M.3.2 TECHNICAL APPROACH
The evaluation will include the following areas.
(a) Staffing Approach
(1) The offeror’s staffing approach will be evaluated on its ability to demonstrate a clear understanding of the effort necessary to perform all elements of the contract requirements.
(2) The offeror’s rationale for proposed staffing levels, skill mix, experience levels and how it correlates to the organizational structure and technical approach will be evaluated for reasonableness.
(3) The offeror’s position descriptions and qualifications will be evaluated for reasonableness and their alignment to Government Standard Labor Categories will be evaluated for appropriateness.
(4) The offeror’s approach to maintaining flexibility to accommodate requirement changes and workload fluctuations will be evaluated for efficiency.
(5) The approach to execute Artemis mission processing with Government-defined processing durations including work shifts and managing parallel operations will be evaluated efficiency and risk.
(b) Basis of Estimate (BOE): The offeror’s BOEs will be evaluated for reasonableness, consistency with the proposed approaches, and alignment with proposed staffing.
(c) Engineering Approach
(1) The offeror’s systems engineering approach will be evaluated on the ability to effectively manage multi-disciplinary engineering functions throughout the product lifecycles, to include:
(i) Managing concurrent system modifications while maintaining operational configuration and system certifications.
(ii) Integrating support and data from other contractors and Architect and Engineering firms.
