Subtask 2: Geotechnical Investigation

Description: Geotechnical Coordination and Evaluation is provided in the scope to aid in design.

Geotechnical borings are being proposed to assist in design of headwalls and wingwalls. Foundations may include shallow spread foundations and deep foundation alternatives. The Geotechnical data will be obtained at the time of the survey phase.

This proposal assumes that each side of the bridges to be replaced are accessible to PSI’s truck mounted drilling rig. This proposal also assumes that no permits or clearing will be required to complete the field work. Standard Penetration Test (SPT) borings will be performed in the field at each side of each bridge to be replaced.

The purpose of our geotechnical study is to obtain information on the general subsurface soil and groundwater conditions at the project site and to provide data and geotechnical recommendations, foundation capacities, estimated settlement and design soil parameters to the design team for the proposed improvements.

Geotechnical Investigation

• Review available project and site information, including historical aerial photographs of the site and USDA/NRCS Soil Survey maps and soil data.

• Site reconnaissance and stake boring locations.

• Request utility location services from Sunshine811.

• Perform a total of eight (8) Standard Penetration Test (SPT) borings to an approximate depth of

75 feet below existing ground surface at the project site.

• Identification of the existing groundwater levels and estimated normal seasonal high groundwater fluctuations at each boring location.

• General location and description of potentially deleterious materials encountered in the borings which may have an impact on the proposed construction.

• Provide a discussion of appropriate foundation systems to support the planned developments.

Discussion to include consideration of allowable capacities and estimated foundation settlement for shallow foundation as well as considerations for supporting the structures on driven deep foundation members (up to two types and/or geometric configurations of piles. Deep foundation discussion will include at a minimum axial and lateral pile analysis.

• Provide general geotechnical recommendations for the proposed construction, including excavation, backfill, compaction, and soil re-use requirements.

Please note that samples will be retained for 90 days after the date of the report and then disposed, unless other arrangements have been made.

The fieldwork can be completed within approximately four weeks from project commencement. During this time, the boring locations will be staked/marked and a utility locates request will be submitted to

Sunshine811. The fieldwork should require approximately two days to complete, weather and access permitting. Our signed and sealed report should be available approximately three weeks after completion of the fieldwork.

Deliverable: The results of the field exploration and engineering analysis will be presented in electronically provided geotechnical engineering report in PDF format. The results of the subsurface exploration will be presented in a draft written report provided to the Client for review and comments. After receiving comments, a final report, signed and sealed by a professional engineer specializing in geotechnical engineering, will be provided.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 3: Wetland Delineation

Description: Delineate project wetlands and coordinate the review of the flagged wetland lines with the

Southwest Florida Water Management District (SWFWMD) and potentially with the US Army Corps of

Engineers (USACE), since the applicant is the Florida Department of Environmental Protection (FDEP).

There are four wooden bridges on the trail that will be replaced with concrete bridges, Bridge 1, 6, 7 and

8. All four bridges have wetlands surrounding them, and wetlands adjacent to the bridges will need to be delineated, flagged, and surveyed. The FDEP was recently delegated wetland permitting of the USACE’s federal Section 404 permitting, but in this case the USACE will handle the permitting, in needed.

• Conduct an inspection of the project wetlands; identify the extent of any hydric soils on site;

determine the types and locations of any hydrophytic vegetation on site; use the historic wetland hydrology to determine the extent of any wetlands; and flag the extent of jurisdictional wetlands surrounding the area.

• Coordinate and attend up to three (2) site meetings with agency personnel to review and approve the flagged wetland line, if necessary.

• Prepare and submit field notes and a map of the approximate flagged line to the project surveyor.

• Coordinate with SWFWMD and USACE, if necessary, on site to review and approve the flagged wetland line.

• The approved wetland line will be used to determine potential wetland impacts by the proposed project alternatives.

Assumptions:

• SWFWMD will field review and approve the set wetland line. Polk County Environmental will accept SWFWMD wetland jurisdictional line as their own.

• The USACE may require a review of the wetland line, since the FDEP will not be involved in the permitting process.

• Wetland surveying is not covered in this scope.

Deliverable: Four wetland delineations and four environmental site reviews.

Subtask 4: 60% Structural Plans

Description: Bridge #1, 6, 7, and 8 along the General Van Fleet State Trail are constructed of timber and wood members. The wood members are reaching their useful service life and the desire is to replace each bridge with more durable, precast concrete sections. The locations and dimensions of each bridge are:

• Bridge 1 – Located near mile marker 2. Bridge is approximately 36’ long and 13’ wide.

• Bridge 6 – Located near mile marker 20. Bridge is approximately 47’ long and 14’ wide.

• Bridge 7 – Located near mile marker 21. Bridge is approximately 47’ long and 14’ wide.

• Bridge 8 – Located near mile marker 22. Bridge is approximately 25’ long and 14’ wide.

Each existing wood bridge and supporting headwall and wingwall will be demolished. New concrete headwalls and wingwalls will be designed to support the bridge at each end of span. The bridge section is intended to be precast concrete single span between supporting headwalls.

Structural Engineering services shall include construction documents with four (4) new pedestrian bridge designs and layouts at the above referenced bridge locations.

The 60% pedestrian bridge submittal will contain, the title, general notes, existing conditions, new pedestrian bridge layouts and project overview sheets, typical sections and details.

Subtask 5: Permitting

Description: Provide Environmental Resources Permit (ERP) support, environmental input, and alternatives analysis. Depending on the final project alternatives and impacts the permit may be a general permit or an individual permit. The permit type will be determined by the overall wetland impacts.

Wetland impact avoidance and minimization will be used to avoid or minimize negative effects to wetlands, to the greatest extent possible. If necessary, wetland mitigation may be necessary depending on the final wetland impacts.

The permit process includes the following:

• Pre-application meeting and agency coordination

• Wetland delineation (as per Part A above)

• Preliminary project assessment

• Alternatives analysis

• Avoidance and minimization of impacts

• UMAM analysis and mitigation options

• Permit application and submittal to agencies

• Agency coordination and RAIs

The primary permitting agencies will be SWFWMD, USACE and Polk County. The USACE will be involved as the FDEP is the applicant. The USACE checklist PDC SPGP V-5, and the engineering form ENG Form

4345 will be completed and submitted to the USACE.

Participate in permitting meetings (3) with SWFWMD, USACE and Polk County Natural Resources Division

(PCNRD) staff, and coordination with agency staff to assist in the preparation and submittal of the ERP, as needed.

Mitigation options to considered will include on-site or an approved agency(s) mitigation bank. Mitigation bank options and mitigation credit requirements for wetlands impacts will be researched as necessary.

The on-site mitigation options maybe possible depending on site impacts, permitting requirements and agency criteria. If on-site wetland compensation is not viable or feasible, mitigation credits will be considered through an approved mitigation bank. If wetland mitigation is needed, an approved mitigation bank would be the first option recommended.

Conduct wetland impact assessment and perform the Unified Mitigation Assessment Method (UMAM) analysis which involves the completion of the UMAM sheets for the affected project wetlands. The UMAM forms will be reviewed and require by SWFWMD.

A protected species survey and review and archaeological and historical file review through the State

Historic Preservation Office (SHPO) may be requited.

• Assessment of protected species and their habitats, on the subject property and coordination with US Fish and Wildlife Service (USFWS) and Florida Freshwater Wildlife Conservation

Commission (FWC), if so necessary. The location of observed species habitats, nests or borrows will be documented, and a report with map(s) of the observed species and their habitats will be prepared. Recommendations for dealing with the protected species present during construction will be included in a Protected Species memorandum. Eagle nest # PS017, as identified by FWC, sits within the park’s boundaries. Any potential construction should take place outside of the 660 feet radius from the nest, and if not possible, construction activities should occur outside of the eagle breeding season.

• Coordination with the Florida Division of Historic Resources, State Historic Preservation Officer

(SHPO) to determine if known archaeological and/or historic sites are present. This coordination and file review should provide information about known cultural resources sites. However, it does not include a survey for undiscovered or unknown cultural resources, which may require a

Cultural Resource Assessment Survey (CRAS). GFY can coordinate and manage this task, which would be conducted by a SHPO-qualified archaeological and historical firm.

Assumptions:

• Permitting for this project will involve SWFWMD, Polk County and the USACE. The FDEP and Polk

County should have negligible involvement.

• The plan is to avoid impacts to all natural resources at the park, and therefore avoid the necessity to do any major permitting, i.e., an individual ERP.

• This will be determined by the design of the new proposed concrete bridges.

• General permits from SWFWMD, and Nationwide and/or State Programmatic General permits from the USACE are expected.

• However, depending on the specifics of bridge location this may vary.

• UMAM analysis may be necessary and require approval through the SWFWMD and the USACE permitting process, if there are impacts.

• Polk County will review UMAM scores during their review process.

• It is expected that some reconciliation regarding the project and potential wetland impacts maybe necessary between the agencies.

• Alternative analysis and avoidance and minimization of wetland impacts will be pivotal to preclude the need for mitigation.

• No on-site wetland mitigation is anticipated. If wetland impacts require mitigation, the wetland compensation will be conducted in a mitigation bank.

• No protected species or critical habitat should be affected by the proposed project.

• There are no eagle’s nest close to the proposed bridges. However, this will be confirmed during the design phase. Therefore, there will be no impact to the eagle, hatchlings or any nest, regardless of the time of construction.

• There is an eagle nest, SUO21, near Mabel in the north near SR 50, and two other nests, PO911 and PO173, close to Polk City off of I-4 in the south. However, none of the three are close to the proposed bridge projects to be a cause for concern.

• No impacts to any cultural resources, archaeological or historic, are anticipated.

Subtask 5A – Environmental Permitting: SWFWMD

Description: Provide Environmental Resources Permit (ERP) support and environmental input. Depending on the final project alternatives and impacts, the permit may be a general permit or an individual permit.

The permit type will be determined by the overall wetland impacts. Wetland avoidance and minimization will be considered to avoid or minimize negative effects to wetlands, to the greatest extent possible. If necessary, UMAM analysis and wetland mitigation may be necessary depending on the final wetland impacts.

GFY will prepare and submit an Environmental Resource Permit application through the Southwest Florida

Water Management District, as needed. This task includes correspondence with agency staff and response to a Request for Additional Information, if needed. This task includes a species review if required by the

FWC as a commenting agency.
