RE: FDEP Contract Number CN 229, Change Order 1 for Task Assignment Number 20 Trail Connect – Geiger Trail to Big Coppitt Unforeseen Additional Services – Subsurface Utility Exploration
Dear Mr. Sandel, WGI, Inc. (WGI) is pleased to provide this additional services proposal to the Florida Department of Environmental Protection (FDEP, CLIENT) for subsurface utility exploration services due to unforeseen conditions on the above referenced project. Tasks being requested by the Department are outlined in the attached Scope of Work, along with corresponding fees. In addition, it is agreed that WGI’s services will be performed pursuant to the contract terms and conditions included in Agreement Number CN229, executed on May 11th, 2016, Amendment Number 1 dated February 4, 2021.
The Florida Keys Overseas Heritage Trail runs along the south side of Overseas Highway heading west from Shark Key and is used for pedestrian traffic. The existing asphalt trail ends at the west end of an existing boat ramp and has a 0.20-mile section that has no asphalt. The missing section of trail has mangroves along the shoulder and a shoulder that slopes towards the water.
The scope of services included in this proposal are for the installation of an asphalt walkway to connect the existing trail from the east adjacent to the existing boat ramp and to the west at Big Coppitt Key for a total trail length of 0.20-miles.
Please let me know if you have any questions regarding the attached information.
Sincerely, WGI, Inc.
Brett Oldford, PE Vice President, Civil Engineering Brettttt OOldldlldldldldllllddddddddddddddldldldldllddddldffffford PPPPPEPP

Trail Connect – Geiger Trail to Big Coppitt FDEP Contract Number CN 229, Change Order 1 for Task Assignment Number 20
Subtask 5 and 5A: Utility Designating (ASCE 38-22 Quality Level B) and Utility Test holes (ASCE 38-22 Quality Level A) Description: WGI will perform Subsurface Utility Engineering (SUE) of the areas depicted in figure 1 below. A detailed scope of the SUE services is provided below:
Utility Designating (ASCE 38-22 Quality Level B) w/ Survey & CADD
WGI will perform an ASCE 38-22 Quality Level B (QLB) utility investigation (designates) on existing utilities for verification and horizontal alignment confirmation for QLA Investigation within project limits as shown in Exhibit A.
This QLB investigation includes direct induction of toneable subsurface utility facilities from surface accessible features, and Ground Penetrating Radar sweep for non-toneable facilities. Detected facilities will be marked with American Public Works Association (APWA) compliant colors; flags and water based paint on soft ground and washable chalk on hard surfaces.
WGI will perform survey and location of utility designates using network corrected GNSS surveying methods tied to project control – includes offsite NGS control point verification.
Utility Test holes (ASCE 38-22 Quality Level A) w/ Survey
WGI will provide an ASCE 38-22 Quality Level A (QLA) field investigation (vacuum excavation test holes) within the project limits at the proposed locations as directed by EOR, as needed for utility verification, horizontal / vertical confirmation and in support of civil design services and conflict analysis.
WGI will perform survey and location of utility test holes using network corrected GNSS surveying methods tied to project control.
Any additional QLB and/or QLA days exceeding the proposed amount can be added with written CLIENT authorization, while WGI crews are on-site during initial mobilization.
This proposal is based on two (2) test holes requested.
BASIS OF SCOPE
1. WGI proposes to provide an ASCE 38-22 QLB utility investigation (designates) in order to determine the horizontal alignment of the existing utilities within the project limits (Exhibit A).
2. Geophysical designating techniques, although highly reliable, are subject to outside interference, which are beyond the control of WGI, and may impede the effectiveness of subsurface utility investigations. Soil conditions, utility materials, size, depth, salt water and conductivity may prevent the location of some subsurface utilities. WGI utilizes state of the art equipment and methodology during all phases of utility investigations, but no guarantee is hereby expressed that all facilities will be detected.
3. Survey services are included.
4. Horizontal control will be referenced to NAD83/2011 Adjustment and vertical control referenced to NAVD88.
5. Drafting and/or other CADD services are included.
6. CLIENT shall facilitate access for WGI field staff.
7. CLIENT shall provide a list of known utilities and any drawings, as-builts or other source of information that may help in the location of said utilities.
8. Basic work zone safety includes safety road signs and traffic cones.
9. Traffic control, lane closures, if needed are included.
10. Per Diems / Hotels per 2024 GSA rates.
EXCLUSIONS
1. ASCE 38-22 Quality Level A Investigation (test holes) is limited to two (2) test holes.
2. Traffic control conduit investigation is not included.
3. Permits and permit fees, if needed, are not included and are the responsibility of the
CLIENT.
4. Mapping of irrigation lines and sprinkler heads is not included.
5. Invert elevations of storm drainage manholes, culverts, catch basins, and outfalls including pipe sizes and types are not included in the SUE scope.
6. Sanitary sewer (gravity), service laterals and secondary services (private) are excluded.
7. Off duty police not included.
DELIVERABLES
1. WGI will provide a CADD deliverable with the QLB investigations drafted in plan view.
WGI will provide a Utility Report of Subsurface Utility Investigation in PDF format.
