RE: FDEP Contract Number CN 229, Task Assignment Number Trail Connect Toms Harbor Channel to Toms Harbor Cut and Toms Harbor Cut to Long Key
Dear Mr. Sandel, WGI, Inc. (WGI) is pleased to provide this proposal to the Florida Department of Environmental Protection (FDEP, CLIENT) for professional services on the above referenced project. Tasks being requested by the Department are outlined in the attached Scope of Work, along with corresponding fees. In addition, it is agreed that WGIs services will be performed pursuant to the contract terms and conditions included in Agreement Number CN229, executed on May 11th, 2016, Amendment Number 1 dated February 4, 2021.
The project consists of the design of proposed trail improvements to the Florida Keys Overseas Heritage Trail in Monroe County, Florida. New portions of the trail will be constructed from Toms Harbor Channel to Toms Harbor Cut (an approximate length of 0.65 miles) and from Toms Harbor Cut to Long Key (an approximate length of 1.2 miles). The missing sections of the trail have mangroves along the shoulder and a shoulder that slopes towards the water.
The scope of services included in this proposal are the installation of an asphalt walkway to connect the existing trails from Long Key to Toms Harbor Channel for a total trail length of 1.85-miles. Our understanding is that the new trail will consist of a 10-foot-wide asphalt paved path with the potential use of retaining walls to support the trail.
Please let me know if you have any questions regarding the attached information.
Sincerely, WGI, Inc.
Brett Oldford, PE Vice President, Civil Engineering

Trail Connect Toms Harbor Channel to Toms Harbor Cut and Toms Harbor Cut to Long Key FDEP Contract Number CN 229, Task Assignment Number
Subtask 1: Survey Description: WGI will perform a topographical survey of the areas depicted in figure 1 and figure 2 below. A detailed scope of the topographical survey is provided below:
1. Limits will be the approximate high-water line at the time of survey for most of the area and up to the edge of driving Surface of SR 5 when applicable.
2. Crews will perform field recovery of horizontal and vertical survey control as required to meet the project objective. Control point pairs will be established at each planned parking area, planned crossover, and the entrance gate. These control points will be rebars with caps set approximately 0.5 feet below surface level in natural ground. If control points are set in asphalt or concrete, those points will be mag nails with washers. Coordinate information for each control point will be included in the survey for use during construction efforts.
3. The topographic survey will cover the area within the survey limits. This will include location of all visible improvements. Information on paved surfaces will include limits of differentiation in pavement materials as well as pavement striping. Care will be taken during survey enhancement to limit foot traffic as much as possible and protect sensitive vegetation. Sufficient elevations will be obtained to create a Digital Terrain Model (DTM) and generate 1-foot contours.
4. Location of Edge of existing Mangroves within project limits.
5. Location of FDOT RW in the project area.
6. MHW (Mean High Water) will be depicted in the survey if elevation is provided by FDEP.
7. Storm Sewer, culverts, and Sanitary Sewer information will include top of structure elevation as well as invert elevation, diameter, and material for each pipe entering and existing surveyed structures. Invert information for cleanouts and grease traps is excluded.
8. Upon completion of the field survey element of the project, we will create a drawing of the project area Civil 3D format, including the DTM together with an electronically signed copy in PDF format.
SURVEY QUALIFICATIONS:
1. RULE OF LAW: All field and office efforts in connection with this project will be performed in strict accordance with the applicable provisions of the Standards of Practice for Land Surveying in the State of Florida, pursuant to Rule 5J-17, Florida Administrative Code.
2. CONTROL FACTORS: Horizontal control will be referenced the North American Datum of 1983/2011 Adjustment (NAD83/11), State Plane Coordinate System of for the North Zone of Florida. Vertical control will be referenced to the National Geodetic Vertical Datum of 1988 (NAVD88).
3. BOUNDARY SURVEY, CAUTION AND EXCLUSION: This proposal does not include a boundary survey nor road right-of-way resolution.
4. Mean High Water Line Survey, excluded: This project will not include a Mean High-Water Line Survey as defined under Chapter 177 of the Florida Statutes
5. TREES, VEGETATION, AND WETLANDS, EXCLUDED: These features are hereby excluded by reference.
6. SUBSURFACE UTILITIES: No designation of subsurface utilities is included in this proposal. If utility designation markings happen to be visible at the time of survey, the marks will be located and incorporated into the survey information.
7. WORKING HOURS: Survey personnel will be allowed to work during normal daylight working hours, 7 days per week.
8. ENTRANCE FEES: If park entrance fees are charged, those will be reimbursed in addition to included estimated expenses.

Subtask 2: Geotechnical
Description: This proposal consists of performing geotechnical engineering services to support the design of proposed improvements for Florida Keys Overseas Heritage Trail along Overseas Highway from Long Key to Toms Harbor Channel. This proposal is based on performing the test borings in areas accessible to our standard geotechnical equipment. Our review of aerial photography indicates that Maintenance of Traffic (MOT) services may be required to complete some of the borings due to the close proximity of the proposed trail improvements to Overseas Highway. This proposal includes the cost of performing MOT services to facilitate the borings.
A detailed scope of the geotechnical investigation is provided below:
1. Mobilize truck mounted drilling equipment.
2. Coordinate and perform MOT services to facilitate drilling.
3. Perform 15 Standard Penetration Test (SPT) boring to a depth of approximately 40 feet below the existing ground surface along the proposed trail alignments. We anticipate performing five (5) SPT borings along the trail alignment between Toms Harbor Channel and Toms Harbor Cut and ten (10) SPT borings between Toms Harbor Cut and Long Key.
4. Estimate Seasonal High Groundwater Table (SHGWT) levels.
5. Measure the encountered groundwater level at the boring locations.
6. Visually classify soil samples obtained and perform soil classification testing on representative samples.
7. Develop soil profiles and boring location plan for the subsurface exploration performed.
8. Perform analyses and provide recommendations for retaining walls.
9. Provide recommendations for trail pavement sections.
10. Prepare a geotechnical report summarizing the exploration completed and geotechnical recommendations to guide the design and construction of the project.
