Subtask 1B: Wetland Boundary Survey

$1,448.49

Subtask 2: Geotechnical Engineering Description: Geotechnical Coordination and Evaluation is provided in the scope to aid in design.

Geotechnical cores are being proposed to assist in design of the boardwalks and ranger station.

Foundations may include shallow spread footings and timber piles. One pond boring will be taken in the existing linear pond near the proposed ranger station. The geotechnical data will be obtained at the time of the survey phase.

Based on recent aerial images, portions of the site are accessible to AREHNA’s track mounted drilling rig.

This proposal assumes that no permits or clearing will be required to complete the field work. SPT borings will be completed in nearest accessible locations to proposed boring locations. Hand auger borings will be completed within the proposed structure footprints for structures that do not have access for the drill rig. Hand auger borings are more limited in depth than SPT but can provide information on near-surface soil and groundwater conditions.

The purpose of our geotechnical study is to obtain information on the general subsurface soil and groundwater conditions at the project site and to provide data and geotechnical recommendations, foundation capacities, estimated settlement and design soil parameters to the design team for the proposed improvements.

The following services will be performed:

• Review available project and site information, including historical aerial photographs of the site and USDA/NRCS Soil Survey maps and soil data.

• Site reconnaissance and stake boring locations.

• Request utility location services from Sunshine811.

• Perform a total of seven (7) Standard Penetration Test (SPT) borings to a depth of 20 feet below existing ground surface at the project site. Samples will be collected, and Standard Penetration Test resistances measured continuously for the top ten feet and at approximate intervals of five feet, thereafter.

• Perform a total of five hand auger borings extending to a maximum depth of 6 feet below existing ground surface or auger refusal.

• Proposed boring locations may be adjusted based on accessibility, but are currently planned as follows:

• Ranger Station: One SPT boring within proposed footprint.

• Pond (or drainage feature) near Ranger Station: One SPT boring within proposed pond footprint.

• Kayak Launch Reconstruction and Site Stabilization: One SPT boring will be completed near the west end of the paved parking lot (will be moved closer if access allows). One hand auger boring, with a dynamic cone penetration (DCP) test within the hand auger location, will be completed within the structure area. Actual location will be determined by the Client. DCP testing allows for recording relative soil density.

• Boardwalk West: One SPT boring will be completed on the edge of the nearest trail, most likely east of the boardwalk (will be moved closer if access allows). Four hand auger borings, with a DCP test in each hand auger location, will be completed along the proposed boardwalk alignment.

• Boardwalk East: It appears that this boardwalk is accessible on the walking trail with a track mounted drill rig. Three SPT borings are proposed along the boardwalk alignment.

• Identification of the existing groundwater levels and estimated normal seasonal high groundwater fluctuations at each boring location.

• General location and description of potentially deleterious materials encountered in the borings which may have an impact on the proposed construction.

• Provide allowable capacities and estimated foundation settlement for shallow foundations supporting the structures including axial and lateral timber pile analysis for boardwalks.

• Provide general geotechnical recommendations for the proposed construction, including excavation, backfill, compaction, and soil re-use requirements.

• Provide recommended design soil parameters for the timber piles/boardwalks.

• Perform one Double Ring Infiltration (DRI) test within the proposed pond/drainage area, adjacent to the pond boring, at an approximate depth of two feet or at least 1-foot above the water table.

• Provide infiltration rates based on the results of the Double Ring Infiltration (DRI) tests. A horizontal infiltration value will be estimated based on correlations from the vertical infiltration rate and soil types encountered.

• Samples will be transferred to our laboratory for classification and testing.

• Visually classify and stratify soil samples in the laboratory using the Unified Soil Classification

System and conduct a laboratory testing program. Anticipated tests may include: percent passing the No. 200 sieve, natural moisture content, organic content and Atterberg Limits tests.

• Provide CAD figures including: General Topographic Map, USDA/NRCS Soil Survey Map, Boring Location Plan, and Soil Boring Profiles.

Please note that samples will be retained for 90 days after the date of the report and then disposed, unless other arrangements have been made.

The fieldwork can be completed within approximately four weeks from project commencement. During this time, the boring locations will be staked/marked and a utility locates request will be submitted to Sunshine811. The fieldwork should require approximately two days to complete, weather and access permitting. Our signed and sealed report should be available approximately three weeks after completion of the fieldwork.

Deliverable: The results of the field exploration and engineering analysis will be presented in electronically provided geotechnical engineering report in PDF format. The results of the subsurface exploration will be presented in a draft written report provided to the Client for review and comments. After receiving comments, a final report, signed and sealed by a professional engineer specializing in geotechnical engineering, will be provided.

Subtask 3: Environmental Analysis

Subtask 3A: Wetland Delineation Description 3A: Delineate project wetlands and coordinate the review of the flagged wetland lines with the Southwest Florida Water Management District (SWFWMD) and potentially with the US Army Corps of Engineers (USACE), since the applicant is the Florida Department of Environmental Protection (FDEP).

The FDEP was recently delegated wetland permitting of the USACE’s federal Section 404 permitting, but in this case the USACE will handle the permitting.

• Conduct an inspection of the project wetlands; identify the extent of any hydric soils on site;

determine the types and locations of any hydrophytic vegetation on site; use the historic wetland hydrology to determine the extent of any wetlands; and flag the extent of jurisdictional wetlands surrounding the area.

• Coordinate and attend site meeting(s) with agency personnel to review and approve the flagged wetland line, if necessary.

• Prepare and submit field notes and a map of the approximate flagged line to the project surveyor.

• Coordinate with SWFWMD and USACE on site to review and approve the flagged wetland line.

• The approved wetland line will be used to determine potential wetland impacts by the proposed project alternatives.

It is understood that there will be three separate locations that require a wetland delineation for this project. It’s assumed that SWFWMD will field review and approve the set wetland line, while PCNRD will accept SWFWMD wetland jurisdictional line as their own. Lastly, the USACE may require a review of the SWFWMD approved wetland line, and/or require their own modifications to the wetland line.

Coordination with USACE is included in this scope and fee.

Note, this subtask is for wetland delineation only; permitting for the wetland impacts is detailed further in Subtask 5.

Deliverable 3A: The results of the agreed upon wetland boundary will be provided to FDEP via all relevant documentation provided by the AHJ (Authority Having Jurisdiction) printed to pdf format and ultimately the surveyed and approved wetland lines delivered on the certified survey.

Performance Measure 3A: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 3B: Asbestos / Lead Based Paint Survey Description 3B: The purpose of this asbestos and lead based paint evaluation is to document if Asbestos Containing Materials (ACMs) and lead based paint are present and may be disturbed during demolition activities related to the approximately 55’ long boardwalk. Demolition, including renovation activities are regulated under both State and Federal regulations as they pertain to asbestos. In general, prior to performing any renovation/demolition operation, an asbestos survey is required to be performed by a licensed/certified inspector.

Asbestos Evaluation

Our asbestos evaluation will include:

• All work will be performed under the direction of a Florida-licensed Asbestos Consultant (FLAC);

• A review of available building documents to identify potential locations of suspect ACMs;

• A visual building inspection of accessible areas by an US Environmental Protection Agency (EPA)

Asbestos Hazard Emergency Response Act (AHERA) accredited asbestos inspector to identify suspect ACMs;

• Once suspect ACMs are identified, homogeneous materials (materials which are uniform in color, texture, construction/application date, and general appearance) will be determined;

• Record material quantities, locations, and physical condition (good, fair, or poor). The indicated material quantities are estimates based on the field observations and should be considered preliminary in nature. These estimates should not be used for bidding purposes without verification.

• Indicate whether the suspect ACM is friable (a material that when dry, may be crumbled, pulverized or reduced to powder by hand pressure) or non-friable.

• Collection of up to ten (10) bulk samples of each homogeneous suspect ACM. Record sample information on Asbestos Bulk Sample Forms (chain-of-custody sheets), which will be signed, dated, and sent with the samples to the laboratory.

• Analysis of the collected bulk samples at a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory using Polarized Light Microscopy (PLM) for the presence of asbestos fibers. UES will provide PLM results to you immediately upon receipt for discussion to determine if further analysis is required. If PLM results indicate levels between “trace” and 10% asbestos, the material will be assumed to be asbestos containing. Materials having point count results <1% asbestos are considered non-ACM. If you choose the additional Point Count analysis, UES will pass-through these costs via a contract change order; and, Lead Based Paint Evaluation

Our lead-based paint assessment will include:

• Review available information concerning the structure including the initial date of construction, significant renovations, types of construction, and information regarding the use of the structure.

• Walk through and observe accessible areas within the structure to identify, locate, and assess suspect LBP.

• Collect up to six (6) paint chip samples from various walls for lead analysis.

• Provide a report documenting the sample collection procedures, locations, and results. Unless specifically noted in the proposal, no draft report will be issued. The fee estimate presented under this proposal includes an electronic copy of the Asbestos-Containing Material Survey report being submitted upon project completion.

The following conditions are anticipated prior to inspection of the structure and during the completion of the inspection:

• All areas requiring inspection will be accessible on the day(s) scheduled for the inspection.

Collection of bulk samples of suspect ACMs will be limited to those materials readily accessible.

• UES will make every effort to sample in the least destructive manner possible.

• Minor sampling damage will not be repaired.

• Destructive sampling techniques (such as wall and ceiling testing, carpet cuts to expose underlying flooring) will be employed in limited measures in the spaces inspected, and completed in a way to minimize disruption to operations and damage to building components. Extensive destructive sampling methods will not be used, and exploratory demolition of walls and/or removal of fixed items will not be conducted.

• Inspection and collection of bulk samples of suspect ACMs will be limited to those materials readily accessible. Spaces concealed by walls, floors, ceilings, etc. requiring access by demolition or other destructive means will not be investigated in order to minimize disruption to business operations and damage to building components. The presence of such spaces and the need for destructive investigation will be documented in the final reports. No attempt will be made to observe conditions in spaces not generally accessible, including but not limited to crawlspaces, pipe chases, plenums or confined spaces.

Deliverable: UES will prepare one Asbestos and Lead Based Paint Survey Report for the subject property.

A signed PDF copy of the report will be forwarded electronically upon completion (within 8 weeks of project commencement)

Subtask 5: Permitting Description: Anticipated permitting tasks are outlined below for the Southwest Florida Water Management District (SWFWMD), US Army Corps of Engineers (USACE), Pasco County Natural Resources Division (PCNRD), Port Richie, and Pasco County. Pre-application meetings will be scheduled by George F.

Young upon project commencement.

Note, no permitting is included for FDOT Access or FDOT Drainage as it is understood milling and resurfacing of the entrance is not proposed and stormwater runoff in the project limits maintains its historical flow away from FDOT facilities. Should any permitting services be required beyond SWFWMD, Pasco County, or USACE, additional design/permitting scope and fees will be handled in an addendum.

Provide Environmental Resources Permit (ERP) support, environmental input, and alternatives analysis.

Depending on the final project alternatives and impacts the permit may be a general permit or an individual permit. The permit type will be determined by the overall wetland impacts. Wetland impact avoidance and minimization will be used to avoid or minimize negative effects to wetlands, to the greatest extent possible. If necessary, wetland mitigation may be needed depending on the final wetland impacts.

The permit process includes the following:

• Pre-application meeting and agency coordination

• Wetland delineation (as per Part A above).

• Preliminary project assessment

• Alternatives analysis

• Avoidance and minimization of impacts

• Unified Mitigation Assessment Method (UMAM) analysis and mitigation options

• Permit application and submittal to agencies

• Agency coordination and RAIs

A protected species survey and review and archaeological and historical file review through the State Historic Preservation Office (SHPO) will be requited.

• Assessment of protected species and their habitats, on the subject property and coordination with US Fish and Wildlife Service (USFWS) and Florida Freshwater Wildlife Conservation Commission (FWC), if so necessary. The location of observed species habitats, nests or borrows will be documented, and a report with map(s) of the observed species and their habitats will be prepared. Recommendations for dealing with the protected species present during construction will be included in a Protected Species memorandum. Eagle nest # PS017, as identified by FWC, sits within the park’s boundaries. Any potential construction should take place outside of the 660 feet radius from the nest, and if not possible, construction activities should occur outside of the eagle breeding season.

• Coordination with the Florida Division of Historic Resources, State Historic Preservation Officer (SHPO) to determine if known archaeological and/or historic sites are present. This coordination and file review should provide information about known cultural resources sites. However, it does not include a survey for undiscovered or unknown cultural resources, which may require a Cultural Resource Assessment Survey (CRAS). GFY can coordinate and manage this task, which would be conducted by a SHPO-qualified archaeological and historical firm.

Assumptions

• Permitting for this project will involve SWFWMD, PCNRD and the USACE. The FDEP will have negligible involvement as the applicant is the FDEP.

• The plan is to avoid impacts to all natural resources at the park, and therefore avoid the necessity to do any major permitting, i.e., an individual ERP.

• General permits from SWFWMD is what is proposed.

• UMAM scores may be necessary and require approval through the SWFWMD and the USACE permitting process, if there are impacts.

• It is expected that some reconciliation regarding the project and potential impacts maybe necessary between the three agencies.

• Alternative analysis and avoidance and minimization of wetland impacts will be pivotal to preclude the need for mitigation.

• No on-site wetland mitigation is anticipated. If wetland impacts require mitigation, the wetland compensation will be conducted in a mitigation bank.

• No protected species or critical habitat should be affected by the proposed project.

• The eagle’s nest within the park, #PS017, is approximately 1000 feet from the closest of the three project construction areas. Therefore, there will be no impact to the eagle, hatchlings or the nest, regardless of the time of construction.

• No impacts to any cultural resources, archaeological or historic, are anticipated.

Subtask 5A: Southwest Florida Water Management District (ERP Minor Modification)

• Expected Minor Modification for reconfigured impervious area at the Park Ranger Station.

• Additional permitting/watershed modelling, or drainage related tasks beyond a minor modification is not anticipated and is excluded.

• Environmental aspects of the permitting process with SWFWMD are outlined in Subtask 5B.
