About this file

This is a Certification Regarding Lobbying document applicable to federal contracts, grants, loans, and cooperative agreements exceeding $100,000, as mandated by 31 U.S.C. 1352 and related federal regulations. The certification applies to the West Sunset Lift Station project in Okaloosa County, Florida, where the Board of County Commissioners seeks a contractor to furnish and install a tremie style wetwell with pumps and electrical systems to replace an existing lift station. The document serves as a prerequisite certification that must be submitted with any bid or offer for this federally-funded project.

The certification requires contractors to affirm that no federal appropriated funds have been or will be paid to influence federal officials in connection with the award of the contract. Should non-federal funds be used for lobbying activities, contractors must complete and submit Standard Form LLL disclosing such activities. Contractors must also ensure this certification language is included in all subaward documents at every tier and that all subrecipients provide corresponding certifications and disclosures. Contractors and subcontractors are subject to civil penalties ranging from $10,000 to $100,000 for each failure to file required certifications, make prohibited expenditures, or amend required disclosure forms. The document requires dated signature and affirmation from the contractor, with acknowledgment that provisions of 31 U.S.C. 3801 et seq. apply to the certification.
