RE: DEP WR Contract: BS136 TA #28 Project Proposal
Section 309 Assessment and Strategies for 2026-2030
Dear Ms. Edmond, Background
Section 309 of NOAA’s Coastal Zone Management Act (CZMA) includes the Coastal Zone Enhancement Program that encourages states to strengthen and improve their federally approved coastal management programs. Every five years, a self-assessment of the program is performed to identify areas of improvement as well as opportunities in any of nine enhancement areas. The assessment aims to consider the effectiveness of the coastal management program and identify high priority issues, program needs, and information gaps.
Once the assessment has been performed, program partners collaborate to develop strategies for implementation over the course of the next five-year Coastal Zone Enhancement Program cycle.
The Office of Resilience and Coastal Protection (ORCP) through the Florida Coastal Management Program (FCMP) is seeking Atkins assistance to participate in and prepare the NOAA Section 309 assessment and strategies for 2026-2030 program cycle. Atkins previously performed these services for the 2021-2025 program cycle.
Note that Atkins and FDEP are currently working towards a contract extension for WR Contract BS136. The current deadline on the contract is March 12, 2025. Due to expiration of the contract on March 12, 2025, only tasks that can be completed within the current contract will be contained within this task assignment.
Scope of Work
Atkins will provide professional services as set forth in the following Tasks to fully complete all agreed-upon elements of the above-mentioned project.
Task 1. Partner Agencies Kickoff Meeting
FCMP will conduct a kickoff meeting in Tallahassee. Atkins will attend, participate, and take meeting notes. Atkins staff attending the meeting will be available for discussions with partner agencies on how best to coordinate during the Section 309 Assessment and Strategies development process. FCMP will provide Atkins with the meeting materials, including presentations and recordings. The meeting notes will be provided to FCMP in digital form within two weeks of the meeting.
Deliverable: Meeting notes with participant listing, Word
Task 2. Draft Assessment
Atkins will utilize the NOAA Section 309 template for 2026-2030 to write the Draft Assessment. Atkins will coordinate with FCMP staff, partner agencies, and subject matter experts to update data points and information relevant for the Draft Assessment.
The Draft Assessment will be provided to the FCMP and go through one round of review and commenting from the FCMP and partner agencies with comments incorporated as appropriate before the deliverable submittal.
Deliverable: Draft Assessment, Word and PDF
Task 3. Draft Strategies
Based on the management needs identified in the assessment for one or more of its high-priority enhancement areas, FCMP staff will coordinate with agency partners to establish clear strategies that the FCMP plans to pursue during the five-year strategy period. Enhancement area strategies will include enough information to determine whether (1) the proposed program change or implementation activity adequately addresses the needs identified in the assessment, and (2) the program’s work plan to achieve the program change is appropriate and cost-effective.
Upon receipt of the strategies from the FCMP, Atkins will coordinate with FCMP staff, partner agencies, and subject matter experts, as needed, to finalize the Draft Strategies document.
The “Strategy Template” provided in Appendix C of the NOAA Section 309 template for 2026- 2030 will be used.
The Draft Strategies will be provided to the FCMP and go through one round of review and commenting from the FCMP and partner agencies with comments incorporated as appropriate before the deliverable submittal.
Deliverable: Draft Strategies, Word and PDF
