), Staffing/Project Organization (25%), Work Plan (30%), and Cost (25%). The evaluation team includes internal OCTA staff from community relations, communications, and project delivery divisions. An independent cost estimate has been completed, and the procurement does not indicate prevailing wage requirements, liquidated damages, retention provisions, or Disadvantaged Business Enterprise (DBE) goals in this planning document.

INTEROFFICE MEMO

June 26, 2026

To: Angela Hui, Principal Community Relations Specialist, Public Outreach

From: Michael Cardozo, Senior Contract Administrator, CAMM

Subject: PROCUREMENT PLAN, RFP 250435, “State Route 55 Improvement Project Between Interstate 5 and State Route 91 Public Outreach Consultant Support”

Please review the procurement plan for the subject RFP and advise your concurrence with the evaluation criteria and contract elements. Include suggested evaluation team members and/or comments.

Procurement Type: ☒ RFP ☐ IFB

Justification:

A Request for Proposals (RFP) procurement type is applicable because there are multiple factors for selection to be considered beyond cost.

Evaluation Criteria:

PROPOSAL WEIGHT

Qualifications of the Firm 20%

Staffing/Project Organization 25%

Work Plan 30%

Cost 25%

Justification: The standard 25 percent for each criterion was not used for this procurement. Qualifications of the firm is weighted at 20 percent to ensure firms have prior experience performing similar services. Staffing and project organization and cost are weighted at 25 percent each as the firm must demonstrate it has the requisite personnel for this project and that rates remain competitive so OCTA receives best value for the services provided. Work plan is weighted at 30 percent as the firm must demonstrate it has the understanding associated with this project in order to complete the tasks required under the scope of work.

Contract Type: ☒ Time & Expense ☐ CTO-Based ☐ Firm Fixed Price

Procurement Plan, RFP 250435

Revised: 05/09/2018

Justification: (Explain the rationale for using the particular contract type):

The contract type is time-and-expense because firms are requested to propose fully burdened hourly rates and anticipated expenses for the work specified in the Scope of Work. The RFP does not have a specific Scope of Work detailing individual tasks. Therefore, a firm-fixed price contract cannot be used.
