RE: DEP WR Contract: BS136 Project Proposal - SLR in AP Incorporating the Effects of Sea Level Rise into Aquatic Preserve and Buffer Preserve Management Plan Objectives and Goals
Dear Avery, BACKGROUND
DEP has requested a proposal to work with Aquatic Preserve (AP) and Buffer Preserve (BP) staff to develop a report that will assist with inclusion of Sea Level Rise (SLR) and other related issues as performance measures in Preserve Management Plans. Because performance measures can vary from region to region, working in close coordination with field staff who are experts in their regions, who know best the resources most at risk from Sea Level Rise inundation, and can provide insights on effective mitigation strategies is most important. National Estuarine Research Reserves (NERR) have adapted similar measures in their Management Plans and will also be a useful resource. DEP would like Atkins to conduct interviews AP, BP and NERR staff to learn about SLR threats in their areas, and then seek input from AP and BP staff through review of the report. Questions for the interviews are to be developed in coordination with Office of Resilience and Coastal Protection (RCP) staff involved with either AP Management plans or Coastal Resilience issues.
SCOPE OF WORK
A report will be developed to provide suggestions on implementing adaptation strategies or other initiatives as part of the AP and BP Management Plans’ performance measures. The strategies/initiatives should help mitigate the effects of SLR on Preserve ecosystems and surrounding communities in a way that best fits the needs and resources of the APs and BPs while remaining within their authority. The resulting report will be organized by region to address the differences for each AP and BP area.
TASK 1
Atkins will meet with the DEP contract manager and other RCP staff involved with AP management plans to discuss scope of the report document and determine the interview questions (about 3-7 questions). Following the meeting, Atkins will develop the interview questions and submit to RCP for review.
Deliverable: Interview questions for the AP and BP managers and list of managers and field staff proposed for interviews.
Completion Date: One month after NTP
TASK 2
Atkins will conduct interviews with AP, BP, and NERR managers using the questions developed in Task 1. The goal of the interviews is to identify the potential impacts of SLR and determine potential adaptation strategies/related initiatives within the managers’ areas. It is expected 1 - 3 staff per region will be interviewed at one time with at least one interviewee being an AP manager.
Deliverables: Answers and notes from interviews with AP, BP, and NERR staff and managers.
Completion Date: Three and a half months after NTP
TASK 3
Atkins will develop a report outline using the information gathered from the interviews with the AP, BP, and NERR managers and submit to RCP staff for review and approval.
Deliverable: Report outline Completion Date: One month following completion of Task 2
TASK 4
On approval of the report outline, Atkins will prepare a draft report. The regional portions of the document will be submitted to the AP, BP and NERR staff interviewed for their review. The draft report will be submitted to the contract manager and other RCP staff identified for their review and feedback.
Deliverable: Draft report. List of AP and BP reviewers along with their feedback.
List of RCP reviewers with their feedback.
Completion Date: 30 days after receiving all feedback from AP and BP managers
TASK 5
Final report document, incorporating feedback from AP, BP, and NERR managers that was received in Task 4 reviews. Final PDF document would need to be ADA compliant to DEP specifications
Deliverable: Final report PDF document, in ADA compliant format Completion Date: One month after completion of Task 4
