(Multiple Year and Option Contracts), which is the clause by which these adjustments would normally be permitted. Can the Government either remove the restriction on including escalation for nonexempt employees or add the applicable FAR clause to the
RFP?

Government either remove the restriction on including escalation for nonexempt employees or remove the restriction on future adjustments for these Attachments?

L-03 BCPT. Offerors may identify multiple factors for a labor classification under column F (e.g., 1.5 and 2.0)

Question 9 N/A The L-03 Labor Classifications tab does not have enough extra N/A labor categories or rows to allow for multiple shifts. Per the CBA, Lead, Shift 2 and
Shift 3 require premiums added to their
Direct labor rates. There are 12 represented CBA Labor Categories, which would equate to 4 Direct Labor rates for each position and 48 total labor rates for those positions. This could be true for the Non-Exempt/SCA positions as well. How does the Government want Offeror to address the extra rows needed to capture these additional labor rates?
See response to question 5. Offerors may not add additional rows to
Attachment L-02, Labor Classification tab. Offerors may develop off sheet calculation(s) of composite rates for
Straight Time, Overtime, and Double
Time, as applicable, based on the offeror's disclosure statement and or estimating/accounting systems policies and procedures. Refer to provision
L.23.2 paragraph (b). For any composite rate(s) developed, the
Government requires supporting data and narrative in the cost volume to fully explain and provide insight for the
Government's review and evaluation of realism and fairness and reasonableness of cost/price.
