About this file
This file is a Cross-Reference Matrix (CRM) for the World Trade Center Health Program's Survivor Clinical Center of Excellence (CCE) contract, Solicitation Number 75D301-25-R-00088. The CRM provides a comprehensive mapping of proposed technical and business solutions across 11 key service areas, including transition services, contract management, staffing, stakeholder engagement, member services, health benefit administration, comprehensive care management, claims processing, data management, continuity of operations, and regulatory compliance.
The solicitation, issued by the Centers for Disease Control and Prevention's Office of Acquisition Services on behalf of the National Institute for Occupational Safety and Health (NIOSH), seeks a vendor to provide healthcare services for 9/11 Survivors in the New York Metropolitan Area. The matrix allows offerors to demonstrate how their proposal aligns with specific Performance Work Statement (PWS) tasks, with flexibility to detail billing structures across different contract line items (CLINs). Key service requirements include health monitoring, diagnosis, treatment, member enrollment, benefits counseling, medical evaluations, claims processing, and data reporting for eligible 9/11 Survivors.

Text version
Introduction The purpose of this Cross-Reference Matrix is to supplement the offeror's proposal to clearly indicate how the offeror's technical and business proposals map to the tasks to be performed under the Survivor CCE contract.
A list of all tasks listed in the PWS are included on the "Reference" tab; however, depending on the offeror's proposal, the level of detail in the CRM may be affected. For example, if all 12 tasks under Section 4.6 are to be billed to the same CLIN, the CRM may simply list "Section 4.6 Health Benefit Administration; however, if 6 tasks under Section 4.6 as to be billed to one CLIN and 6 to another, the CRM would need to be specific as to which tasks are billed to which CLIN.
The offeror may also make other updates to the CRM as necessary to reflect their proposal. The template currently assumes that each task will be billed to the same CLIN throughout the lifetime of the contract.
