About this file
The file is an Excel spreadsheet containing historical enrollment and case management data for the World Trade Center (WTC) Health Program Survivor population, supporting a forthcoming federal solicitation for Survivor Clinical Centers of Excellence (CCE). The data covers fiscal years 2019-2024 and provides detailed metrics for two current Survivor CCEs: New York City Health and Hospitals (H+H) and OptumServe Health Services' William Street Clinic (WSC). Key insights include consistent enrollment growth, with H+H growing from 12,149 to 17,913 members and WSC from 3,730 to 9,379 members during the tracked period, and significant variations in case management activity levels across different fiscal years.
The data reveals nuanced enrollment trends, showing that the majority of Survivors are from the New York Metropolitan Area (NYMA), with H+H consistently serving more NYMA Survivors (peaking at 15,688) compared to WSC (peaking at 8,780). The spreadsheet also tracks new enrollments, transfers between clinics, and case management complexity, indicating an average of 1,453 new enrollees annually for H+H and 1,046 for WSC, with transfer volumes and case management levels fluctuating across fiscal years. This comprehensive dataset will likely inform the upcoming CDC solicitation (CDC-75D301-01) for procuring Survivor Clinical Center of Excellence healthcare services for 9/11 attack Survivors.

Introduction
The following tabs contain historical Program data pertaining to the Survivor population of the WTC Health Program, showing the growth of the population over time and the level and complexity of effort required to serve WTC Health Program Survivors. Currently, the Program has two Survivor CCEs--New York City Health and Hospitals (H+H) and OptumServe Health Services' William Street Clinic (WSC).
At a minimum, the current solicitation aims to identify (a) qualified vendor(s) who can serve the population of Survivors currently served by the incumbent contractor H+H. However, information on the full Survivor population has been provided for context as the distribution of Surivors (both new enrollees and/or transfers) between the different CCEs may change.

Data for calculating the number of enrolled members at each of the survivor CCEs was obtained from the raw enrollment data files, which provides a record of all CCEs that members have been assigned to throughout their enrollment in the program. There may be slight discrepancies between this data source and public data involving total CCE enrollment.
Additional contextual data has also been provided in two addenum tabs to capture trends in the in-flow and out-flow of members to the two survivor CCEs via new enrollments and transfers since FY19, as well as average annual summaries of new enrollments and transfers for each clinic.
