About this file
This document is a meeting transcript from a clarification call for the Tennessee Department of Correction's Community Corrections grant opportunity, involving various local government and community corrections representatives. The call, held on March 14, 2025, allowed potential respondents to ask questions about the Request for Grant Proposal (RFGP) details, with key discussions covering topics such as evidence-based program (EBP) specifications, personnel policies, training requirements, substance abuse treatment referrals, residential treatment funding, and phase treatment determination for clients.
The transcript reveals several important operational clarifications, including that grantees have flexibility in developing personnel policies, can potentially access alternative funding sources for participant needs, and have discretion in determining appropriate treatment phases for individual clients. The participants discussed nuanced aspects of the grant, such as supervision standards, assessment tools, training availability, and funding limitations for residential and treatment services. Valerie Murtha from the department committed to following up on several specific questions via email, ensuring all potential respondents receive comprehensive guidance about the community corrections grant requirements and expectations.

OK.
All right, so.
I I called this, I guess clarifications meeting just because I wanted to make sure that everybody that received the responses to the questions and comments didn't have any follow up, just clarifications that were needed because there were quite a few questions.
So I'll just ask, does anybody have questions?
Feel free to speak up if you have any. If there was anything. Oh, go ahead Michael.
Walton.
Michael Walton 0:46
Yes, yes, ma'am.
I don't think I miss it in the answers, but as far as the do we have to specify which
EBP we will be doing or and that come after July 1st?
Valerie Murtha 1:01
No, no. You would need to specify because again, when we're looking at all the proposals, we wanna make sure that 'cause I know many people asked, hey, what if there's multiple respondents within one service area and we wouldn't want to like let's say you're doing 1 ebp form.
Format for a specific thing and someone else is doing something different.
It may be that we would be very beneficial to have you both in the same area because you're doing two different things.
So we do need people to specify which one they will be doing.
Michael Walton 1:35
Thank you.
Valerie Murtha 1:36
Sure does.
Anyone else have questions?
Burdette, Larissa (STC) 1:42
I have a question.
Katie Somoza 1:42
Adequate. Oh, go go ahead.
Burdette, Larissa (STC) 1:45
I'm sorry on #2 about the PTO and payroll savings for bonuses.
It says that we have the freedom to develop personnel policies that work for us.
Could we put in our budget an amount of money for that?
For bonuses.
Valerie Murtha 2:12
Well.
That's a good that's a good question. The reason we.
Were not honoring bonuses is because we're. I know that in the past it seems like you guys were paying lower salaries and so one way I think you made it up to employees was being able to utilize the savings for the bonus, you know, using the bonuses at.
The end of the year to kind of make up for the lower salaries, depending on how much was leftover and in the RFP we've asked for you guys to make sure that your salaries are higher.
Very comparable with ours.
And so I don't know. Kim, do you want to comment on that at all? What your thoughts are?
Kimberly Gulden 2:57
I mean, Larissa, I would say yes if you want to create a bonus structure with your personnel policies and you want to request funding for that structure, for your salaries and it's built into your salaries that you're paying your individuals, I don't see any reason you know what?
That looks like is entirely up to you guys. What we meant by that is to clarify that you wouldn't no longer be able to use salary savings to fund those bonuses.
So you're gonna need to fund those essentially on the front end if that's something that you would like to do for your, for your personnel.
Burdette, Larissa (STC) 3:37
That sounds great.
That sounds great.
I do have a follow up on the on the PTO in comp time or yeah rolling over.
Now I think doesn't tdoc do do y'all roll over and I was wondering if there was any way that we could have ours roll over also because that's gonna help us.
That's also gonna help us keep people and keep some morale up.
Kimberly Gulden 4:05
You can absolutely roll it over in your own budget in your own salaries that you're billing us for. You can take and exclude that PTO time and roll that over, but we cannot do that from budget year to budget year so that we can't pay for services time.
Pto things like that outside of the budget year that we're currently in, that you're submitting reimbursements for.
So you know, whatever you guys decide.
To do with your personnel policies as it relates to longevity and rollover and things like that is entirely up to you.
Unfortunately, we're only funded by grant year to grant year, so we're not able to do that.
The funding has to end inside of that grant year.
Burdette, Larissa (STC) 4:56
Hey, that sounds that sounds great.
We're appreciate that.
I think that's all I've got for right now.
Valerie Murtha 5:07
Katy, didn't you have a question?
Katie Somoza 5:10
Yes, it was.
Just to clarify, one of the questions it was.
Let's see.
Question number I don't really know what question it was, but it's on page 2.
It talks about our someone asked our supervis supervision standards.
The same for DRC and regular supervision.
I just wanted to clarify on that.
And our current grant, when we were writing this one, it actually had the DRC supervision requirements and then the Super and then the regular supervision requirements.
I just wanted to clarify since those are not in this current grant for the DRC. If they're going to be the same so that we can put them in our grant.
Valerie Murtha 5:52
Yes, they're supposed to be the same.
Katie Somoza 5:55
That's all I had.
Valerie Murtha 6:04
Melissa, did you have a question?
Melissa Hoisington, UCHRA 6:08
I did.
It's kind of a two-part question.
Kimberly, could you go over this?
The PTO and salary thing.
You were just talking about I missed writing part of that down.
Kimberly Gulden 6:23
I was just saying that dependent upon your agency, whether it's a human resource agency, whether it's a county government, whether it's a privately held entity, when you guys do your proposals, you guys can have personnel policies that allow the, the
PTO and all of that to roll over.
We just can't fund it outside of the grant year that you're currently in.
So you would build that into your salaries for your people, your salaries and benefits for your people.
And then you would essentially, if you wanted to do a self rollover, you would take that money and put that over in a pot.
But we can't pay for it outside of the grant year that we're currently in because the all the funding has to be expended like we have to reconcile the expenses at the end of the grant year.
So you have to take it in the in the grant year that it's earned.
According to your budget.
If that makes sense.
Melissa Hoisington, UCHRA 7:25
Yes, OK.
I just wanted to make sure I clarified that part.
And then.
I think that other question will come back to me.
I will let Jessica go. She has a question.
Jessica Stewart 7:44
Yes.
Valerie Murtha 7:44
OK, great.
Jessica Stewart 7:46
So for the one training that is going to be offered at no cost to the grantee and incorporating that in a situation where we might offer like two different kinds of evidence based programs, that means we should budget for at least one of them, right?
The training getting staff for the whole everything that would be required to do it, even if tdoc is providing 1 training, if we offer two programs.
Valerie Murtha 8:05
Oh.
Jessica Stewart 8:15
We would have to incorporate the training into our budget.
Valerie Murtha 8:20
Huh, Kim.
I.
I don't know what? OK. I was gonna say.
Kimberly Gulden 8:21
I would yes, I would.
Valerie Murtha 8:23
I don't know what you think about that, all right.
Jessica Stewart 8:26
Kimberly Gulden 8:27
I mean our, you know, hopefully we're going to be able to offer additional trainings.
However, we're only committing to doing that at least one of those, and you know, like we kind of said in our answers, we'll evaluate what the need the highest need is for everybody, for all of the responding and awardees.
Valerie Murtha 8:32
Yeah.
Kimberly Gulden 8:49
And determine which one is going to be the most beneficial for us to provide training for.
Jessica Stewart 8:55
OK, excellent.
Another question.
There was a requirement that the governing board adopt A plan and I just wanted to make sure that I understood the requirement correctly as it just needed like a like a resolution because it does say adopt.
So would it just be a resolution supporting the application or does it need to be more detailed than that?
Valerie Murtha 9:25
Do you know which question that was?
Jessica Stewart 9:27
Yes, it is on the the support.
It is E2 on the rfgp.
Valerie Murtha 9:35
Oh, all right. See, we were.
We were trying to only answer questions that were asked.
We're only trying to give clarifications on questions that were asked.
That's what was it.
It was it asked as one of the questions.
Jessica Stewart 9:48
Umm.
I couldn't tell you.
I think there was a question about that item, but I'm not sure if that was the exact.
Valerie Murtha 10:04
Let me.
See.
So you're referencing E2 in the RFP?
Jessica Stewart 10:13
Yeah, just the the planning process.
Valerie Murtha 10:19
I'm trying to go up to that part.
Hmm.
I'm not seeing an E2 in the regular RFP is is it?
Jessica Stewart 10:37
Its attachment 6.2 section.
Valerie Murtha 10:40
Oh, attachment 6.2 OK.
Jessica Stewart 10:43
The technical response item number E2.
Page 25 on the original.
Valerie Murtha 10:54
I've gotta go.
To summation the.
That that will have to look into, that's why.
If you want, I mean, I can certainly look into that 'cause. You're just asking what kind of plan it is and we'll have to send a response to everybody on the on the that responded and that's on the call.
Jessica Stewart 11:19
Valerie Murtha 11:25
But you're asking for clarification on what kind of plan we're asking them to submit.
Jessica Stewart 11:32
Yes. Well, I mean it just says the Board of Directors shall adopt the plan prior to submission to the department and so shall adopt. To me it seems like you're saying you want a formal board resolution.
Like showing adopt as in like an action taken by by the board but then it says the plan but then it doesn't really say what the plan has to say.
So in trying to draft whatever I need the board to do, I just want to make sure I'm I'm including what?
What is contemplated as as being that?
Valerie Murtha 12:05
OK. And that that all right, I'll make sure that we find an answer to that and get it sent to everybody as as well.
Jessica Stewart 12:13
Great, that sounds great.
And then on that same question, while you're asking that one.
It explains that if that we have to have a minimum of four letters of support, but it doesn't clarify whether that's like overall or per district, or just in general.
Valerie Murtha 12:37
I believe that we had put.
Oh, the four letters of support.
Alright, I'll. I was thinking about the questionnaire.
We'll have to get you a clarification on that as well.
Jessica Stewart 12:50
Yeah, 'cause some.
Some have like 1 judge, one DA and one sheriff. So like, I'm assuming it's overall.
But again, I just wanted to be sure.
And then there's also that point where it says that proportional point deductions will be made for letters from less than all judges D as in sheriffs.
And so I wanted clarification that that was referring to only judges with like criminal jurisdiction.
Because some counties have like 6 judges, but only one of them is actually handling these case types.
So we wouldn't get a letter from like, you know, the Chancery court we would.
Valerie Murtha 13:24
Jessica Stewart 13:28
You know what I mean?
Valerie Murtha 13:28
Right. Yeah, yeah, I get that.
Jessica Stewart 13:29
So I just wanna make sure that that's that's that's the case there.
Valerie Murtha 13:35
All right, we'll get you an get everyone answers to that as well.
Kimberly Gulden 13:39
And so, Jessica, since these Jessica, since these are new questions, can you put those in an e-mail and send those over so that we can ensure that we are answering because we will not have another one of these clarification conferences after we submit those answers right and so?
Jessica Stewart 13:40
Perfect. That's all I have.
Oh, I sure can.
Kimberly Gulden 13:56
We want to make sure that we fully understand the question and and that we have an opportunity to fully answer it.
Jessica Stewart 14:02
Absolutely will do.
Katie Somoza 14:06
Feedback off Jessica's first question with the provided training. Is that going to be a one time thing or is that going to be annual because we, you know, we may have staff that will get the training now, but as time goes on, people will quit. We'll H.
And so on and so forth.
Is that going to be something that's going to be given to new hires every year or like the on the curriculum or is that just a one time deal?
Kimberly Gulden 14:29
Our intent is to do T4 T's for you guys.
So that you will have the ability to train your own staff moving on.
Katie Somoza 14:38
Gotcha. OK.
Valerie Murtha 14:42
OK. Does Matt want to go next?
Matt Clement (he/him) 14:49
Yeah. Hey, everyone. I'm Matt Clement from SIG B and I was covering for Devon
Hughes that got this invite. He came down with the stomach flu and had to leave early. And I was just wondering if.
What role Sig B was playing in this meeting?
Sorry, I had no prep.
Valerie Murtha 15:08
This. Yeah, Sigma is not really playing a role that I'm aware of unless you're planning on bidding on this RFP.
Matt Clement (he/him) 15:19
I'm not sure.
I don't know if that was.
Invo was sent to him by mistake.
Like I said, he just left the office about 45 minutes ago. Really sick, and I was standing in for him.
Valerie Murtha 15:31
Matt Clement (he/him) 15:32
I don't know if it was sent by mistake.
Valerie Murtha 15:34
All this it was OK.
Matt Clement (he/him) 15:35
I didn't really know what the meaning was.
Valerie Murtha 15:38
Yeah, then it it may not apply to you.
It was.
The invites were just sent to everybody that was copied on that had either sent in questions to this RFP or was carbon copied?
So maybe when somebody sent in questions to me, they carbon copies you on accident and meant to, er, copied him on accident and maybe meant to copy somebody else.
'Cause I just made.
Matt Clement (he/him) 15:59
Valerie Murtha 16:00
I just wanted to make sure so.
Maybe. I mean if if this doesn't seem like anything, you have something to do with.
You probably don't have to be on the meeting then I just wanted to make sure.
Anyone that got the original that originally sent in questions got an invite.
Matt Clement (he/him) 16:15
All right, that sounds good.
I may leave you guys to it then.
Valerie Murtha 16:17
There, there you go.
Have a good day, then enjoy it.
Matt Clement (he/him) 16:19
Yeah, yeah.
Thank you guys.
It was great questions.
Great questions. When I was here.
Valerie Murtha 16:24
Thanks.
Matt Clement (he/him) 16:24
Have a great day, you guys.
Valerie Murtha 16:26
You too.
OK. Melissa, what questions do you have?
Melissa Hoisington, UCHRA 16:32
OK, so on page 14.
It says.
Can we clarify whether we can continue to use the ASAM in lieu of the ASI?
And it just says.
The grantees permitted to continue the a Sam.
So do we.
Can we just do the a Sam or if we do the a Sam, we still have to do the ASI?
Kimberly Gulden 17:06
That's a doctor Casey question. Doctor Casey.
Valerie Murtha 17:07
No, we're yeah.
Jim Casey 17:11
Yes, ma'am.
Yeah. So I think you can do one or either one.
I was talking to John Parker and A/C about this and I think one of the one of the other it would be sufficient. They're both grounded.
They're both.
Evidence based.
So they're good to go.
Melissa Hoisington, UCHRA 17:31
Valerie Murtha 17:38
I don't see anybody else's hand raised.
Does anybody else?
Oh, Samantha, there you go.
samantha bayles 17:47
Hi, Samantha Bales from Hamilton County.
So my question has to do with #55.
The.
Substance abuse treatment referrals the payment for those.
So it states that we can't access the Community treatment collaborative grant, but if we have.
An agreement contractor MOU already in place with a substance use treatment provider in town and they have access to say safety net spot or aid at funding.
Can they still access try to access those funds first before it falls on us to cover it?
Valerie Murtha 18:36
I would say if you have things already in place and Kim jump, feel free to jump in.
Kim.
But if you're saying oh, OK.
Kimberly Gulden 18:41
I'm gonna turn that to Doctor Casey. He has more familiarity with those type those funds and how they're used.
Valerie Murtha 18:50
Doctor Casey, you wanna jump in?
Jim Casey 18:52
Yeah, I'll jump in right there.
Yeah. So I wasn't ready for this question, but let me think about this.
So I think it would be beneficial again to try to, you know there's if there's already safety net and those type of spot and those adapt have a funding there.
Valerie Murtha 18:58
Jim Casey 19:04
I think it's wise to try to use that because that's going to follow them. You know that's important to get those those benefits.
So I would try to use those, but if those don't work then I think that you got to supplement and continue to pay with the the funding that we're providing you.
samantha bayles 19:10
Right.
And what happens if we run out of the treatment funding before the great period for that year expires?
Do we just have to stop referring at that point if there are no other funding sources available?
Say we ask for $100,000 to cover that and have a rash of a new drug that causes us to use residential treatment more.
Valerie Murtha 19:38
Huh.
samantha bayles 19:44
What happens for the rest of the year if we don't have the funding?
Valerie Murtha 19:51
Doctor Casey, do you have any suggestions for them?
Jim Casey 19:55
I don't know.
They generally don't deal with the funding, and I mean John Parker guys, I think we ran into this last year.
Where they they're again. There's a bad agreement. I thought somebody had a very bad agreement and they were just blown through money very quickly with the agreement they had set up.
But yeah, it's gonna be like CTC.
samantha bayles 20:11
Hmm.
Jim Casey 20:12
I mean if the if the funds run out, the funds run out.
samantha bayles 20:15
All right. That's great.
Thank you so much for the clarification on that.
Jim Casey 20:20
Yes.
Melissa Hoisington, UCHRA 20:24
So a follow up question to that one. So we don't lose it if they're on state probation, parole in our program.
They can still utilize the CTC funding or that comes out of ours.
Valerie Murtha 20:46
Doctor Casey G or John Parker have an answer.
Jim Casey 20:50
John might be better suited to ask this one.
John W. Parker 20:52
Yeah. If, if if they're on state probation and they're referred to the DRC or to the community, they're on state probation, they're referred to to community corrections and community corrections, except some into their treatment program. They would not be able to understand.
They would not be able to get CTCCTC has to be ran through our BHS.
So if it was a situation where.
Their treatment was going to be paid for through CTC funding.
That would have to be referred through our BHS to a provider that wouldn't go through each corrections.
So if community corrections accepted them, they would be paid by the Community corrections grant.
Valerie Murtha 21:35
That's that's helpful to know. Does that answer your question?
Melissa Hoisington, UCHRA 21:40
Well this I know that when we send somebody to treatment, we include the BHS, who then typically adds them to CTC.
So if we're not doing that right, I wanna make sure we're because this way the case
Officer gets the updates as well as the BHS and US.
John W. Parker 22:02
Ocean if you've got somebody that has gone, if somebody's in your DRC and they need residential treatment, then that's referred back to the BHS.
The BHS then refers them to a residential provider, and that's paid for through the
CTC. Funds through US, and then once they complete the residential, they'll come back to the DRC.
And then that would that that DRC piece would be picked up and paid for by the community corrections.
Melissa Hoisington, UCHRA 22:27
That's, I just wanted to make sure that part I was doing right, OK.
John W. Parker 22:31
Valerie Murtha 22:35
OK. Samantha, did you still have a question?
samantha bayles 22:38
Well, actually I didn't, but I do now.
Valerie Murtha 22:40 samantha bayles 22:41
Does that mean then that we will not be responsible for paying for residential treatment if there are other payer sources?
John W. Parker 22:52
What I'm referring to is for offenders that are on community supervision that are on tdoc community supervision.
samantha bayles 22:58
Valerie Murtha 23:04
Sure, Paula.
Do you have a question?
Paula Wallace 23:07
Yes, ma'am, I do.
It is in reference to #81.
Can the therapist determine the appropriate phase treatment for each client in this grant? And the answer was yes.
The therapist, clinical director can make that determination.
We thought that you had to start with phase one and go through all the additional phases in aftercare.
To to finish. But based on this.
It looks like that.
Maybe if they need to come in at a different phase that that is acceptable.
I just wanted clarification on that please.
Jim Casey 23:45
Yeah, I I can clarify that.
Valerie Murtha 23:46
Yeah, yeah, good.
Jim Casey 23:48
Thank you, ma'am.
So yeah, so.
We've had this happen a few times where we've had more than a few times where we've had people come in.
Let's say they had a early relapse.
They disappeared for a little bit, but just where they were, they would not benefit from going into phase one. And usually what do is we'll move them right into phase two and again, you'll know once you get starting to work with these folks, you'll you'll get a good.
Gauge and a good feel about where people are.
But again, it doesn't didn't happen a ton, but it did happen.
Been several times.
So yes, you have the ability to, again, if somebody you know, again they're just more put together, they would benefit more from that second phase.
You can go ahead and do that.
Paula Wallace 24:25
Thank you. Thank you.
Jim Casey 24:26
As a starting point.
Katie Somoza 24:29
When you're talking about phases, are you referring to the DRC phases?
Jim Casey 24:34
Correct.
Katie Somoza 24:35
Valerie Murtha 24:40
I don't see anything.
Does anyone else have any questions?
Or clarifications on the questions I should say.
Mr. Walton, go right ahead.
Michael Walton 24:57
It's not really pertaining to the questions, but I was wondering.
About the budget template being in Word form.
Is that a possibility?
Valerie Murtha 25:10
I'm I'm sure I can send everybody a copy in in Word.
Sure it can.
Can you just send me an e-mail just so I don't?
I don't.
I won't forget it. 'cause. It's recorded. But just to be sure.
Michael Walton 25:23
Yes, ma'am.
Valerie Murtha 25:24
Sure, no problem.
Anybody else have any questions? Concerns.
Samantha yes.
samantha bayles 25:38
Hi this kind of goes in line with question 56 and it was talking about grant funding for the inpatient or residential placement.
This is there's no additional grant funding.
Allowed by tdoc for these services.
May we look for federal grants to help with participant needs such as transportation or residential treatment or or other needs that they may have like.
You know.
The entrance fee to get into a halfway house can. Can we look for other grants to fill those needs, or can that be?
It's my understanding that can't be included in this particular grant. Is that correct?
Kimberly Gulden 26:20
Yeah, you're just proposing what you intend the state to pay for. If your program has other funding sources, that is fine.
Valerie Murtha 26:21
Well, I'm.
samantha bayles 26:33
Valerie Murtha 26:37
Yeah, I was just rereading the response to that one.
OK.
Any other questions?
OK.
So no one's raised their hand for any other questions, so I will make sure I send a copy of this recording to everyone that was on the call or was sent an invitation to the call, and it should be posted on CP O's website. I'm not.
Sure, if they'll be able to post it today, it may not be till Monday, but we'll get sent to them and then Jessica?
As long as you send us an e-mail with those questions, we'll work to get responses sent to everybody as well.
Jessica Stewart 27:23
Yep, will do.
Valerie Murtha 27:25
Great. If no one else has anything, then it looks like we're we're all done.
Colleen McAllister 27:32
You, Valerie.
Valerie Murtha 27:34
Katie Somoza 27:34
J B 27:35
Melissa Hoisington, UCHRA 27:35
