The form requires prime contractors to disclose all subcontractors and subconsultants to be utilized on the project, including their names, addresses, phone numbers, license types and numbers, percentage of work to be performed, and estimated costs. The solicitation covers waste collection and disposal services for approximately 17,601 single-family and multi-family residential units and a substantial commercial customer base. A mandatory pre-proposal conference is scheduled for February 4, 2026, at 11:00 am, with written questions due by February 23, 2026. Electronic proposals must be submitted through the OpenGov eProcurement Portal by April 2, 2026, at 2:00 pm. The contract term is ten years with a potential ten-year renewal option.
The City reserves the right to approve all subcontractors and subconsultants, with responsibility for contract performance remaining exclusively with the prime contractor. Any subcontractors or subconsultants added during the contract period require prior written approval from the City. Proposers must disclose whether subcontractors hold Minority Business Enterprise (MBE) or Minority Women Business Enterprise (MWBE) certifications. The incumbent contractor is Waste Pro. A proposal security bond of ten percent of the first-year contract value is required, and the awarded contractor must provide a performance bond equal to fifty percent of estimated first-year revenue. Comprehensive insurance requirements include $2,000,000 general liability, $5,000,000 umbrella coverage, and $5,000,000 pollution liability coverage. Evaluation will be conducted on a 200-point scale assessing contractor qualifications, equipment and personnel resources, service plans and transition initiatives, and pricing. Pricing will be based on monthly service fees with unit pricing and annual Consumer Price Index adjustments not exceeding four percent.
