By participating in this solicitation, you, on behalf of the Vendor, understand and agree that all plans, drawings, maps, specifications, documents, or similar information included in this solicitation (“Protected Information”) may only be used by Vendor for the purpose of this solicitation and no other purpose. 1. GENERAL INFORMATION & PROPOSAL INSTRUCTIONS

1.1. NOTICE TO BIDDERS

The Kenton County Airport Board (“KCAB”) will receive proposals for Comprehensive Aviation Planning

Services at the Cincinnati/Northern Kentucky Int’l Airport (“CVG”). Proposals must be received by

Thursday, August 14, 2025 at 2:00 pm. No proposals will be accepted after that time unless such date or time is extended pursuant to an addendum issued by KCAB.

A pre-proposal meeting will be held on Thursday, July 17, 2025, at 10:00 am at CVG Centre, Admin. Offices, 77 Comair Blvd., Erlanger, KY 41018. Please RSVP by July 16, 2025, through

KCAB’s online bidding system https://procurement.opengov.com/portal/cvgairport. Select Invitation 25-

042-RFP and provide the name of the person(s) attending. See Attachments for RSVP instructions.

KCAB reserves the right to waive any informality or irregularity in any proposal or bid guaranty, to reject any or all proposals, to award or refrain from awarding a contract for the work, and to negotiate with the apparent qualified responsible proposer to such extent as may be beneficial to KCAB.

Preference for Kentucky resident bidders will be applied in accordance with Kentucky law.

1.3. BACKGROUND

KCAB is soliciting proposals for an on-call Comprehensive Airport Planning Services consultant(s) to provide as-needed airport planning and related design, construction, technical and professional services for various projects at CVG. CVG has several airside and landside projects planned through

2027.

The overview provided in this RFP is intended to convey a general scope of services so that each respondent might address its experience and present its expertise in dealing with the services requested in its response.

The number of firms selected will be based on KCAB’s assessment of need and qualifications/types of services provided by the firms.

KCAB intends to utilize these services on a variety of upcoming anticipated projects such as, but not limited to, the following immediate projects planned for 2025 and beyond:

• FIS Relocation – 30% Design

• ASR9 Relocation – 30% Design

• CVG Sign Shop Relocation

• Consolidated Deliveries Facility – Planning Study

• RTR Relocation – 30% Design

• Parking Lots/Parking Garage Expansion Study

• Taxiway E “Echo” Extension – 30% Design

• GRE/Run Up Pad Siting Study

This RFP includes a list of potential projects and is not necessarily exhaustive and is subject to change by KCAB. Any contract awarded as a result of this RFP is non-exclusive and KCAB reserves the right to issue individual procurement solicitations for the services listed in this RFP for these and/or any other projects.

For purposes of this RFP, KCAB considers the engineering or planning firm the lead firm. As a result the engineering or planning firm will be the party named in the contract. Following the award of contract, the use of any subcontractor other than the teaming partners identified in the proposal response must have the prior approval of KCAB before any work is performed.

1.4. SUBMISSION OF PROPOSALS

Responses to this RFP must be submitted electronically through KCAB’s online bidding system which can be accessed at https://procurement.opengov.com/portal/cvgairport. Select the project titled

Comprehensive Aviation Planning Services (Invitation #25-042-RFP) and follow the instructions for submittal. The completed and signed proposal (together with all required attachments) must be transmitted and received through OpenGov no later than Thursday, August 14, 2025 at 2:00 pm Eastern

Time (ET). Proposers should allow for sufficient time to upload and transmit all required information.

Proposer is solely responsible to ensure its submission is transmitted prior to the due date and time.

KCAB will not accept submissions after the due date and time and is not responsible for any error in transmission including but not limited to power outage, internet connectivity, unauthorized access, etc.

Individual submittals will not be read in public or available for public inspection until after an award determination has been made.

1.5. RFP QUESTIONS

KCAB is not bound by, and proposers may not request or rely on any oral interpretation or clarification of this RFP. Therefore any questions regarding this RFP are encouraged and should be submitted electronically using the Question and Answer tab of this RFP on KCAB’s online bidding system, which can be accessed at https://procurement.opengov.com/portal/cvgairport.

Questions received on or before the Deadline to Submit Questions in the Schedule of Events will be posted on the Question and Answer tab of this RFP on the bidding system per the Schedule of

Events. Answers to questions from any proposer will be available to all proposers.

All communications regarding this solicitation must only be through the Questions and

Answers section of the RFP or through the Contract and Procurement Administration

Department. No communication is to be directed to any other KCAB personnel unless otherwise instructed by the Contract and Procurement Administration Department. Failure to comply may result in the disqualification of proposer’s submittal.

1.6. ADDENDA

In the event it becomes necessary to revise, change, modify or cancel this RFP or to provide additional information, addenda will be issued to all recipients of this RFP.

1.7. SCOPE OF SERVICES

1.7.1. Scope of Services

The successful proposer (“Consultant”) shall provide the following Comprehensive Airport Planning

Services for projects on an as-needed, on-call basis. These services may include, but are not limited to the areas listed below.

Airport Facilities & Operations Planning Services

• Conducting airside, terminal, and/or landside/support facility planning studies and preparing reports, drawings/graphics, and/or other documentation supporting planned or proposed facility and/or operational improvements, including concept design (approximate 15% design level,)

• Terminal and support facility graphics to be generated within KCAB CAD standards and may be supplemented in Building Information Modeling (BIM) applications, including Sketch-up, Revit, GIS, etc.;

• Preparing updates to Master Plans and associated analyses;

• Preparation of near- and long-term, annual and peak-hour aviation demand forecasts for passengers, aircraft operations, air cargo tonnage, and/or fleet mix with comparisons to the

Federal Aviation Administration' s (FAA) Terminal Area Forecast (TAF), as well as analysis of airline service and market trends and projections to support CVG’s position in a dynamic business environment;

• Projecting when airfield and/or terminal capacity may become constrained resulting in increased delay;

• Demand/capacity projections and simulations with use of SIMMOD or other modeling tool to identify when capacity improvements will become necessary. Calculate and report average annual runway delay per operation and runway occupancy times using simulation software

(SIMMOD, airtopsoft, TAAM, etc.) and ReDim software or other acceptable modeling;

• Identifying facility and/or operational improvement requirements, and developing/evaluating alternative improvement options, and developing a recommended plan and associated order of magnitude cost estimates for airside, terminal and/or landside projects;

• Development of Aircraft Parking Plans and support of gate striping plans activities with use of

AutoCAD drawings, GIS, and simulation software as needed.

• Preparing operational plans for airfield system, terminal area aprons, remain overnight aircraft parking positions;

• Provide guidance on best practices to staff, operate, and maintain ramp tower operations and evaluate alternatives to support use agreement negotiations.

• Performing ground access, parking and circulation facility and/or operational planning efforts that identify needed improvements to Terminal area roadway access and circulation and/or encourage air passengers to consider a range of alternative forms of transportation to and from the Terminal. Identifying improvements to airport parking facilities; and providing recommendations on how to accommodate increased ground traffic around and through the

Terminal complex;

• Conducting facility and/or operational evaluations for the needs of Ground Support Equipment

(GSE) facilities and operations, and performing required siting studies necessary to support facility expansions or improve operational efficiencies;

• Conducting airport facility and/or operational planning studies for landside functions, including cargo facilities, hangars, Fixed Based Operators, fuel farms, glycol collection systems, airline/aircraft/airport maintenance facilities, public parking facilities, and commercial/fleet vehicles parking and/or maintenance facilities;

• Airport Land Use and Vicinity Land Use Planning related to the development of available CVG property for aviation and non-aviation uses, including market / economic analysis

• Environmental analysis for recommended facility improvements;

• Identifying and performing analyses to define project "purpose and need", site location, and/or feasibility;

• Conducting intermodal and/or multi-modal studies to support Administration initiatives to develop alternative transportation modes to, and connection with, the passenger terminal complex , including, but not limited to automated people mover systems;

• Performing terminal facility and/or operational planning evaluations, including studies and simulations (using CAST, ArcPort, MassMotion, and/or other appropriate software) necessary to recommend improvements for each of the functional areas within and adjacent to the airport's passenger terminal.

• Performing roadway and/or curbside simulation (VISSIM, Synchro, Arena, and/or other appropriate software) to visualize the level of congestion, and evaluate and illustrate curbside traffic operations and levels of service, vehicle queue lengths and durations, average vehicle delay associated with airline growth projections and increased air passenger activity;

• Providing conceptual facility design, cost estimating and phasing

• Development of Project Definition Documents (PDDs) to progress Master Plan projects into advanced planning and preliminary design activities. PDDs should establish: design parameters, facility requirements, design requirements, preliminary site engineering, space programs, environmental, phasing, detailed project schedules, scope, cost, assumptions

(capital and O&M-life cycle, total cost of ownership), project dependencies, constraints, project team roles & responsibilities, etc.;

Airport Business & Economic Planning Services

• Cost-benefit analyses for recommended facilities;

• Life cycle cost analyses;

• Providing financial planning assistance to help KCAB identify potential funding sources to support facility improvement programs. This item will involve the identification of alternative funding strategies for review and discussion with Administration and Department staff;

• Generating innovative aviation and non-aviation related revenue prospects for consideration

• Preparing, updating and/or generating strategic business plans for, and monitoring, calculating and/or processing the associated performance metrics;

• Conducting Independent Fee Estimates and project peer reviews;

• Organizational and Project Risk Analysis in conjunction with KCAB’s Project Prioritization

Requirements / Enterprise Risk Assessment efforts.

• Identify grant sources and prepare applications for funding (any color of money) o To include, but not limited to

▪ PFC description/justification

▪ AIP Grant description /justification

▪ ACIP data sheets

▪ BIL ATP funding description /justification

▪ Other local, state, or federal funding applications and required supporting documentation

Technical Services

• Revising existing Airport Layout Plans (ALPs) in conformance with FAA requirements and guidelines as they pertain to recent and/or proposed developments at CVG. Such efforts may be performed in accordance with e-ALP requirements;

• Aerial photogrammetry, photography and/or ground-based survey data collection and analysis;

• Air Traffic Control Tower (ATCT) shadow/line-of-sight studies;

• Airspace analyses including Part 77 & United States Standard for Terminal Instrument

Procedures (TERPS);

• Review current SOPs and Identify changes/best practices and recommended scenarios for building naming conventions, interior space naming conventions, and coordinate several data sets with CVG stakeholders to identify preferred option.

• Perform Safety Management System (SMS) analyses in accordance with FAA guidelines;

• Passenger and/or airport user surveys development, response collection, data analysis, and reporting;

• Plan visualization services related to the development of 3D mass models of existing facilities and proposed facility projects, including other production mediums to communicate project intentions/details to both internal KCAB staff and external stakeholders (demonstration videos, Virtual Reality (VR), Augmented Reality (AR), to-scale physical models, etc.);

• Development of database management tools in SQL or similar including user interface

(website or other) in accordance with KCAB information technology security standards to streamline management of spreadsheets, data entry, viewing, analysis, and report generation;

• Maintenance of KCAB’s floor plans, Lease Space Database, and drawings in AutoCAD and

ESRI GIS platforms.

• Various drawing and data support related to Airport Certification Manual Exhibits, utilities drawings,

• Annually updating the KCAB design standards and documentation as applicable;

• Design/plan review

• Assisting staff with scoping and RFP documents as applicable

• Facility / Infrastructure condition assessments as applicable

Extension of Airport Staff Services

• Providing other airport planning or related tasks as may be assigned;

• Assisting with the efforts necessary to update the P&D Department’s Records Management

Systems, including electronic and hard copy libraries, file management systems, migrating computer files to Shared directory file systems; and assistance in scanning and migrating documents to new Project Management System Software (PMMS);

• Providing an on-site Airport Planner, as needed to assist with airport facility tasks, research, and other assignments.

• Providing an on-site development review planner;

• Providing planning "program management" services related to project portfolio management, Capital Improvement Plan (CIP) management, project prioritization, scheduling, reporting, and business process development;

• Provide support staff on a part-time or full-time basis.

The above services fit within one of the six general project life cycle phases which are generally described below to assist proposers in better understanding KCAB’s expectation of work by phase for each project assigned.

1. Preliminary Phase: This phase involves those activities required for defining the scope of a project and establishing preliminary requirements, including but not limited to the following: feasibility studies, project phasing, procurement, perform necessary surveys, geotechnical investigations, field investigations, architectural/engineering studies for design considerations, perform condition assessments, grant administration assistance, provide CAD support and realistic cost estimates. The goal of this phase will be to provide KCAB with options that balance operational impact, construction schedule, cost, and design life.

The Consultant may be asked to prepare multiple options, schedules and costs, including lifecycle costs for the different options.

2. Design Phase: This phase includes all activities required to undertake and accomplish a full and complete project design consistent with all applicable code, regulations and specifications, including but not limited to the following: attend and conduct design meetings with KCAB and applicable stakeholders to obtain information and coordinate or resolve design issues, and prepare detailed plans and specifications, cost estimates, construction phasing and schedules.

A quality control program is required to be in place for the duration of the design and construction.

The Consultant must provide its quality control program for approval prior to beginning the design.

Quality control reports must be submitted with each milestone submittal.

3. Environmental Phase: The Consultant must provide KCAB all applicable environmental project information for KCAB to complete applicable environmental documents and coordination. At the option of KCAB, the Consultant may be required to submit and coordinate the environmental documentation with the FAA and any other applicable agencies.

4. Bidding Phase: This phase includes activities including preparation of Consultant’s probable construction cost, answer all requests for information (RFI’s) from prospective bidders, attend and present at the pre-bid meeting, prepare addenda, evaluate bids, and provide a cost analysis/comparison as part of the written recommendation regarding the award of the bid.

5. Construction Phase: This phase includes all basic services required after the award of a construction contract, including attending and conducting the pre-construction conference, review and approve contractor submittals including shop drawings, inspect the work in progress for adherence to the project documents, prepare daily inspection reports, review contractors’ pay requests recommending payment, track Disadvantage Business Enterprise participation, prepare change orders and/or supplemental agreements, conduct quality assurance testing, observe and review performance tests required by the specifications, conduct final inspections, and prepare punch lists.

6. Close-out Phase: This phase includes the preparation of final record drawings. Record drawing submittals must include electronic CAD files in accordance with KCAB CAD standards and a PDF of the record drawing set. Consultant will be responsible for preparing and providing the Asset

Commissioning Data Tables (to be provided by KCAB) for all assets being commissioned, decommissioned, or modified. These requirements define the overall set of data and information to be collected and provided by the designer/contractor to KCAB as part of all design/construction projects.

Consultant is required to prepare all applicable permits on behalf of KCAB throughout all phases.

Sample Project

A Sample Project is included with this RFP in the Attachments. Proposer is to provide a proposal for this Sample Project utilizing the positions and hourly rates as instructed. This Proposal will be used as part of the Rates and Fees

1.8. MINIMUM QUALIFICATIONS

1.8.1. Minimum Qualifications

The proposer must meet the following service requirements throughout the duration of the project:

A. Relevant Experience: The prime consultant firm must have managed airport facility design/planning/environmental projects within the past five (5) years.

B. Project Understanding: The consultant must have extensive knowledge of airport facility planning, design and construction at commercial service airports.

C. Business Experience: The prime consultant must have been in business for five (5) or more years.

D. Project Management Experience: The Project Manager nominated for this project must have on-call airport planning experience for airport plans/designs/environmental/construction within the past five (5) years.

1.9. KENTUCKY OPEN RECORDS ACT

Each proposer must specifically identify any portion of its proposal which it deems confidential, or which contains proprietary information, patents, copyrights or trade secrets. Proposer should provide justification of what material should not be disclosed, upon request, by KCAB to a third party. All documents received by KCAB are subject to general inspection under the provisions of Kentucky

Revised Statutes Chapter 61.870 et seq, the “Kentucky Open Records Act”, subject to very narrow exceptions. These statutes may require disclosure of documents a proposer deems confidential. KCAB may otherwise use or disclose the data submitted by each proposer for any purpose, unless such data is so identified as confidential or proprietary by the proposer. The proposer’s opinion of proprietary information is not binding upon KCAB.

1.10. EVALUATION CRITERIA

The selection of the Comprehensive Aviation Planning Services contractor will be based on a judgment evaluation of several key elements in the proposals submitted. In alphabetical order, these include but are not limited to the criteria listed below.

1.11. ACCEPTANCE PERIOD

Proposals in response to this RFP must indicate it is valid for a period no less than one hundred twenty

(120) days from the closing date.

1.12. AWARD

1. KCAB intends to award a contract or contracts resulting from this solicitation to the responsible proposer(s) whose proposal represents the best value after evaluation in accordance with the criteria included in this RFP.

2. KCAB reserves the right to waive any informality or irregularity in any proposal or bid guaranty, to reject any or all proposals, to award or refrain from awarding a contract for the work, and to negotiate with the apparent qualified responsible proposer to such extent as may be beneficial to KCAB.

3. KCAB intends to evaluate proposals and may award a contract without discussions with proposers. Therefore, the proposer’s initial proposal should contain the proposer’s best terms from a cost or price and technical standpoint.

4. KCAB reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit cost or prices offered.

5. KCAB reserves the right to make multiple awards if, after considering the proposals submitted, it is in KCAB’s best interest to do so.

6. The successful proposer will be required to enter into a contract substantially in the form of the contract included under the ATTACHMENTS Tab and incorporated by reference. All proposers are required to note any exception(s) to the attached contract and are required to specifically state the exception(s) and the reason(s) for the exception(s). No exceptions will be recognized to the Government Clauses section of the proposed contract. If no exceptions to the contract are included in the proposer’s response, the proposer is expected to execute the contract in the form set forth herein. Final acceptance of a proposal and contract is contingent upon reaching a mutually satisfactory agreement regarding noted exceptions. If an acceptable and timely agreement is not reached, KCAB reserves the right to disqualify the proposer and to reevaluate the remaining proposals. KCAB reserves the right to refuse to negotiate with a successful proposer on any item not specifically excepted in its submittal.

7. KCAB will have the right, at its sole election, to alter the specifications and/or frequencies of services required and tailor the contract price to said change (increase or decrease).

8. The term of the agreement will be for three (3) years with an option to renew for two (2) additional one-year periods upon mutually agreed terms and an option to renew on a month-to-month basis thereafter. .

1.13. PERFORMANCE AND PAYMENT

The successful proposer shall issue an invoice on a monthly basis for work performed along with supporting data. KCAB will pay submitted invoices on a net 30 basis subject to the terms of the attached agreement.

1.14. BADGES AND KEYS

1. Contractor shall badge a sufficient number of employees to satisfactorily complete its obligations under this contract regardless of circumstances. This will require a background check made through a fingerprint process. When determining the number of employees to badge, Contractor must consider absent employees due to illness, vacation, employment termination, or other reasons, emergency/on call situations, and supervisors who need access for inspection/supervision visits.

2. Contractor is responsible for the cost of badging. The current fee for identification badges is

$44.00 per badge for the badge, security threat assessment, and for fingerprinting.

3. Contractor shall return all badges upon expiration or termination of the contract whichever is earlier. Additionally, Contractor shall immediately return an employee’s badge when that employee is no longer employed by Contractor. Contractor shall pay $100.00 per badge for each badge not returned within ninety (90) days from the date the Contractor is required to return the badge(s).

4. Contractor is responsible for all keys or badges issued to Contractor’s employees. Such keys or badges may not be duplicated. Contractor shall return any or all keys or access cards to KCAB when requested by KCAB. If the loss of keys or access cards requires changing the combination of locks or changing other access equipment, the cost of such labor and material may be charged to Contractor at the discretion of KCAB. Replacement of lost or damaged keys or badges will be provided at Contractor’s expense. Any fines or civil penalties assessed to KCAB caused by Contractor negligence is the responsibility of Contractor.

5. Badge replacement is at the sole discretion of KCAB. A $100.00 fee will be assessed per lost badge. In the event a Contractor’s employee loses a second badge, the Contractor shall pay

$200.00. If a third badge is lost, the badge will only be renewed with permission of the Airport

Security Coordinator and the Contractor shall pay $300.00.

6. If necessary, KCAB will provide initial supply of keys after receipt of a $500.00 deposit from

Contractor. In the event Contractor loses or duplicates a key(s), KCAB will charge the cost of rekeying the lock(s) of the corresponding area against the $500.00 deposit. Contractor shall be responsible for the full cost of rekeying if Contractor loses or duplicates a key. Any funds remaining of this $500.00 deposit upon termination of the contract will be returned to contractor upon KCAB’s receipt of all keys.

1.15. RECORDS/FINANCIALS

In submitting proposals on any item to be purchased by KCAB, the proposer hereby agrees to make available any and all records, books of account, correspondence, or other information reasonably necessary to enable KCAB or its designated agents to investigate the responsibility of the proposer in terms of its financial status, capacity to produce, sources of supply, performance record in the business or industry, and any other matter reasonably related to the proposer’s probable ability to perform adequately under a contract if it is awarded to the proposer.

1.16. GRATUITIES AND KICKBACKS

It is a breach of ethical standards for any person to offer, give, or agree to give any employee or former employee, or for any employee or former employee to solicit, demand, accept, or agree to accept from another person, a gratuity or an offer of employment in connection with any decision, approval, disapproval, recommendation, preparation of any part of a program requirement or a purchase request, influencing the content of any specification or procurement standard, rendering of advice, investigation, auditing, or in any other advisory capacity in any proceeding of application, request for ruling, determination, claim or controversy, or other particular matter, pertaining to any program requirement or a contract or subcontract, or to any solicitation or proposal therefore.

It is a breach of ethical standards for any payment, gratuity, or offer of employment to be made by or on behalf of a subcontractor under a contract to the prime vendor or higher tier subcontractor or any person associated therewith, as an inducement for the award of a subcontract or order.

In the event that any gratuities or kickbacks are offered or tendered to any KCAB employee, the proposal shall be disqualified and shall not be reinstated.

1.17. NON-COLLUSIVE VENDOR CERTIFICATION

By the submission of this proposal, the proposer certifies that:

1. The proposal has been arrived at by the proposer independently and has been submitted without collusion with any other vendor.

2. The contents of the proposal have not been communicated by the proposer, or, to its best knowledge and belief, by any of its employees or agents, to any person not an employee or agent of the proposer or its surety on any bond furnished herewith and will not be communicated to any such person prior to the official opening of the proposal.

3. No proposer may submit more than one proposal for this purchase. It shall be the responsibility of each proposer to obtain the prior written permission of KCAB before proposal opening in every situation in which the proposer, due to corporate association or other affiliation, may be found to be impermissibly associated with another vendor. Failure to observe this requirement could result in all such affiliated proposals being rejected.

1.18. RFP CONDITIONS AND PROVISIONS

The terms and conditions of this request for proposal (RFP) include all general and special conditions as enumerated herein.

All participating proposers agree to comply with all of the conditions, requirements and instructions of this RFP as stated or implied herein. Any alteration, erasure or interlineation by the proposer in this proposal constitutes cause for rejection by KCAB. Should KCAB omit anything from this RFP which is necessary to a clear understanding of the work, or should it appear that various instructions are in conflict, then the proposer shall notify the Contract and Procurement Administration Department prior to the deadline for question submissions as per the time and date shown in the Schedule of Events.

Typographical errors in entering quotations on this proposal may result in the disqualification of this proposal.

All proposers are required to complete all information requested in this proposal. Failure to do so may result in the disqualification of proposal.

Unit price for each item must be shown for the unit of measurement indicated. In case of error in extension of prices, the unit price governs.

Each proposer shall fully acquaint and familiarize themselves with the conditions as they exist and the character of the operations to be carried on under the proposed contract and make such investigations as the proposer may see fit so that the proposer shall fully understand the facilities, physical conditions and restrictions associated with the services.

The successful proposer shall comply with all of the specifications, terms and conditions of this RFP.

KCAB is not liable for any costs incurred by proposer in the preparation of proposals or for any work performed in connection therein.
