About this file
The document is a Cross-Reference Matrix (CRM) for the World Trade Center Health Program's Survivor Clinical Center of Excellence (CCE) contract, Solicitation 75D301-25-R-00088. The matrix provides a comprehensive breakdown of 11 primary service sections, including Transition-Related Services, Contract Management, Staffing Requirements, Stakeholder Engagement, Member Services, Health Benefit Administration, Comprehensive Care Management, Claims Submission, Data Management, Continuity of Operations, and Regulatory Compliance.
The CRM is designed to help offerors map their technical and business proposals to specific tasks outlined in the Performance Work Statement (PWS). It offers flexibility for contractors to detail how they will bill tasks across different Contract Line Item Numbers (CLINs), potentially shifting work between teams or years. The solicitation seeks a provider to deliver healthcare services for 9/11 Survivors in the New York Metropolitan Area, including health monitoring, diagnosis, and treatment. The solicitation is issued by the Centers for Disease Control and Prevention's Office of Acquisition Services on behalf of the National Institute for Occupational Safety and Health, with questions accepted until April 11, 2025.

Text version
Introduction The purpose of this Cross-Reference Matrix is to supplement the offeror's proposal to clearly indicate how the offeror's technical and business proposals map to the tasks to be performed under the Survivor CCE contract.
A list of all tasks listed in the PWS are included on the "Reference" tab; however, depending on the offeror's proposal, the level of detail in the CRM may be affected. For example, if all 12 tasks under Section 4.6 are to be billed to the same CLIN, the CRM may simply list "Section 4.6 Health Benefit Administration; however, if 6 tasks under Section 4.6 as to be billed to one CLIN and 6 to another, the CRM would need to be specific as to which tasks are billed to which CLIN.
The offeror may also make other updates to the CRM as necessary to reflect their proposal. For example, the template currently assumes that each task will be billed to the same CLIN throughout the lifetime of the contract. if the offeror intends to shift work from one team to another after the base year, the offeror may add additional CLIN columns to indicate that a task is to be billed to CLIN 0001 but then to CLIN 1002 in the option year.
