SCOPE OF SERVICES

MS4 GIS Inventory (Municipal Separate Storm Sewer System)

For Major Outfalls

Task Order under FDEP Professional Services Contract No. BS136

Background

The Florida Department of Environmental Protection (FDEP or Department) currently permits roughly 400 MS4s (Municipal Separate Storm Sewer System) throughout the State. The Department has been tasked with creating a state-wide MS4 GIS inventory and FDEP has requested Atkins (Consultant) to develop a comprehensive Florida state-wide MS4 outfall geodatabase as a first step in this process. This will be achieved by acquiring and converting existing MS4 inventories into a format that fits into a centralized geodatabase to be maintained by FDEP. The Department will collect inventories, transmit that collected data to Atkins and Atkins will convert the data into a standard format and store the consolidated data in a geodatabase.

Per the project description provided by FDEP, substantial staff resources are anticipated to be needed to compile, convert, quality check, and maintain the GIS database. Atkins will assist with all elements of that effort except for maintaining the database, which is only included in this scope of services as optional not-to-exceed support services. As also stated in the project description, inventories for each permit-holder may be updated with permit reissuance every 5 years which will require regular updates to the GIS database. Atkins will complete their assignment with recognition of this long-term goal, but this scope and associated fee statement only includes those required regular updates as optional not-to-exceed services.

Project Overview There are 229 MS4 Phase 1 permits and co-permittees, which have outfall quantities ranging from 1 to over

400. Permit holders currently maintain their MS4 inventories in a variety of media, including paper, GIS, CAD, latitude/longitude, and other formats. MS4 structural control inventories include stormwater outfalls, catch basins, pipes, ditches, swales, retention and detention ponds, exfiltration trenches, and other types.

The number of outfalls recorded in each format type are currently unknown, as is the overall magnitude of the data. The magnitude of the data has been loosely quantified by FDEP in the project description as “massive amounts”. Additionally, based on review of the data already received, FDEP has made some rough estimates as to the quantities and type.

The rough estimates provided by FDEP are referenced within this scope and offer a general idea as to the magnitude and type of data that will be involved in this project. It should also be noted that not all the data that will be involved in this project has been received by FDEP. As such, even if all existing data had been stratified, the remaining unknowns associated with data yet to be received cannot be fully quantified at this time. As the intent of the project is to complete a portion of the work by June 30, 2021 and as the magnitude of the effort is already known to be large, it is not practical to delay start of the work until all unknowns can be fully quantified. As such, it is recognized that the scope and fee for this project will need to be adjusted as the project progresses and these unknowns become fully quantified.

A good faith effort was made to provide a scope and fee estimate that will allow completion of a portion of the work, while better quantifying the extent and types of the data as that information will be required to allow a full scope, fee, and schedule to be completed. The associated fee and all elements of this project are contingent on those assumptions being valid and reliant on the assumed quantities that are presented herein. Variation between the actual data types and quantities will be subject to scope and fee adjustment.

Scope

The project will be divided into four separate tasks. Task 1 will include review of the data in order to provide accurate estimates of the total work effort and validate assumptions. The first task will also include an assessment of opportunities to automate the transfer of data and finalization of the scope, fee and schedule for Task 3. Task 2 involves handling a portion of the available data that is already existing in a GIS format that will allow for quick and easy conversion into the geodatabase. Task 2 will allow progress to be made towards the final deliverable while Task 1 is being completed and additional data is still being collected by

FDEP.

Task 3 will address the remaining elements of the project and Task 4 sets aside funds to address regular geodatabase updates and other services that can be performed on a not-to-exceed /as needed basis.

Tasks 3 is not included in this fee and the scope for this Tasks will be better defined after the conclusion of Task 1 and 2. The fees for Task 4 are considered as-needed services and can be utilized at the description of the FDEP. Funds in Task 4 require FDEP authorization to utilize. Fees for Task 4 can be adjusted if needed by amendment. Each task is outlined in more detail below.

Task 1 – Data Review and Work Plan

Task 1 will involve a data review, validation and development of a work plan and will serve to better refine assumptions within this scope. Revisions that may be required to this scope, fee and schedule as a result of information quantified during this task will be provided as a deliverable after completion of Task 1. All activities within this task will be based solely on data provided to Atkins by FDEP.

General Specifications and Requirements

FDEP will collect and provide Atkins with all MS4 data which is to be included in the final MS4 geodatabase.

Concurrent with the notice to proceed, the Department will provide all available data to Atkins. Additional data collected after the notice to proceed will be provided to Atkins by the Department as it is received.

Copies of the annual reports submitted by each of the 229 entities will also be provided during this phase and information within those reports will be used to assist to quantify unknown quantifies of the various database items.

The MS4 geodatabase will be developed in ArcGIS <Arcmap 10.8> / ArcGIS Pro 2.6 using the schema design developed by FDEP and contained as Attachment 1. The Consultant will apply appropriate quality assurance methods to ensure that deliverables meet industry standards.

Task 1a: Data review

This task includes reviewing the FDEP provided MS4 major outfall data and creating a matrix that documents: MS4 facility name/permit, the data format (GIS, paper, etc…), and the number of major and minor outfalls associated with each MS4. Atkins will also quantify the number of control structures conveyances and ponds in the received data and within copies of the annual reports provided to FDEP by each of the 229 entities. Based on the volume and status of the provided data, the quantification of these elements may not be able to be precise but should provide a foundation for Task 3 work.

As shown in Attachment 1, FDEP provided GIS schema for four (4) items:

1. Outfalls (which includes major and minor)

2. Controls structures

3. Conveyances

4. Ponds

As such, it is assumed that all data received will be pre-categorized into these four items and that Atkins will not have to determine the categorization for items (such as swales and ditches) that may be arguably classified in more than one category. It is also assumed that there are 229 MS4 Phase 1 permit holders for which we will receive data. Additional permit data sets beyond this quantity may result in the need for a supplemental fee.

Task 1b: Automation review

Atkins has proprietary artificial intelligence techniques that may be applicable to this project. Under this task, Atkins will review the applicability of using this software / technique to aid in processing of the provided data, which may involve some testing. If it proves useful, it could result in a reduction of the staff hours required to review and transcribe some data sources for input into the geodatabase. The review will end in a determination of its usefulness to this project and any changes in approach, scope or fee will be considered during Task 3 as this is applicable only to the elements not already in GIS format.

Task 1c: Workplan development

Atkins will develop a Workplan which will serve as the framework for Task 3. This workplan will include a summary of the data collected in Task 1, a plan for how each form of data (GIS, paper, etc…) will be processed and inputted, and a data validation and quality review plan for the MS4 geodatabase deliverable.

Task 1d: Project Management / Coordination

A project management plan will be developed for the project following notice to proceed.

This task also includes four (4) meetings up to 1-hour in duration during Task 1. It is assumed that there will be one meeting following FDEP delivery of the MS4 data, one on automation following testing, one following the workplan development and submittal, and one meeting to discuss remaining Tasks.

Task 1e: Quality Control

A quality control plan will be developed for the project. Quality reviews will be performed on intermediate and final deliverables. It is anticipated that ESRI’s Data Reviewer extension will be utilized as a tool for data validation and quality review.

Task 1 Deliverables:

i. Workplan with a summary of the data collected and results of automation review

ii. Quantification of the extent and types of data to be compiled into the final geodatabase

a. Based solely on data provided by FDEP during Task 1

iii. Summary of scope, fee and schedule revisions as/if required after quantification of the data

Task 2 –Geodatabase Set up and Limited Data Transfer for Major Outfalls

Due to the time sensitive nature of this project and the large amounts of data that will need to be compiled, it is not practical to delay the data complication efforts until Task 1 is completed. As such, Task 2 allows funding for bringing a portion of the major outfalls that are already in GIS format into the geodatabase.

Transitioning major outfall data into the geodatabase was stated as the priority by FDEP, as such only those items will be included in this task. This task provides allowances to immediately begin processing GIS data while activities related to quantifying the total dataset and best approach to handle data not in GIS format are ongoing under Task 1.

This task will only address transfer of the major outfall data that exists in GIS format and only to the stated limits herein. As the total quantifies of data have not yet been quantified, the quantities assumed under this task have been estimated based on information provided by FDEP. As such, the quantities are not-to-exceed upset limits and no work outside of those upset limits will occur. Required quantities over the assumed upset limits will be included in additional services for additional fees under Task 3.

Task 2a: Creation of Geodatabase An MS4 geodatabase will be developed in ArcGIS <Arcmap 10.8> / ArcGIS Pro 2.6 using the schema design developed by FDEP and shown in Attachment 1. The Core field descriptions for each Item will be included consistent with Attachment 1.

There will be only four Items in the geodatabase:

1. Outfalls (which includes major and minor)

2. Controls structures

3. Conveyances

4. Ponds

Each of these four items will be set up to contain the core data field and only the data represented in the schema shown in Attachment 1. This task only addresses the first item on the above list and is limited to major outfalls.

Task 2b: Limited Data Transfer for Major Outfalls

As seen in Attachment 2, FDEP provided data related to the quantity of major outfalls for 65 of the 229 permittees. Based on this provided data, there are 1,853 major outfalls associated with those 65 permittees. Using only this partial list and assuming it is a representative sample, it can be estimated that approximately 6,525 major outfalls exist.

FDEP also provided a guideline assumption that 80 percent of outfall data is in GIS format, and the remaining outfall data is in other formats. Using that provided guideline, of the known 1,853 major outfalls 1,482 (or 80 percent) is assumed to be in GIS format and the remaining would be in other formats.

Using the assumed 6,525 major outfalls over the entire 229 entities and the assumed 80 percent in GIS format there would be 5,220 major outfalls. As FDEP has stated that incorporating all major outfalls is critical to the project, this Task will assume transition of data for up to 5,000 major outfalls that are already in GIS format into the geodatabase. The outfall data that will be brought into the geodatabase is only data that is already in GIS format.

Atkins will work to develop an approach to prioritize data transfer in order to prevent partial tabulation of outfalls among the various 229 entities whenever possible. All data contained in the geodatabase will follow the schema provided by FDEP and contained as Attachment 1.

It should be noted that as the data is not avaible for review, completion of this Task assumes that all data that is unavailable, null, missing or not populated will remain as such in the data field(s) within the geodatabase. Extra data fields not included in the FDEP schema will be ignored under this Task and not migrated. Additionally, data field appearing in duplicate within the provided data will be ignored under this Task. Errors that require reconciliation in order to allow transfer to the geodatabase will not be addressed under this Task and can be included as additional services. Reconciliation of these items can be address under Task 3, but are not included within, Atkins is also not responsible for verification of data for accuracy apart for performing quality checks to ensure the data was transferred accurately. Atkins will not be responsible for data errors within the source data, and therefore potentially propagated into the FDEP geodatabase. It is noted that the level of effort for this task is difficult to fully quantify due to the extent of the assumptions and unknowns and as such, if the level of effort extends beyond the parameters associated with the built-up fee, additional fees will be required.

Task 2 Deliverables:

i. GIS geodatabase populated with up to 5,000 MS4 major outfalls

Task 3 –Geodatabase Population (Fee to Be Determined and Services Provided as a Supplemental)

After the completion of Task1, a quantification of the data and its formats will be provided. Task 1 will also include an assessment of the potential for automating input of data not already in GIS format, and a proposed approach for transferring remaining data into the geodata base. Until Task 1 is complete, it will not be possible to provide an accurate scope, fee or approach for Task 3. This is particularly relevant as FDEP may choose to prioritize outfalls over other conveyances and may choose to handle conversion of the other items on differing timelines and in differing tasks as a result. The subtask contained herein may need to be adjusted after Task 1 is completed and final fee estimates for this Task are presented.

Task 3a: Data input

This task includes input of the data into the FDEP geodatabase following the workplan developed during Task 1. The data and type transferred under this task will be to the limits identified by FDEP after completion of Task 1.

Task 3b: Database Maintenance Memo

A memorandum will be created that documents procedures for recommended database maintenance, so that knowledge captured during this project can be used during regular updates to the GIS database.

Task 3c: Project Management / Coordination

The project management plan developed in Task 1 will be followed and amended if necessary. Coordination and/or meeting time will be affected by the estimated duration of the project which will not be estimated until the end of Task 1.

Task 4: Quality Control

The quality control plan developed in Task 1 will be followed and amended as necessary. Quality reviews will be performed on intermediate and final deliverables. It is anticipated that ESRI’s Data Reviewer extension will be utilized as a tool for data validation and quality review.

Task 3 Deliverables:

i. GIS geodatabase with MS4 major outfalls, minor outfalls, control structures, conveyances and ponds to the limits of the quantities estimated in the final deliverable associated with Task 1, and in accordance with the future fee, schedule and amended scope.

ii. Recommended Database Maintenance Memorandum

Task 4 –Not to exceed Database maintenance and other services

Regular updates to the GIS database will be required after its completion. This Task allows Atkins to support FDEP with services to support those maintenance activities on a time and materials, hourly basis with a not-to-exceed limit. FDEP may also require assistance with data compilation and data transfer in order to collect the material in a fashion suitable to allow completion of other activities within this scope.

As such, services can also be provided by Atkins under this Task to assist with those efforts on an hourly, time-and-material, not-to-exceed basis. Use of the funds set aside in this Task require prior cleint approval. Atkins will furnish FDEP with an estimate of the hours and staff levels to be incurred based on a request by the client. While a good faith effort to estimate staff types and hours will be provided, variances from that good faith effort will still be billed to the client in accordance with the billing rates and incurred hours up to the limits of the Task.

There is no fixed scope for the services that will be provided under Task 4. All services that will be delivered under Task 4 will be billed on a cost incurred basis in accordance with the master contract rates based on the assigned staff and their corresponding titles. All services will cease once the Not-To- Exceed (NTE) upset limits of compensation are reached; at which point the scope of services associated with Task 4 will be deemed complete regardless of the status of any individual task or the total time remaining in the project. The scope for Task 4 will also be deemed complete if the project ends before the Consultant reaches the increased NTE limit for this task.

Some fees and services associate with this task will require a supplemental as some activities cannot begin until after the geodatabase has been developed upon the conclusion of Task 3.

Schedule

Work under this task order is expected to commence with the notice to proceed, anticipated no later than January 4, 2021. Duration of the schedule will depend on the results of Task 1 (Data Review and Workplan).

Once quantities and data types are known, a schedule will be submitted. Task 1 and 2 activities will be targeted for completion by June 30, 2021, but that schedule is reliant on timely receipt of data and cannot be guaranteed until the received data is reviewed. Due to the number of uncertainties, the target completion date is not binding, however services that extend more than 3 months past this anticipated date will required additional scope and fee. ATKINS shall prepare and submit progress reports on a monthly basis.

Consulting Fees

Compensation shall be fixed cost (lump sum) and invoiced on a percent complete basis for all Tasks except Task 4 which will be time and materials, not to exceed.

A detailed breakdown of the fee estimate is attached. Rates used to establish the fee on this task order are based on the billing rates established for the Professional Services Contract No. BS136 (Attachment B: Rate Schedule). The hours and staff categories used in the build-up to the lump sum fees are approximate and may vary based on the variety of the assumptions associated with the work and how that may impact the level of staff needed to complete the work efforts. All elements will remain lump sum.

Each invoice submitted by Atkins will include a detailed list of the specific work performed during that invoice period.

Lump Sum

Task 1: Data Review and Workplan $87,338.21

Task 2: Geodatabase Set up and Limited Data Transfer for Major and Minor Outfalls $288,882.62

Task 3 –Geodatabase Population Not included

Total Lump Sum Tasks $376,220.83

Time and Materials, not to Exceed

Task 4 –Not to exceed Database maintenance and other services $19,987.42

Total LS and NTE Tasks $396,208.25

Assumptions:

1. All MS4 information that need to be placed into the geodatabase will be provided to Atkins by FDEP.

Atkins will not be soliciting or collecting data from MS4 permit holders.

2. Atkins is not responsible for working with the permittees to clarify data. If clarifications about data from any of the 299 permittees is required, Atkins will alert FDEP who will be responsible for providing clarification from the permittee directly to Atkins.

3. All meetings are assumed to take place via telephone and there will be no travel associated with this task work order.

4. All data will be provided by FDEP to Atkins timely with data required for Tasks 1 and 2 being provided concurrent with the notice to proceed.

5. All avaible data will be provided to Atkins concurrent with the start of the work assignment including the annual reports submitted by each permittee. All remaining data needed for completion of all tasks will be provided no later than January 30, 2020. If data is received after this date, schedule, scope and fee may need to be adjusted

6. Concurrent with the stated parameters, it is anticipated that the final deliverables for Tasks 1 and 2 will be provided by Atkins to FDEP by June 30, 2021. In order to meet this deadline, Atkins is reliant on timely responses from FDEP and timely transmission of data received from the permittees. As the magnitude and format of the data is not yet quantified, it is also possible that this deadline may not be feasible and a final determination on that cannot be made until after completion of Task 1. As such, no guarantees regarding final delivery date can be made.

7. FDEP has created the Geoform associated with the final geodatabase and that Geoform will be provided to Atkins for use concurrent with the notice to proceed. It is assumed that the Geoform will be suitable for all elements of this project without modification. Any modification to the Geoform after the initial transmittal will require a change in scope and fee.

Additional Services

This task order can be expanded to include additional services related to creation and maintenance of the geodatabase or unforeseen related task that may be identified after the completion of Task 1. Allowances to address these services on a not to exceed (NTE), hourly time and materials (T&M) basis was provided by including of Task 4.

List of major outfalls

Not all of the 229 Phase I MS4 permittees will have Major outfalls. Those that do range from 1 outfall to 400+ outfalls. Without logging into the network drive and reviewing hundreds of documents, I can’t give an exact number of how many outfalls per permittee; however, I’ve compiled a quick spreadsheet of ~65 permittees and their Major Outfall counts.
