Re: FDEP Agreement Number CN 229, Task Assignment Number 17 Long Key State Park Boardwalk Reconstruction and Parking Area Expansion

Dear Sandel, WGI, Inc. (WGI) is pleased to provide this proposal to the Florida Department of Environmental Protection (FDEP, CLIENT) for professional services on the above referenced project. Tasks being requested by the Department are outlined in the attached Scope of Work, along with corresponding fees. In addition, it is agreed that WGI’s services will be performed pursuant to the contract terms and conditions included in Agreement Number CN229, executed on May 11th, 2016.

Long Key State Park includes 965 acres located on Long Key in Monroe County, Florida. The park includes numerous amenities, including recreational opportunities such as kayaking, hiking, birding, picnicking, flats fishing and snorkeling; as well as a full-facility campground located at the southern end of the park. The park suffered significant damage from Hurricane Irma in 2017 and FDEP continues to restore the facilities. Among the facilities that are currently out of service and not open to the public is the 450-foot wooden boardwalk that provides a connection between the northern parking area and restrooms to the beach through a mangrove hammock that was also devastated from the storm surge associated with Hurricane Irma.

The scope of services included in this proposal are the design of a replacement boardwalk as well as the additional of a parking area west (upland) of the park’s access drive.

Please let me know if you have any questions regarding the attached information.

Sincerely, WGI, Inc.

Brett Oldford, PE Vice President, Civil Engineering

Long Key State Park Boardwalk and Parking

Long Key State Park Boardwalk Reconstruction and Parking Area Expansion FDEP Contract Number CN 229, Task Assignment Number 17

Subtask 1: Survey Description: WGI will perform a topographical survey of the areas depicted in figure 1 and figure 2 below. A detailed scope of the topographical survey is provided below:

1. Topographic Survey limits will be roughly as shown Figure 1 through 3 below included in this Scope of Services. Limits will be the approximate high-water line at the time of survey for most of the area and up to the edge of driving Surface of SR 5 when applicable

2. Crews will perform field recovery of horizontal and vertical survey control as required to meet the project objective. Control point pairs will be established at each planned parking area, planned crossover, and the entrance gate. These control points will be rebars with caps set approximately 0.5 feet below surface level in natural ground. If control points are set in asphalt or concrete, those points will be mag nails with washers. Coordinate information for each control point will be included in the survey for use during construction efforts.

3. The topographic survey will cover the area within the survey limits. This will include location of all visible improvements. Information on paved surfaces will include limits of differentiation in pavement materials as well as pavement striping. Care will be taken during survey enhancement to limit foot traffic as much as possible and protect sensitive vegetation.

Sufficient elevations will be obtained to create a Digital Terrain Model (DTM) and generate 1-foot contours.

4. Location of Edge of existing Mangroves within project limits.

5. Location of FDOT RW in the project area.

6. MHW (Mean High Water) will be depicted in the survey if elevation is provided by FDEP

7. Storm Sewer, culverts, and Sanitary Sewer information will include top of structure elevation as well as invert elevation, diameter, and material for each pipe entering and existing surveyed structures. Invert information for cleanouts and grease traps is excluded.

8. Upon completion of the field survey element of the project, we will create a drawing of the project area Civil 3D format, including the DTM together with an electronically signed copy in PDF format.

Survey Qualifications:

1. RULE OF LAW: All field and office efforts in connection with this project will be performed in strict accordance with the applicable provisions of the “Standards of Practice for Land Surveying in the State of Florida,” pursuant to Rule 5J-17, Florida Administrative Code.

2. CONTROL FACTORS: Horizontal control will be referenced the North American Datum of 1983/2011 Adjustment (NAD83/11), State Plane Coordinate System of for the North Zone of Florida. Vertical control will be referenced to the National Geodetic Vertical Datum of 1988

(NAVD88).

3. BOUNDARY SURVEY, CAUTION AND EXCLUSION: This proposal does not include a boundary survey nor road right-of-way resolution.

4. Mean High Water Line Survey, excluded: This project will not include a Mean High-Water Line Survey as defined under Chapter 177 of the Florida Statutes

5. TREES, VEGETATION, AND WETLANDS, EXCLUDED: These features are hereby excluded by reference.

6. SUBSURFACE UTILITIES: No designation of subsurface utilities is included in this proposal.

If utility designation markings happen to be visible at the time of survey, the marks will be located and incorporated into the survey information.

7. WORKING HOURS: Survey personnel will be allowed to work during normal daylight working hours, 7 days per week.

8. ENTRANCE FEES: If park entrance fees are charged, those will be reimbursed in addition to included estimated expenses.
