RE: DEP WR Contract: BS136 Project Proposal
Dam Safety Support- Development of data for state-regulated dams to support DEP evaluation of hazard potential classification updates to the National Inventory of Dams (NID)
Dear Ms. Woods:
At your request, AtkinsRéalis (Atkins) is pleased to provide this proposal to provide technical support including development of data for state regulated dams and assistance to the Florida DEP (FDEP) in the state’s effort to reevaluate the downstream hazard potential classifications for dams identified in the NID.
Background
The FDEP is the state agency responsible for regulating dam safety in support of the National Dam Safety Program (NDSP). DEP and the five Florida Water Management Districts form the Florida Dam Safety Program, with regulatory authority assigned by geographic coverage area, ownership, or use.
In support of the NDSP, FDEP provides data to the US Army Corps of Engineers who maintain the NID.
The NID has 1070 state regulated dams in Florida.
The NID includes data related to the regulated dams. It is common across the US that the physical data for dams listed in the NID was developed many years ago and may not accurately reflect the present-day physical data related to the regulated dam.
In Florida, the determination of the downstream hazard potential classifications of state regulated inventory of dams has been sporadically updated. According to the NID, Florida has 95 state regulated high hazard potential dams. A high downstream hazard potential dam classification is based on the determination for a potential for loss of life in the event of a dam failure.
According to the NID, Florida has 335 state regulated significant hazard potential dams, 433 low hazard potential dams, and 207 unknown hazard potential dams.
From a public safety perspective, it is important to accurately document the downstream hazard potential classification for the dam inventory. Florida has experienced extremely strong population growth, and the current downstream hazard potential classifications may have increased due to downstream development. It is critically important to focus on the 975 dams in the state regulated inventory that are not classified as high hazard potential to determine whether the potential for life loss exists in the event of a dam failure and the hazard potential classification should be identified as high hazard.
In 2023, FDEP invested in a modification to the DSS-WISE™ Lite dam breach modeling and mapping tool in anticipation of reevaluating the downstream hazard potential classifications of dams. DSS- WISE™ Lite is a web-based, automated two-dimensional dam-break flood modeling and mapping capability developed by the National Center for Computational Hydroscience and Engineering (NCCHE), the University of Mississippi. The development of the web-based tool and its operation and maintenance is supported by the U.S. Federal Emergency Management Agency (FEMA)
The purpose of this project is to focus on a sample segment of the 975 state regulated dams listed in the NID that are not categorized as high hazard potential, particularly those with an undetermined downstream hazard potential. Since dam breach flood inundation mapping may not be readily available for most the 975 dams to document whether population at risk is in the dam breach flood inundation area, a phased screening process will be used to identify dams likely to be high hazard potential and dams not likely to be high hazard potential. DSS-WISE Lite modeling will be performed for sunny day failures at the estimated top of dam elevations to confirm the population at risk (PAR) in the dam breach inundation zone, thereby indicating dams with high hazard potential classifications.
This is a pilot application of using DSS-WISE Lite on a segment of the regulated dams in Florida.
The lessons learned and number of hours needed to conduct blocks of dams to estimate PAR using DSS-WISE Lite will be documented. This will provide FDEP data for budgeting purposes to perform additional DSS-WISE Lite modeling for future blocks of dams.
As part of this project, AtkinsRéalis will develop and test new methodology to estimate missing dam physical data from available terrain that is required to run DSS-WISE Lite. It is anticipated that data gaps exist for many dams such dam height, dam elevation, and storage volume to top of dam that will need to be estimated from terrain for use in DSS-WISE Lite modeling.
The following scope of work identifies the methodology that will be used for this project.
Scope of Work
The work is divided into four tasks.
Task 1-Documentation of the methodology to fill data gaps and estimate PAR
Task 2- DSS-WISE Lite modeling to estimate FL PAR for select dams
Task 3- FDEP training on the use of DSS-WISE Lite
Task 4- Training of FEMA P-946 (July 2013) for use on Florida regulated dams
Task 1. Documentation of the methodology for filling data gaps and estimating potential life loss
PAR in dam breach inundation areas is typically determined by identifying the presence, even partially, of residential and non-residential building structures located in the dam breach flood inundation area.
This first task is to document the methodology that will be used to define PAR. Transient PAR, such as the temporary presence of populations typically associated with recreational activities or on high traffic count roadways that transect dam breach inundation areas will not be considered.
The methodology used in Virginia to consider traffic counts for specific categories of roadways will be documented for consideration by Florida.
In addition, standard procedures and methodology will be documented for modeling of dam failures using DSS-WISE Lite. To run the model a location, top of dam elevation, and a storage volume is needed. The NID contains some of the required data but for many dams there may be data gaps.
For instance, the dam hydraulic height, storage volume, and lake surface area at normal pool may be readily available. However, the top of dam elevation and the storage volume at top of dam may not be available to simulate a sunny day failure at dam brim full.
To minimize project cost, AtkinsRéalis proposes that the NID data be used as is and supplemented. For this effort, AtkinsRéalis will use the NID latitude and longitude to locate the dam on the Florida terrain previously developed by AtkinsRéalis for use in DSS-WISE Lite.
AtkinsRéalis did not keep a copy of the terrain dataset that was sent to FDEP on a portable hard disk. FDEP will need to provide the data back to AtkinsRéalis. Using the terrain, AtkinsRéalis will locate the dam (document new lat. and long. if needed). We will identify the top of dam elevation using the hydraulic height from the NID. Any major differences compared to the terrain will be noted and reconciled. Using terrain, the elevation of the normal pool (visual of lake surface) will be estimated. Using GIS techniques, a polygon will be established for the surface area upstream of the dam at the estimated top of dam elevation. The surface area at the top of dam and the surface area at normal pool that is identified in the NID will be used with the elevation difference from the normal pool to top of dam to establish the storage volume above normal pool. This will be calculated using a simple conic method. This volume added to the normal pool storage volume in the NID will establish the top of dam storage volume.
It is proposed to use DSS-WISE Lite to model a sunny day failure. A piping failure set at a specific standard (such as at 1/3 the dam height) will be performed. Breach parameters will be consistent with FEMA P-946. A standard method for estimating breach parameters will be used on this project.
DSS-WISE Lite has a consequence module that can be used to estimate PAR. The HCOM module uses a LandScan raster dataset to estimate PAR. For this project, DSS-WISE Lite will be used to calculate PAR.
A technical memorandum will be prepared to document the methodology and what datasets are to be used for determining the dam breach flood inundation areas and for estimation of PAR. The technical memorandum will document the dam breach scenario, how far downstream of the dam for which PAR will be determined, where data will be obtained for modeling the dam breach and mapping the flood inundation area and what models, and datasets will be used to establish
PAR.
Deliverables:
1. Draft technical memorandum.
2. Final technical memorandum addressing FDEP comments.
Performance Measures: Deliverables will be reviewed by DEP to confirm that they are complete, accurate, and timely.
Task 2. DSS-WISE Lite modeling to estimate FL PAR for select dams.
AtkinsRéalis will perform simplified dam breach modeling for the estimation of PAR for a portion of the 975 significant, low, and unknown hazard potential dams.
The number of dams to be modeled is dependent on potential for use of automation to mass produce may models quickly and the availability of data, a minimum of 50 sites will be evaluated.
AtkinsRéalis will recommend the initial list of dams to be studied starting first with undetermined risk dams then progressing to the significant and low hazard potential dams in that order. FDEP would have the final say in the selection of dams modeled and in what order.
The DSS-WISE Lite modeling will be performed consistent with the methodology developed as part of Task 1 and approved by FDEP.
Assumptions Some dams may have missing NID data, in addition to the missing stage storage at the top of dam, and those dams will be excluded from this list of dams for the determination of PAR.
It is assumed no more than 1.5 hours per dam for an engineer and 1.5 hours per dam for a GIS Specialist is required to complete the modeling and estimate for PAR.
AtkinsRealis will estimate PAR for a minimum of 50 dams using data included from the
NID.
AtkinsRealis will use NID data in the determination of the sunny day dam breach flood scenario.
The DSS-WISE HCOM module uses a depth times velocity method to estimate PAR.
No field observations, measurements or surveys will be performed.
Deliverables The following deliverables will be provided:
1. Draft DSS-WISE Lite generated reports for each dam, DSS-WISE Lite generated files, Digital datasets used to calculate PAR, and Excel spreadsheet with key dam data and the FL dam safety PAR.
2. Final DSS-WISE Lite generated reports for each dam, with consideration of DEP comments.
Performance Measures: Deliverables will be reviewed by DEP to confirm that they are complete, accurate, and timely.
Task 3- FDEP training on the use of DSS-WISE Lite
AtkinsRéalis will conduct a webinar via Teams with FDEP and invited guests on how to use DSS- WISE Lite, The Teams session will be recorded for use by FDEP for additional training.
AtkinsRéalis will provide up to two (2) office hours sessions with FDEP to review, troubleshoot, or conduct more one-on-one training on the use of DSS-WISE Lite.
Assumptions The office hours are virtual via Microsoft Teams No best practices or guidance documents on the use of DSS-WISE Lite will be developed.
