RE: CN200 TA16– George F. Young

Paynes Prairie State Preserve – Pavement Rehabilitation

Dear Mr. McCullum, For your review, George F. Young Inc. has provided a proposal summary and man‐hour documentation for professional surveying and engineering services for the pavement rehabilitation project through the Paynes Prairie State Preserve, purposed to extend the service life of the roadway and provide solutions to specific areas of base and pavement distress.

This scope reflects our previous meeting held on November 9, 2022, our understanding of the project, our research efforts, and the information provided. We trust the information contained in the attached proposal is consistent with your understanding.

Please review the attached Proposal Summary. We appreciate the opportunity to be of service to you on this project and look forward to working with you. Please feel free to contact me if you should have any questions or require any changes.

Sincerely, Jonathan Langston, PE Project Manager

Pavement Rehabilitation

Paynes Prairie State Preserve

DEP Agreement Number CN200, Task Assignment Number 16

Subtask 1: Survey

Description: GFY proposes to perform a detailed topographic survey including cross sections every 100‐ ft, a surface 3D model and traditional topo survey of the existing ground to include three shots, (one centerline, and each side edge of pavement). Trees within the limits of parking loops or within the limits of the unpaved shoulder (approximately 2’ outside the edge of pavement) will also be identified. Lastly, the handicap spaces in the Picnic/Boat Ramp parking loop will have additional elevation shots to aid in design necessary to meet ADA slope compliance and potential for sidewalk addition behind the handicap parking stalls.

Survey ‐ Paynes Prairie State Preserve Roadway

Includes mainline roadway limits from the Park Entrance off US‐441 South to the termination of

Savanah Blvd at the Alachua Savannah Visitor Center & Tower Parking Lot.

Also included in the “Mainline Roadway” is Puggy Road, located off Savannah Blvd running west terminating at the Puc Puggy Campground and Boat Ramp/Picnic Area.

Additional areas such as parking lots and campground areas are also included. Each of these additional areas described below are to be completed under the same effort and timeframe as the “mainline”.

Gate and Administrative Parking Area

Puggy Road Parking Loop

Puggy Road Campground Loop

Puggy Road Lakeside Parking Lot (boat ramp excluded)

Alachua Savannah Visitor Center & Tower Parking Lot

Deliverable: Survey deliverables will include an electronically signed and sealed topographic survey on 11x17 or 24x36 sheets in pdf format and .dwg CAD files. Paper copies can be provided upon request.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 1: Survey

Subtask 2: Geotechnical Engineering Description: Geotechnical Coordination and Evaluation is provided in the scope to aid in design. Pavement cores are being proposed to assist in evaluating the existing structural number and ensure our resurfacing plan will provide adequate strength and longevity of the proposed design. We also recommend additional hand auger borings to estimate the seasonal high ground water table (SHGWT) and ensure areas of significant pavement distress are not the result of a perched water table. The geotechnical data will be obtained at the time of the survey phase.

Additionally, geotechnical investigation around the proposed culvert replacement has been provided in

Subtask 2B. This will ensure the necessary information is gathered for structural design of the in‐kind pipe culvert replacement.

Subtask 2A: Geotechnical Report Pavement ‐ Pavement Cores

Clear utilities at the site through Sunshine One Call.

Provide Maintenance of Traffic (MOT). MOT will include signage and cones. Since it is a lightly trafficked roadway, we anticipate one flagman will be sufficient.

Mobilize to the site with coring equipment.

Advance fourteen (14) cores through the asphalt wearing surface, limerock base course and stabilized subgrade (if present) to determine their thicknesses. We will patch the cores with cold patch asphalt. You should consider the patches to be temporary.

Advance seven (7) auger borings to depths of 5 feet depth. The auger borings will be performed at locations to provide anticipated seasonal high groundwater levels spread across the site.

Develop a Geotechnical Pavement Report documenting the following:

o Existing site conditions.

o Exploration, testing and sampling methods.

o A tabulation of the coring results.

o Auger boring logs and estimates for the seasonal high groundwater table.

o Preliminary recommendations for milling and resurfacing and preliminary recommendations for pavement design. If detailed information regarding the average daily traffic (ADT), ESALs, serviceability, design life, etc. can be provided a more detailed pavement design can be provided.

Deliverable 2A: The results of the exploration will be presented in electronically provided geotechnical engineering report in PDF format.

Performance Measure 2A: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

2B: Geotechnical Investigation at Culvert Replacement Location

Clear utilities at the site through Sunshine One Call.

Provide Maintenance of Traffic (MOT) consisting of flagmen, signs and cones. We anticipate FDOT Index 102‐603 will be utilized.

Mobilize to the site with limited access drilling equipment.

Perform two (2) Standard Penetration Test (SPT) borings to a depth of 30 feet bls in accessible areas.

Collect one (1) soil samples for corrosion series testing.

Upon completion of the field testing, we will backfill the boreholes with the soil cuttings and/or grout.

Perform visual classification of the soil samples obtained from the soil borings to confirm field classifications.

Perform soil laboratory classification tests on representative samples, as considered appropriate.

These tests may include the percent passing the No. 200 sieve, natural moisture content, corrosion series, organic content, and Atterberg Limits tests.

Develop a Geotechnical Investigation Report at the Culvert Replacement Location documenting the following:

o Existing site conditions.

o Exploration, testing and sampling methods.

o Subsurface soil conditions encountered and Unified soil classifications, including any unsuitable materials encountered.

o Depth to groundwater at the time of the exploration and estimated seasonal high, if encountered.

o Box culvert expansion recommendations.

Also included is Puggy Road, located off Savannah Blvd running west terminating at the Puc Puggy Campground and Boat Ramp/Picnic Area. Additional areas such as parking lots and campground areas are also included.

Roadway plans will include a best fit alignment, detailed resurfacing typical sections, plan sheets, and cross sections as need for construction documents. Roadway plans will include an Opinion of Probable Cost at 60% utilizing FDOT Historical Costs.

Civil Engineering services shall include construction documents with two (2) pavement designs to include a standard milling and resurfacing (in‐kind) and reconstruction options.

There are no stormwater concerns at this time as impervious areas are not anticipated to increase for this maintenance related scope of work. Note that the proposed culvert, weir, and headwall replacement is to replace “in‐kind”. Should the culvert be replaced with something different from the existing condition, additional stormwater, watershed modelling, and design efforts could become necessary and is not currently included in this scope of work.

This scope of services is limited to the maintenance of the pavement structure within Paynes Prairie Preserve State Park; efforts to alleviate ADA issues within the park limits are limited to the known area of the handicap parking stalls at the Boat Ramp and Picnic Area Parking Lot near the restrooms.

The 60% roadway submittal will contain, the title, general notes, existing conditions, roadway alignment and project overview sheets, typical sections, and summary of quantities.
