About this file

This document is a Task Assignment Form (Attachment C) and supporting proposal executed under Professional Services Contract No. BS136 between the Florida Department of Environmental Protection (FDEP) and Atkins North America, Inc. The assignment is dated February 9, 2023, and establishes Task Assignment Number 14 for GIS (Geographic Information Services) support. Key FDEP personnel include Project Manager Tracy Woods and Contract Manager Avery Lehmann, while Atkins is represented by Matthew Taylor (Contractor Representative and Vice President). The contract involves collaboration with the National Center for Computational Hydroscience and Engineering (NCCHE) at the University of Mississippi to support the Florida Dam Safety Program.

The scope of work requires Atkins to create a single mosaic high-resolution Digital Elevation Model (DEM) raster covering the entire State of Florida for integration into the DSS-WISE Lite dam-break flood modeling software. The project comprises two tasks: Task 1 involves collecting and reviewing available USGS 1-meter terrain data, recommending a merging methodology, and documenting interpolation approaches, valued at $3,387.11; Task 2 involves preparing and delivering draft and final composite raster files meeting NCCHE specifications, valued at $14,018.89. The total fixed-price contract value is $17,406.00, with invoicing contingent upon FDEP acceptance of deliverables. The project timeline extends 117 calendar days from the Notice to Proceed, with Task 1 anticipated to complete within 30 days plus 14 days for FDEP review, followed by Task 2 at 45 days for draft development, 14 days for review, and 14 days for final revisions. Data sources are limited to the U.S. Interagency Elevation Inventory, and the work assumes compilation of existing mapping sources with no new survey data collection.

RE: DEP WR Contract: BS136 Project Proposal

Geographic Information Services (GIS) of a single mosaic high-resolution digital elevation model using available information for use in the DSS-WISE Lite software

Dear Ms. Woods, At your request Atkins is pleased to provide this proposal for GIS Services to support the Florida Dam Safety Program.

Background

DSS-WISE™ Lite is a web-based, automated two-dimensional dam-break flood modeling and mapping capability developed by the National Center for Computational Hydroscience and Engineering (NCCHE), the University of Mississippi. The development of the web-based tool and its operation and maintenance is supported by the U.S. Federal Emergency Management Agency (FEMA)

In support of the Florida Dam Safety Program, the DSS-WISE Lite Tool is intended for use by dam owners, their representatives, and governmental regulators for the development of dam breach flood inundation mapping and to estimate the consequences of potential dam failures in the determination of the population at risk in the event of a failure.

The DSS-WISE Lite Tool uses a default 10m LiDAR data terrain in the modeling process. The Florida Dam Safety Program is in discussion with NCCHE to provide a higher resolution FDEM to be added to the Tool.

This GIS support is to provide the DEM to NCCHE in the format they specified that is included in the scope of work outlined in this proposal. The costs for NCCHE to include the provided DEM are not part of this proposal.

Scope of Work

Atkins will provide professional services related to GIS support to create a single mosaic high resolution DEM raster that covers the entire State of Florida. The DEM will be provided to NCCHE for input into DSS-WISE Lite software, developed by the NCCHE. The work will be performed in conformance with the following guidelines provided by NCCHE to FDEP.

“What we (NCCHE) are looking for to integrate into DSS-WISE Lite would be a single mosaicked DEM raster which covers your entire state. This way we are not the ones generating any of the data, and you can be sure that you generate, aggregate, or put together the data in the way that meets your own standards. Some states have data separated by county or similar, and we want to avoid having any issues at the edges, overlapping regions, etc. for these different datasets by leaving the mosaic process up to the state. We can read just about any of the standardized GIS raster formats, but we prefer a geotiff (IMG is also ok). So here is what we are looking for:

Single mosaicked geotiff DEM raster for the state.

Spatial reference is up to you, but it needs to be in the raster file metadata or made known to us. The fewer times the data is reprojected or resampled in raster form, the better, so it's good for you to only do this once if absolutely necessary.

The cell size is up to you, but it should match the source data if at all possible for the same reason as the previous bullet point.

Vertical datum is NAVD88, which is the default for USGS DEM products.

Vertical units in meters, although we can convert to meters if necessary.

NoData value set as appropriate and given in the DEM raster's metadata or made known to us.

Atkins will perform two tasks to accomplish this work. The first task is to collect relevant data using the U.S. Interagency Elevation Inventory (https://coast.noaa.gov/inventory/) that includes the USGS 3DEP data, to review the data, and to recommend a plan for creating a single mosaic high resolution DEM raster as requested by NCCHE.

The second task, after consultation with FDEP and NCCHE, will be to prepare and deliver the single mosaic high resolution DEM raster. For this effort not all data will be 1-M but instead that data are available on the U.S. Interagency Elevation Inventory for the entire State at 1 M, 3 M, and 10 M resolutions. Atkins will seam together the most current data available from this data source.

Task 1. Collect and Review Available USGS 1-meter Terrain

Atkins will collect the data at the current resolution available.

Atkins GIS Specialist will review the collected data and recommend the following:

Proper merging of the datasets based on data accuracy and the year the data was captured.

Atkins will document the methodology that will be used to interpolate any gaps in data coverage to best-fit the jumps and dips.

Atkins will coordinate with FDEP and NCCHE to discuss any issues encountered during the review of the collected data.

Deliverables:

1) A summary report of the selected LiDAR dataset to be compiled within the DEM.

2) A summary of the coordination call between Atkins, FDEP, and NCCHE.

Performance Measure: Deliverables will be reviewed by the Department to confirm that they are complete, accurate, and timely.

Task 2. Delivery of a Single High Resolution Mosaic Raster

Atkins will prepare a single composite raster meeting the requirements established upon completion of task 1.

Deliverables:

1) A single statewide DRAFT DEM raster file, including metadata and interpolation methodology.

2) After review by DEP and any necessary revisions, a single statewide FINAL DEM raster file, including metadata.

Performance Measure: Deliverables will be reviewed by the Department to confirm that they are complete, accurate, and timely.

Assumptions

Atkins work is limited to compilation of existing mapping sources and submission to FDEP of the raster file identified in Task 2. No new mapping will be performed.

Data sources are limited to U.S. Interagency Elevation Inventory data. Atkins will not collect data from individual governments to compile with the USGS data.

No new survey data will be collected.

The above services can be provided as Additional Services to this agreement if required by the

FDEP.

Atkins will perform the services on a fixed price basis and, due to the short delivery timeline, may invoice each task upon FDEP acceptance of the task deliverables. Task 2 is dependent on the results of Task 1. Atkins will proceed on Task 2 upon additional authorization from

FDEP.

The fixed-price lump sum compensation for each deliverable is identified in each task.

Invoicing will be accompanied by a brief description of the work effort completed, including deliverables achieved. Compensation will not be paid for a deliverable until the deliverable has been completed and accepted by the FDEP.

Project Schedule

The proposed scope of work will begin immediately upon notice to proceed (NTP). It is anticipated that project schedule will proceed as follows:
