About this file
This is an Invitation to Bid (ITB) #120862 OR issued by the Nebraska Department of Administrative Services (DAS), Materiel Division, and State Purchasing Bureau (SPB) for procuring textile materials for Cornhusker State Industries. The solicitation seeks a two-year contract with two optional one-year renewal periods for T130 and T180 sheeting, shirt and pant fabrics in various colors. The estimated annual usage includes 10,000 yards of T130 sheeting, 32,000 yards of T180 sheeting, and multiple fabric types such as woven shirt twill (5.25 oz) in khaki, white, and gray, pant fabric twill (7.5 oz), finished sheets (1,200 dozen), and pillowcases (1,350 dozen). The bid is due on March 31, 2025, at 2:00 PM Central Time, with deliveries to be made within 45 days after order receipt and exclusively to the Cornhusker State Industries Supply Warehouse in Lincoln, Nebraska.
The solicitation includes specific technical requirements, mandating vendors maintain approximately 2,000 yards of khaki twill inventory and provide monthly inventory reports. Pricing must remain fixed for the first twelve months, with potential price increases subject to state approval. The state provides preference to resident disabled veterans and businesses in designated enterprise zones when bid factors are equal. Vendors must submit detailed manufacturer information and comply with strict quality standards, accepting only first-quality materials. The contract allows for additional non-core items through percentage discounts across fabric categories. The state reserves significant discretion in bid evaluation, including the right to reject substitutions and deny proposed price increases. Bidders must provide comprehensive documentation, including product specifications and manufacturer details, to be considered for this state contract opportunity.
