3 Section L L.17 (f) 117 Submission instructions encourage the transmission of files 24 hours in advance of the Monday, April 18, 8.a.m. deadline for submissions. Twenty-four hours in advance is Easter Sunday. Advanced submission, then, would have take place on the previous business day to the 18th, which would be Friday, April 15. Will Government personnel be available on this date to confirm receipt of the submitted proposal files?
The offeror will receive an instant EFSS Box-system-generated notification when a proposal is successfully uploaded.
4 Section B B.8 (b) 11-12 It appears that the Government is establishing a floor of $5M in aggregate cost events in any given contract before an equitable adjustment under the Changes clause will be considered. Can the Government clarify what they are referring to in the statement, "For each contract year specified in F.2 Period of Performance, if the net aggregate cost of all events estimated to have a cost impact of $650,000 or less (exclusive of fee)..."?
Is this intended to mean that only individual cost events of $650,000 or less will be considered when determining when the $5M threshold has been met?
“Each contract year” refers to each Government fiscal year (GFY) identified in Attachment J-18. The solicitation has been revised to correct the error. Yes, only individual actions of $650,000 or less will be considered when determining when the $5 million threshold has been met.

N/A N/A N/A Development projects #2 ML-1, #3 ML-1 EES, #4 Pad EES, #5 Pad ECS, #7 CCF, #11 VAB ECS, #12 VAB 325 crane, #15 L&R and #16 CTV all show an OMEU effectivity of Artemis II in conjunction with the Bidder's Library document "Schedule Overview.pdf," all showing development complete before the COMET contract start date of 10/1/2022, but Appendix 08 indicates a Work Load Indicator of PE, SE, Eng, CM and O&M.
Is it the Government's intention the development portions of those projects are complete (a.k.a. DCR, ORD and turnover milestones completed) and COMET is to perform sustaining, operations and engineering of the operational systems?
Offerors may refer to the “Schedule Overview” file, which provides that development projects for Artemis II are complete by October 1, 2022. The workload indicators provided in Appendix 08 are applicable for NASA Managed projects for Artemis IV. The projected OMEU timeframes and responsibilities are indicated on the “Projects” tab of Appendix 08.
Additionally, the solicitation has been amended to clarify Appendix 08 content.

It also allows for more flexibility in allocating lower level labor and non-labor estimates.

No. Attachment L-06 will be incorporated into Attachment J-15 at award.
19 Section L L.17 (a) 116 The electronic submission explanation includes reference to document that must be provided in their native format, and the example list includes "prior award fee letters for past performance...as applicable." As there is no stated requirement in the remaining RFP sections for offeror to include past award fee letters, can the client confirm that this was only an example and confirm that there is no expectation to receive award fee letters as a part of the offerors past performance volume submittal?
Provision L.17 paragraph (a) provides a list of examples. Award fee letters are not required as part of the past performance volume.

20 Section L L. 20 (b) 119 The RFP and NFS 1852.215-81, Proposal Page Limitations does not state whether or not a list of acronyms/abbreviations is excluded from the page limitations. Can the Government clarify if a list of acronyms, provided for ease of evaluation, will be considered outside the page limitations for each volume.

An acronyms and abbreviations list is not identified as being excluded from the page counts; therefore, a list, if provided, will be counted against the section or volume’s page limitation.
21 Section L L.21.2 (b)(1) 125 In the RFP, the BOE is to be provided at the 3rd level of the PWS, with a list of PWS areas that are exceptions to this requirement. PWS 4.1 is listed as an exception to this requirement and to be provided at the 2nd level. Please confirm that the Government intends Offerors to also provide PWS 4.2 at the 2nd level similar to PWS 4.1.

Can the government review this reference and validate the Correct Source and Code is referenced for these Labor Classifications?
Occupational code 99610 is the correct code for the Quality Control Inspector category. Refer to Attachment J-09 for more information.

27 Section L L.23.2 (f)(1) 137 The Government has directed an Offeror to propose labor classifications used in the Offeror’s normal course of business, not the Government Standard labor classifications. However, should an Offeror need to add additional labor classifications that do not directly align to the Government-provided labor classifications, how should the Offeror proceed in mapping these internal labor classifications? For example, the Government only provides one labor category for contractor employees with 20+ years of experience (Subject Matter Expert BLS 17-2199). If an Offeror classifies a senior employee under a different internal labor classification that does not map to this Government-provided labor classification title, how should the Offeror proceed?

Attachment J-04 and CLIN 0004 were removed in the final RFP. However, the same labs/shops are still listed in both Attachment J-01 and Appendix 06 of the final RFP. Did you intend to delete the EDL labs/shops from Appendix 06 as well? Or, is it the Government's intent for the contractor to maintain the EDL labs/shops?
No, the Engineering Development Laboratory (EDL) will not be deleted from Appendix 6. Refer to the Summary of Significant Changes from Draft RFP to RFP file and Attachment J-01 for more information and EDL requirements.

If the contractor is just responsible for executing the procurement, will the contractor have to purchase all of the necessary software during the phase-in, or will existing software licenses be provided as GFE?
Yes, licenses for software systems listed in Appendix 12 as COMET contractor purchasing responsibility are part of the standardized values and may be purchased during phase-in.
30 Section L L.21.1 (e)(1)(iv) 123 The requirement includes "and provide a schedule for completing 100 percent inventory of government furnished property". Is it necessary to complete the 100% inventory during phase-in prior to Contract start?

RFP Section B.4 identifies the standardized values as supplies, material, and equipment; equipment leases, maintenance agreements and software licenses; training; travel for the express purpose of attending training; and insurance. The Basic Cost Price Template groups the standardized cost elements as either Miscellaneous ODC, Training and Travel, or Insurance. Based on this information it appears the Miscellaneous ODC line items cover supplies, material, and equipment; equipment leases, maintenance agreements and software licenses. Based on an offeror's disclosed practices the line items identified as Miscellaneous ODC could be burdened with different indirect pools with significant cost impacts. Can the Government further breakdown the L-03 Miscellaneous ODCs into supplies, material, and equipment; equipment leases, maintenance agreements, and software licenses line items to ensure offerors burden the costs correctly and provide the Government with realistic costs estimates based on disclosed accounting practices?

If the offeror would like to include a list of exhibits and an acronym list with their volumes, would those items be excluded from page count as well?

39 Section L L.26 (c)(1) 143 (A) Please confirm if the requirement for the OCI Assessment found at L.26(c) (1) is intended to require the Offeror (and its subcontractors) to provide only the results of its OCI Assessment, i.e. providing the required information found in this section for only those contracts or subcontracts the Offeror has identified as having a conflict or potential conflict, and that the Offeror should not include the contracts/subcontracts an Offeror has identified as having NO conflict or potential conflict. Please clarify.
No. Provision L.26 paragraph (c)(1) is not limited to only the results of the offeror’s assessment when it determines an Organizational Conflict of Interest (OCI) exists. The offeror is required to provide the information in paragraph (c)(1)(ii) and
(iii) for all contracts, regardless of its assessment. Further, as provided in paragraph (d), the Government, in its sole discretion, will determine whether an OCI exists and whether the OCI has been reasonably resolved.

40 Section L L.26 (c)(1) 143 If the offeror and its subcontractors are required to provide OCI Assessments for all of its NASA contracts/subcontracts, regardless of whether an actual or potential conflict exists, please confirm that the requested information of L.26 (c)(iii) for listing OCI clauses of referenced contracts is not required for those contracts that have been identified as having NO conflict or potential conflicts and should only be supplied for those contracts identified as having a conflict or potential conflict.

(c) (1) (iii) for the "associated resolution" to be included in the offeror’s OCI Mitigation Plan is intended to mean the offeror should only included the results of its OCI Assessment for any contracts/subcontracts with a conflict or potential conflict, which will provide all the required information of L.26 (c) (1), as an Appendix to the OCI Mitigation Plan itself.
The “associated resolutions” to be included in the offeror’s OCI Mitigation Plan refers to contracts that contain a conflict or potential conflict as assessed by the offeror. Refer to provision L.26 paragraph (c)(2)(i)(O) for specific requirements. See responses to questions 39 and 41.
43 Section L L.26 (c)(1)(ii) 144 Section L.26(c)(1) states, "The assessment will be included in any resulting contract."
The OCI assessment only depicts OCI at the time of the assessment. The results are not permanent which is why continuous screening for OCI during the performance of COMET is particularly important. The OCI Plan will capture the actual or potential OCI resulting from the offeror's OCI assessment. Given this, we recommend the requirement to include the OCI Assessment in the resulting contract be removed.
The solicitation will remain unchanged.

Recommendation: We recommend the date for submission be Tuesday, April 19th, 2022 to allow for confirmation of receipt during normal working hours.

45 Section L L.25 (f), (g) 142 Please confirm that for the solicitation requirements of Major Subcontractors referenced in Section L.25 Model Contract Volume Instructions, that any subcontractor who considers the required information to be proprietary, that it is acceptable for that subcontractor to include the information directly to the customer as part of their cost volume submission since subcontractors are not submitting a Model Contract Volume.
