Introduction

The COMET contract includes Fixed-Priced Work Units intended to be used to provide a quick response capability to Spaceport Customers. The work units will be used as “building blocks” in creating Fixed-Priced Task Orders to support well-defined and understood scope of work and that leverages COMET capability established to support NASA programs identified in PWS Section 1.0.

The Fixed-Priced Work Units represent the Contractor's "fully burdened" unit prices to include all costs, including but not limited to, direct and indirect labor, internal work processes, routine/recurring maintenance and repair, project management, customer support, other direct and indirect costs, G&A, overhead, and profit. The Contractor shall provide personnel necessary to perform all the requirements for these units. The price of the work units does not include ODC related to equipment and material.

The Contractor shall be responsible for scheduling and prioritizing all worked performed as part of the COMET contract.

001 Access Control

Access Control Services shall include all tasks and resources necessary to support Spaceport customer. This service includes control into processing locations as determined by the customer.

002 Aircraft (Un)Loading Services at KSC Launch & Landing Facility (LLF)

Includes:

• Coordination with center transportation as required

• Engineering support, including pre-operations meeting, to review/create work authorizing documents in support of forklift and/or crane operations required to (un)load delivery to/from transportation vehicle

• Technician support, including pre-operations meeting, to support pre-staging of required equipment and perform offload/onload activities

• Safety support, including pre-operations meeting, to support forklift and/or crane operations

• Quality support, including pre-operations meeting, to visually inspect condition of delivery

003 Cab-Operated, Bridge-Crane Lifting Services

For support in COMET managed processing areas containing capability, includes:

• Create and/or review work authorizing documents per customer requirements

• Provide lifting operations using bridge crane operator and controller to lift vehicle segments per work authorizing documents

• Engineering support, including pre-operations meeting, to support lift operation

• Technician support, including pre-operations meeting, to support pre-staging of required equipment and perform operations

004 Craft Labor Services A

• Craft Labor Services A includes craft support including Electricians, Sheet

• Craft Labor Services shall include all tasks and resources necessary to install, field fabricate, and modify GSE systems/subsystems to execute repairs and configuration change activities in support of Spaceport customer project and includes construction management of those resources.

005 Craft Labor Services B

• Craft Labor Services B includes craft support including Laborers, Roofers, Painters, Plasterers, Teamsters, Cement Masons, Carpenters, and Insulators.

• Craft Labor Services shall include all tasks and resources necessary to install, field fabricate, and modify GSE systems/subsystems to execute repairs and configuration change activities in support of Spaceport customer project and includes construction management of those resources.

006 Ground Systems Engineering Services

Engineering Support Services shall include all tasks and resources necessary to support Spaceport Customers by applying COMET Engineering capabilities and can include engineering or analysis disciplines of mechanical, fluid, electrical, design, quality, safety, logistics or project engineering, includes:

• Provide engineering, including meetings, to review and/or develop drawings/models for ground systems or equipment

• Provide engineering, including meetings, to perform analyses and/or calculations

• Provide engineering, including meetings, to performing engineering studies required by the customer.

• Any drawings, models, analyses, or calculation results would be delivered and/or released to the customer per customer requirements.

• This service is not intended as a professional engineering service that would provide Professional Engineering Stamps of models or drawing.

007 Heavy Equipment Transportation Service

• Includes support with a Vehicle Transporter

• Scheduling for task

• Review work authorizing documents

• Preparation of road or pathway to support transport (e.g., road clearing and closures, engineering evaluation of path to support loads as required)

• Coordination with center transportation or contractors pertinent to large move

• Transporter Operators (Engineers and Technicians), including pre-ops meeting support, to perform the operation

• Safety support, including pre-operations meeting, to support transport operations and safety walkdowns

• This work unit does not include use of the Crawler-Transporter (CT)

008 High Crew/Scaffolding Services

High Crew/Scaffolding Services shall include all tasks and resources necessary to the Spaceport customer at KSC, including:

• Engineering to develop and review scaffolding setup to ensure supportability and safety

• Technician to set up and remove scaffolding at the location required

• Safety Technician to performing safety walkdowns as required

• For this service, the scaffolding available will be limited to the assets controlled by COMET to be setup around flight vehicles to enable access (up to 28 feet in diameter and 40 ft high) in support of processing activities.

009 Launch Site Storage Services

• Provide logistics specialist to coordinate maintenance of items being stored as required (e.g., air conditioning, humidity control, checking desiccants and notifying customer as required), not to exceed 12 months, as necessary for integration at launch site.

• Provide logistics specialists to move property from receiving point to storage location

• Provide property management personnel to log and update transaction when property comes in or goes out and to perform physical walkdown of property and maintain any property paperwork while in storage

• Provide packaging specialists for any re-packaging required for storage or after being retrieved from storage

010 Launch Vehicle Integration

• Scheduling to integrate activities required to perform task

• Engineering to create and/or review work authorizing documents in coordination with customer

• Technicians to support assembly and integration of launch vehicle components per customer requirements and work authorizing documents developed

011 Logistics Library Services

• Logistics specialist to issue materials, protective garments, and standard (non-customer specific) consumables (e.g., plastics, foams, adhesives, and cleaning materials packaging materials)

• Provide logistics specialist to setup Instrument Library to issue COMET equipment (including tools) as authorized by the Government

• Provide property management support to integrate/coordinate and track any equipment and tools provided to the customer

012 Payload/Experiment Testing Services

• Support System Validation Tests (SVT), Experiment Verification Tests (EVT), which simulates the expected flight environments and timelines

013 Payload/Experiment Processing Engineering Services

• Provide processing expertise with a focus on pre-mission operations (including pre-flight, flight, post-flight de-integration, anomaly resolution, risk identification, and experiment reporting) of defined project plans for customer payload

• For this service, the work unit price shall not include non-labor costs

014 Payload/Experiment Processing Services

• Operations technicians to support payload customer processing in accordance with mission plans, requirements, and operations and maintenance instructions to load payload/experiment in launch or flight vehicle

• Create and/or review work authorizing documents required to support processing work

• Operations technician to provide training for COMET equipment the customer is authorized to operate in accordance with the mission plans (e.g., pendent crane, man-lift, pallet jack)

• Experiment-specific supplies for science and payloads will be provided by the customer

• Operations engineer and technician to perform weight and center of gravity measurements of the payload in coordination with the customer

• Scheduling to integrate activities required to perform task

• Technician support to provide cleaning/stripping of weld and/or attachment joints on lifting load spreader or harness and reapply any paint in support of Customer Non-Destructive Evaluation (NDE)

CONTRACTOR THIRD-PARTY WORK

(C3PW) INSTRUCTIONS

Informational Instructions Regarding the Process for Accomplishing Contractor 3rd-Party Work (C3PW) on the Kennedy Space Center

(Version 3.14.16)

Purpose The purpose of this instruction is to inform the contractor regarding the process that must be followed if the contractor wishes to perform C3PW and where contractor personnel performing the C3PW are resident on the Kennedy Space Center (KSC).

C3PW is defined as work performed by the contractor on KSC and paid for via any agreement other than this contract, another NASA prime contract, or a NASA subcontract (at any tier).

Background C3PW performed by the contractor and its subcontractors on KSC will utilize or benefit from Government resources and services, and most likely will also involve use of Government Property (GP) identified in this contract. The contractor’s workforce’s mere presence on KSC benefits from the installation’s resources (housing, roads, grounds, utilities, communications, emergency services, equipment, installation management and administrative support, etc.), the costs of which are paid by the Government, but which would otherwise be a part of the contractor’s costs of doing business if located offsite.

These benefits are considered “special benefits to an identifiable recipient above and beyond those which accrue to the public at large” and others in the commercial market place would have to pay for such costs of doing business. NASA policy requires that, when such benefits are existent in a circumstance where a contractor is performing C3PW, a charge shall be imposed to recover the full cost for the service, goods, or resource provided. In such circumstances, an agreement independent of this contract must be executed between the contractor and NASA KSC under which all the costs of such Government resources, as may be utilized, or benefit a particular instance of C3PW, are defined and the contractor agrees to pay, in addition to other applicable conditions and requirements. This agreement will be in the form of a Reimbursable Space Act Agreement (RSAA). RSAA’s are entirely independent of this contract. The requirements as to the data required to enter into such agreements, the terms of the agreements, issues related to the administration of the agreements, and resolution of all issues related thereto shall be addressed with the Contracting Officer’s Representative (COR), as applicable, responsible for entering into and administering the RSAA.

Use of GP Identified in the Contract GP identified in the lists in the contract shall be used only for performance of the NASA contract unless approval for other use is provided by the Contracting Officer. The conditions for such use are specified by the Contracting Officer with each approval. The Contracting Officer’s approval is usually provided in a letter replying to a specific contractor request. However, under this contract, for C3PW that will require an RSAA and where the work will utilize GP identified in the lists in the contract, NASA will determine if use fees will apply. If it is determined that use fees apply, then approval for use of the specified GP will be provided by the Contracting Officer in each RSAA Annex, the applicable use fees will be specified therein, and the RSAA Annex will constitute the establishment of use fees pursuant to the contract’s Use and Charges clause.

Use of All Other Government Resources Before the contractor performs any instance of C3PW on KSC, the contractor shall ascertain the need for Government resources, enter into an RSAA for any such Government resources that will be utilized or benefit each instance of C3PW, and comply with the requirements specified therein. If the work to be performed outside this contract involves work under another federal agency’s prime contract, including a subcontract thereto, the contractor shall coordinate with the Contracting Officer or COR on this contract to identify the applicable documentation requirements, and shall not assume an RSAA is or is not required. In such instances, regardless of whether or not an RSAA would be required, the contractor must obtain the Contracting Officer’s approval for use of GP when performing as a prime or subcontract under any other Government contract(s).

Point of Contact for C3PW and RSAAs The point of contact regarding C3PW and entering into an RSAA is the COR. If the C3PW is performed as a subcontractor (at any tier) to a cost-type NASA prime contract, an RSAA is not required, but use of GP must be approved by the Contracting Officer. In this circumstance, a request for rent-free use should be sent to the Contracting Officer.

Information Regarding Subcontract Work Under NASA Prime or Subcontracts

Subcontracts in this circumstance are not considered to be C3PW and no fees or charges for use of NASA resources will apply. However, approval for use of GP must be obtained from the Contracting Officer prior to entering into such subcontracts.

Subcontracts Under Fixed Price (FP) NASA Prime Contracts Or A FP Subcontract At Any Tier

Subcontracts in this circumstance are not considered to be C3PW as defined above, since the work is for NASA. However, it is unlikely that upper-tier FP contractors obtained approval for rent-free use of KSC resources by anticipated KSC onsite subcontractors as a condition of their FP contracts and assured such authority was specified therein. If such approval was not obtained for a specific subcontract with a KSC onsite contractor, then that onsite subcontractor shall follow the C3PW process to obtain approval to perform the subcontract on KSC, and C3PW fees or charges will be applied. In other words, subcontracts under a FP NASA prime at any tier will be subject to the C3PW process and pricing, unless the FP NASA prime contract or upper tier FP subcontract was based upon and includes explicit authorization for rent free use of GP and/or KSC facilities for performance of the instant subcontract with a KSC onsite contractor.

GOVERNMENT TASK AGREEMENT

Government Task Agreement Instructions

Introduction While the work to be completed under this contract shall be the responsibility of the Contractor, and accordingly, the responsibility for adequately staffing this contract and completing full contract performance resides solely with the Contractor, the Contractor may request to use available NASA Full-Time Equivalent (FTE) employees for collaboration as described in contract clause H.21, Use of Government Resources (hereinafter “the clause”). In the event of a conflict between that clause and these instructions, the clause shall govern.

Instructions The purpose of this document, a Government Task Agreement (GTA), is to document the Contractor’s requested approach to utilization of the NASA FTE resources that are described in the clause. GTAs may be initiated, amended or revised during performance as agreed to by the Contracting Officer’s Representative (COR) and the Contractor. The Contractor shall be responsible for the cost of Government resources under a reimbursable GTA.

The provision of any GTA shall be subject to a determination by the Government that any potential organizational conflicts of interest (OCIs) can be effectively avoided, negated, or adequately mitigated.

The Contractor shall use one GTA for each requested endeavor.

1.0 PROGRAM MANAGEMENT AND ADMINISTRATION

1.0.1 The Contractor shall manage and perform activities to accomplish ground processing for launch vehicles, spacecraft and payloads in support of Exploration Ground Systems (EGS), Orion Multi-Purpose Crew Vehicle (MPCV) (hereinafter referred to as Orion), Space Launch System (SLS), International Space Station (ISS), Launch Services Program (LSP) and other National Aeronautics and Space Administration (NASA) programs.

1.0.2 The Contractor shall manage and perform Spaceport Services (as defined in PWS section 6.0) for existing and emerging programs, commercial entities, and other government agencies.

1.0.3 The Contractor shall manage and perform activities to develop, operate, maintain and sustain ground systems and support equipment to meet launch vehicle, spacecraft, and payload requirements.

1.0.4 The Contractor shall take a proactive approach to “right-size” the workforce staffing profile; efficiently manage and control utilization of government furnished services; adapt industry standards and practices unless otherwise stated, and submit alternatives to Government tailorable compliance documents as listed in Appendix 02, Compliance and Reference for Government approval as outlined in Option to Tailor Compliance Documents (DRD 1.0-1). The Contractor shall manage the contract through incorporation of quality concepts;

and implement incentives that reward employees for suggesting and developing ideas that result in quantifiable benefits and take a proactive approach to identify cost savings initiatives.

1.0.5 The Contractor shall optimize COMET services at the least possible cost within all performance parameters. The organization structure shall be flexible and accountable to ensure responsiveness, product quality, and resource control to ensure the Contractor achieves performance goals.

1.1 PROGRAM MANAGEMENT

1.1.0.1 The Contractor shall provide program and business management functions to integrate and perform the requirements of this contract. The Contractor shall provide and maintain program management systems for the planning, organization, implementation, direction, control and reporting of all activities required by this contract. The Contractor shall utilize these program management systems to accomplish safety, technical, schedule and cost objectives.

1.1.0.2 The Contractor shall perform the contract requirements in a cost-effective and efficient manner while supporting the Government’s priorities for safety, mission success, customer satisfaction and innovation. NASA is committed to a culture of diversity, inclusion, and equity, where all employees and our partners feel welcome, respected, and engaged. To achieve the greatest mission success, NASA embraces hiring, developing, and growing a diverse and inclusive workforce in a positive and safe work environment, which extends to our contracts and contractor workforce. The Contractor shall recruit and provide qualified and diverse personnel and other resources necessary to accomplish the requirements of the contract. The Contractor shall deliver the Diversity, Equity, and Inclusion (DEI) Plan (DRD 1.1-7). The Contractor shall cross-utilize resources, to the maximum extent practicable, to maximize cost efficiencies based on Program priorities while ensuring critical schedules/milestones are met.

The Contractor shall maintain flexibility and responsiveness to changing requirements.

1.1.0.3 The Contractor shall develop and implement policy and planning consistent with Agency, Program and Center directives, policies, operating procedures, and requirements.

1.1.0.4 The Contractor shall establish and maintain team-oriented working relationships with the Government. The Contractor shall work with Government counterparts to ensure requirements are clearly communicated, mutually understood, and satisfied. The Contractor shall ensure timely, accurate, and thorough response to the Government’s requests for information. The Contractor shall work cooperatively with other Kennedy Space Center (KSC) and program contractors to ensure timely, efficient, and effective implementation of

1.1.0.5 The Contractor shall develop, implement, maintain, deliver and operate in accordance with a Contractor’s COMET Insight Plan (C-CIP) (DRD 1.1-1) and a contract and program management review process to provide the Government insight into all areas across COMET.

The C-CIP shall incorporate the transition from predominantly Government-led roles to Contractor-led services as the Artemis program evolves.

1.1.0.6 The Contractor shall develop and populate key performance metrics as identified in the Metrics Plan and Report (DRD 1.1-2).

1.1.0.7 The Contractor shall provide access to an automated Management Information System (MIS) that is network accessible with ad hoc query capability to specific users (as identified by the Government). The MIS architecture shall provide for interoperability among all management, operations, administrative, and resource/financial systems to improve the efficiency of services and communications for all customers. See Attachment J-03:

Management Information System (MIS).

1.1.0.8 The Contractor shall communicate to the Government as identified in the C-CIP (DRD 1.1-1), the Program and contract health, performance and progress, current and emerging issues and concerns, risks and proposed or implemented corrective, preventive, and improvement actions. The Contractor shall use the MIS as much as practicable as a repository for the information provided to the Government.

1.1.0.9 The Contractor shall employ a highly innovative and efficient management program that challenges the status-quo and work culture in formulating and implementing high quality, timely, and cost-effective services.

1.1.0.10 The Contractor shall apply an integrated approach to subcontracting that incorporates a centralized program management function utilizing an overarching set of policies and procedures across the contract.

1.1.0.11 The Contractor shall implement a program management approach that integrates technical, cost and schedule baselines and captures risk. The Contractor shall implement program and project controls for managing performance-to-plan and changes to the integrated technical, cost and schedule baselines and incorporates risk.

1.1.1 Strategic Planning & Integration

1.1.1.1 The Contractor shall develop and implement an effective strategic program management and integration approach, which emphasizes integration across all COMET activities and encompasses methods that:

• Ensure people and teams are focused and collaborating across COMET

• Balance and optimize resource capacity and skills, and ensure alignment of resources to priorities and adjust as priorities change

• Manage interdependencies and conflicts

• Manage Inter-program relationships to allow identification of work schedule disconnects and adjustments to resolve potential scheduling conflicts

1.1.1.2 While managing multiple missions for multiple customers, the Contractor shall adjust, prioritize, and make decisions to meet the technical requirements and program milestones while performing at or below cost.

1.1.1.3 The Contractor shall perform integrated manifest assessments as requested by the Government. Examples include, but are not limited to:

• Impacts to resource utilization (personnel, equipment, commodities, and facilities), technical performance, cost, and schedule for Government-provided manifests.

• Manifest and proposed manifest options including cost and schedule risk mitigations, requirements analysis, and studies regarding supportability, reducing turnaround times and improving schedule performance.

• Integrated activities of designated customers (NASA Programs, commercial entities, and other government agencies).

• Future mission planning.

1.1.1.4 The Contractor shall participate in future mission planning activities, such as design reviews, flight hardware manufacturer sites visits for hardware or system familiarization, and Technical Interchange Meetings (TIMs) for the purpose of developing processing strategies, requirements, contingency operations as well as assessing requirements associated with new customer's requesting use of KSC processing facilities.

1.1.2 Program Control

1.1.2.1 The Contractor shall establish a program control function to be utilized for reporting and informed decision making that includes the integration and analysis of interrelationships amongst budget/cost, technical, schedule, and risk.

1.1.2.2 The Contractor shall perform integrated control functions using accurate and reliable data provided to the Government through the MIS and briefed on an as needed basis. Control functions include, but are not limited to:

• Developing and implementing policy and planning consistent with Agency, Program and Center directives, policies, operating procedures, and requirements.

• Managing an integrated contract effort to meet technical, cost, schedule, and risk

• Creating methodologies and metrics, and analyzing, tracking, and reporting data to ensure cost efficiency (Make-vs-Buy analyses), cross-utilization and efficient use of resources, and to measure performance and progress.

• Integrating and analyzing budget and cost data, and basis of estimates (based on technical requirements). Examples include, but are not limited to, Planning, Programming, Budgeting, and Execution (PPBE), phasing plan, and Rough Order of Magnitudes (ROMs).

• Performing assessments of projected mission requirements and identifying impacts to cost, technical performance, and schedule.

1.1.2.3 The Contractor shall provide recommendations to the Government for adjusting requirements to meet expected funding availability (examples include, but are not limited to, identifying the highest priority needs and specifying the operational impact of leaving lower priority requirements unfunded).

1.1.2.4 The Contractor’s tracking and reporting shall include the integration of cost, technical performance, workforce, schedule, and risk data for all areas of the contract.

1.1.2.5 The Contractor shall conduct performance reviews to provide the Government with measurable contract progress, status, and solutions. The Contractor shall present information as partnered with NASA and information shall describe the integrated effects of technical requirements, budget/cost (including workforce), schedule, and risk. Examples include, but are not limited to analysis to be reported/presented:

• Performance to plan and variance explanations (rate/volume)

• Negotiated estimated cost (NEC) assessment

• Estimate at completion

• Mitigation and recovery plans

• Budget and schedule trend assessments and forecasts

• Efficiencies implemented such as workforce cross-utilization and estimated cost savings

1.1.2.6 The MIS shall include the integration of budget/cost, technical, schedule, and risk. See Attachment J-03: Management Information System (MIS).

1.1.3 Risk Management

1.1.3.1 The Contractor shall develop and implement a risk management approach to identify, analyze, plan, track, communicate, mitigate, and control risks.

1.1.3.2 The Contractor shall be responsible for identifying and managing risks for the programs.

Risk management shall include proper management recognition and attention to reduce or eliminate risks and their impacts, including items that are external and beyond the Contractor’s control.

1.1.3.3 This approach shall integrate with the existing programs' risk management system and the results shall feed into the overall programs' risk approach ensuring an integrated, all-inclusive risk register across all applicable programs.

1.1.3.4 The Contractor shall develop, implement, and maintain a Risk Management Plan (DRD 1.1-3) in accordance with NPR 8000.4, Agency Risk Management Procedural Requirements.

1.1.4 Certification of Flight Readiness

The Contractor shall develop and implement an auditable approach to verify and ensure completion of COMET flight preparation requirements. The Contractor shall develop, update, and implement a Certification of Flight Readiness (CoFR) Plan (DRD 1.1-4).

1.1.5 Program Management Support

1.1.5.1 Program and Project Reviews

The Contractor shall participate in, support, plan and implement program and project meetings and reviews. Activities include, but are not limited to, presentations covering the Contractor’s areas of responsibility; identification of impacts due to proposed requirements changes; and coordination and resolution of action items with the Government and other Contractor representatives. Examples include, but are not limited to, meetings and reviews include:

• Program/project control and change boards

• Milestone reviews (such as, Stage, Launch, Flight, and Readiness)

• Project, vehicle, element, operations, engineering and design control boards and panels

• Mishap Reviews

• KSC institutional reviews and boards

1.1.5.2 Communications Security

1.1.5.2.1 The Contractor shall act as the Communications Security (COMSEC) system-controlling authority for certain encrypted communications and provide certified personnel to perform limited cryptographic operations. The Contractor shall provide a COMSEC Account Manager and Alternate COMSEC Account Manager.

1.1.5.2.2 The Contractor shall coordinate account activities (Examples include, but are not limited to, establishing accounts and nominating COMSEC Account Managers) with the NASA/KSC Central Office of Record.

1.1.5.2.3 The Contractor shall comply with federal, DoD 8523.01, Communications Security (COMSEC), and NPR 1600.6, Communications Security (COMSEC) requirements for secure communications. These systems shall provide for classified and Controlled Unclassified Information (CUI) communications using administrative and physical controls.

1.1.5.2.4 The Contractor shall provide and maintain encryption key management services in accordance with secure communications requirements. The Contractor shall ensure proper handling, storage, and destruction of classified documentation.

1.1.5.2.5 The Contractor shall perform the necessary limited cryptographic maintenance (requires a TOP SECRET clearance), as well as day-to-day operations of the equipment and its interfaces. The Contractor shall provide COMSEC engineering expertise for day-to-day operations.

1.1.5.3 Continuous Improvement

1.1.5.3.1 The Contractor shall develop, implement and maintain a continuous improvement process with the overarching goals of improving productivity, safety, quality, reduction of waste, streamlining processes, achieving cost reductions and savings, consolidating and scaling support functions, employee satisfaction and achieving other economies and efficiencies across the full spectrum of performance of this contract and the performance of subcontractors.

1.1.5.3.2 The Contractor shall develop, implement, and manage an integrated lessons learned system to document, assess and transfer any Lessons Learned. For reference see:

• GSDO-PLN-1002, EGS Program Systems Engineering Management Plan (SEMP)

• KDP-KSC-P-2393, KSC Lessons Learned System

• NASA Policy Directive (NPD) 7120.6, Knowledge Policy for Programs and Projects

1.1.5.4 Emergency Preparedness

1.1.5.4.1 The Contractor shall perform planned and contingency operations and shall respond to emergency situations. The Contractor shall coordinate with the Government prior to execution of planned emergency operations.

1.1.5.4.2 The Contractor shall develop, implement and maintain an Emergency Management Plan (DRD 1.1-5).

1.1.5.4.3 The Contractor shall perform all emergency (natural and man-made) planning, preparations, contingency operations implementation, and recovery. The Contractor shall support the Damage Assessment and Recovery Team (DART) and the Ride-Out Team as directed by the Government.

1.1.5.4.4 The Contractor shall develop, implement and maintain a Continuity of Operations Plan (COOP) (DRD 1.1-6) to ensure performance of mission-essential operations during emergency situations or disruptions. The Contractor shall simulate emergency situations and test Contractor readiness to respond appropriately.

1.1.5.4.5 The Contractor shall plan, develop, document and maintain procedures for emergency conditions that could occur as a part of operations being performed within EGS Facilities. The Contractor shall provide and coordinate necessary resources and execute emergency procedures when required including coordination and direction of support from Fire/Medical Services, Security Services, Facility services. The contractor test conductors shall serve as the operations authority for Emergency Action management of EGS Facilities. The Contractor shall plan and participate in Emergency Action Management Simulations of EGS facilities as defined in EGS Program documentation.

1.1.5.5 Public Affairs

1.1.5.5.1 The Contractor shall provide a liaison to NASA KSC’s Communication and Public Engagement Directorate. The Contractor shall coordinate NASA-related news (examples include, but are not limited to, media interviews, news conferences, media scouts, photo opportunities, film crews) with NASA Public Affairs prior to release by the Contractor. If the Contractor has knowledge of NASA-related news to appear in the media, web or social media prior to publication or broadcast, the Contractor shall notify NASA Public Affairs.

1.1.5.5.2 The Contractor shall support, engage, and coordinate with the EGS Strategic Communications Team of strategic communication activities.

1.1.5.5.3 The Contractor is encouraged to distribute internal KSC communications (examples include, but are not limited to, Center Director communications, KSC Daily News, KSC Employee Updates, KSC Security Flash) to its employees. The Contractor shall support NASA outreach efforts as requested by the customer on a non-interference basis.

1.2 BUSINESS & FINANCIAL MANAGEMENT

1.2.1 The Contractor shall ensure contract and financial management requirements are accomplished and accounted for in accordance with applicable federal and Agency procedures and regulations.

1.2.2 The Contractor shall ensure that business and administrative functions are integrated across all areas of performance that result in affordable costs and cross-utilization of resources while continuously improving customer support.

1.2.3 The Contractor shall provide ongoing business and procurement analysis and respond to requests and inquiries from the Government relating to budget, schedule, and cost performance.

1.2.4 The Contractor shall develop and submit resource/financial planning consistent with multiple customer budget planning timelines, as required to support the Government budget process. Examples include, but are not limited to:

• Multi-year PPBE calls

• Annual operating plan calls

• Government furnished service calls

• Task orders and special requests for budget impacts

1.2.5 The format and content of the Contractor’s inputs and supporting rationale shall be in accordance with the budget or special request guidelines, and formats specified by the Government.
