SCOPE OF SERVICES

MS4 GIS Inventory (Municipal Separate Storm Sewer System)

Trash and Audit Field Mapping and Reporting

Task Order under FDEP Professional Services Contract No. BS136

Project Understanding

The Florida Department of Environmental Projection (FDEP) National Pollutant Discharge Elimination System (NPDES) Stormwater Program desires to expand the existing Phase I and Phase II MS4 inventory datasets that were the focus of Atkins’ task orders during fiscal years FY2021 and FY2022. The existing feature service schema will be expanded to include a data collection workflow for staff collecting debris data associated with existing Phase I and II structures, such as outfalls, ponds, control structures and/or other areas within NPDES-regulated canals and waterways. The idea is to view the asset on the map in Esri Field Maps, tap on it, edit existing attributes if needed, or create data regarding debris (similar to existing Field Maps web map). In addition, there will be an embedded Survey123 form with questions related to asset inspections. Once an inspection has been submitted, users will have the ability to view past inspection records by clicking on the asset in Field Maps and viewing the related records. The base functionality is to have the inspection related to an existing MS4 feature and not have a new feature created with every inspection. However, a workflow that creates new inventory records and assigns them to specific MS4 permittee will be explored.

The current state of data collection for the trash (debris) data is understood to be an Esri Field Maps application that was generally described in a slideshow titled “MDC_Trash_Investigation_20220107_comms approved.ppt.” The FDEP NPDES Stormwater Program desires an expansion of digital forms and features reports that will leverage the hosted MS4 feature service layers (e.g., outfalls, ponds, etc.) collected during the FY2021 and FY2022 MS4 inventories. Since multiple forms and feature report templates can be designed to pull data from a single feature service layer, Atkins’ understands that additional functionality to existing products is preferable to a fully new design. This functionality will allow inspections and trash data to be captured and stored in related tables that can be tied to each Phase I and Phase II structure within the hosted layer and appended to MS4 dashboards. These new data input forms and digital feature report templates will expand the functionality of the MS4 dashboards to develop a digital PDF report that is easier to digest and use for project management, coordination, regulatory submittals, and waste cleanup activities.

Task 1: Project Management / Requirements Coordination

The Atkins team will coordinate with the NPDES Stormwater Program staff in a design kick-off meeting, two-week requirement’s meetings during the design process, and user feedback meetings during the testing phase. These meetings will identify key requirements and facilitate integration of the new data collection workflows with the MS4 inventory and dashboards that present the data. Under this task, Atkins will also perform administrative and financial coordination for this task order. This includes quality assurance documentation, progress reports, accruals, project reviews, and coordination with FDEP’s Project Manager and technical lead.

Task 1 Deliverables:

1. Tech Memo with a summary of requirements and data collection and field reporting workflows

2. Summary of scope, fee and schedule revisions as/if required after form and report development

Task 2: Field Form Design

The Atkins team assumes that an integration between Esri’s Field Maps and Survey123 applications within the ArcGIS Online (AGOL) software ecosystem will provide the most flexibility for this phase. The field form can be developed from the existing feature service layer and a custom basemap with feedback and requirements obtained during the coordination phase. It is assumed that the current state of the form will be demonstrated via screen sharing in Survey123 Connect during the requirements coordination described in Task 1. The digital data collection process is expected to be driven by mapping using Field Maps, that will have a link in the data collection pop-up to launch a Survey123 form that can collect the more detailed trash data using the advantages of relevant questions, choice lists, and automatic data pulls from existing hosted data. The Survey123 design form (excel format) can be shared with the other external stakeholders such as the MS4 permittees, Water Management Districts, and/or the environmental consulting community (if identified as a need during the requirements phase).

These external stakeholders can incorporate the data collection workflow in their own hosted AGOL environments to collect data, and then can submit geodatabases and PDFs of the data forms collected for ingestion into FDEP-hosted databases and data storages. The primary capabilities that will be Atkins’ focus will include recording GPS points, taking photos, lookup lists with autocomplete functionality that can manage large lists, conditional calculations, prompting answers based on previous inputs (relevant questions), auto-lookup of the GPS point or asset ID against AGOL hosted feature service layers to populate the data from the feature service into the survey, tabbed navigation through sections, storing incomplete forms as “drafts” for later editing, and working offline.

Task 2 Deliverables:

1. Tech Memo that defines field form design workflow

2. Survey123 Inspection field form and design files

Task 3: Application Development

Atkins’ assumes the AGOL hosted database created by publishing the Field Maps web map and Survey123 form will be hosted within the FDEP Enterprise AGOL environment. If a custom web application is required, it will use tokens to access the hosted database and will pull the data from the AGOL database. Atkins and FDEP will coordinate to determine whether a custom web application or continued integration into Enterprise AGOL will be the preferred approach.

However, since the field functionality will impact this later stage of development, Atkins recommends focusing on completing Task 2 before finalizing the approach for Task 3. Either way, Task 3 is expected to result in a Feature Report design that can be automated and result in development of PDF feature reports from the feature service data. Through the stakeholder coordination, an automated workflow using webhooks that creates the automated PDF and saves/emails the user will be explored.

Task 3 Deliverables:

1. Tech Memo that defines feature report design workflow

Task 4: Feature Report Design / Development

A populated PDF will be generated by a dedicated web application using an individual feature template. Specific templates for Phase I audit, Phase II audit, Phase I inspections, Phase II inspections, and a trash summary feature report template are all proposed for development under this scope. Additional modifications to the Phase I and Phase II dashboards will also be evaluated against user needs to determine if the MS4 inspections data should be integrated into the dashboard. The dedicated web application will use Survey123 data to create the corresponding PDF. This data will be populated from either the backing database (for fully customized report) and/or using hosted ArcGIS services (for Survey123 report using ArcGIS Online or Enterprise).

Task 4 Deliverables:

1. Audit and Inspection report templates and design files

Task 5: Testing and Quality Assurance

Testing is planned and performed in “test cycles.” The software delivery containing additional functionality or bug fixes is expected at the start of each cycle. Each cycle has a planned start and end date. The project’s test approach involves test analysts manually exercising user-accessible functionality. When each round of testing is completed, the results are reported before a subsequent cycle begins. At the end of all the planned cycles of testing and when the completion criteria are satisfied, the final test summary report is issued and the test team provides a recommendation to the go/no go decision.

The QA resource shall review and provide feedback of the project’s plans, standards, and procedures. The resource shall provide determination of the appropriateness of the standards to be used be used by the project and determine content and completeness of the QA plans. The QA resource shall also provide orientation to the QA function for the software development team and report results of QA activities to the Project Manager and software development team.

Task 5 Deliverables:

1. Final testing summary and quality assurance report

Schedule and Fees

Work under this task order is expected to commence with the notice to proceed, anticipated December 1, 2022. Duration of the schedule will depend on Notice to Proceed (NTP), but all tasks will be targeted for completion by May 30, 2023. The primary schedule occurs between December 2022 and March 2023, with the final 2 months of the performance period to be utilized for testing, validation, and acceptance by FDEP.

A cost breakdown is below. Rates used to establish the fee on this task order are based on the billing rates established for the Professional Services Contract No. BS136 (Attachment B: Rate Schedule). The hours and staff categories used in the build-up to lump sum fees are approximate and may vary based on the variety of assumptions associated with the work and how that may impact the level of staff needed to complete work efforts. All elements will remain lump sum.
