1WTC Health Program Co-Branding & Style Guide for Clinical Centers of Excellence, July 2022
About this Guide
The WTC Health Program is administered by the National Institute for Occupational Safety and Health (NIOSH), part of the Centers for Disease Control and Prevention (CDC) in the U.S. Department of Health and Human Services (HHS).
The Program provides medical monitoring and treatment of certified WTC-related health conditions for 9/11 responders and survivors. The Program’s brand communicates professionalism, reliability, and public service.
This document provides guidance to Clinical Centers of Excellence (CCEs) about the use of the WTC Health Program logo on co-branded materials to ensure a consistent look for all Program-related communication products and to prevent misuse, abuse, or fraud related to the WTC Health Program brand. These guidelines replace any earlier guidance on this matter.
The Program’s Communications Unit is available to produce designs, graphics, create templates, provide information, and deliver assets for all types of communication products. In doing so, our hope is to ensure further brand consistency and to increase Program interest.

Permitted Co-branding
Member Retention and Clinic-related Materials Co-branding with both the CCE’s logo and the Program logo is allowed on member retention and clinic information materials unique to the CCE and intended for WTC Health Program members at the CCE.
If the audience for the product is members and Program funds are being used, it must identify the Program name and/or use the logo.
A WTC Health Program/NIOSH review is required every time the WTC Health Program logo is used.
The use of the WTC Health Program logo is not required.
WTC Health Program/NIOSH is responsible for the final decision regarding the usage of the WTC Health Program logo when co-branded within CCE branding and design materials.
Materials created for a CCEs cohort that are applicable to all Program members, for example a new Program policy, should be created by the WTC Health Program Communications Unit at NIOSH.
For review, approvals, and design services, please contact: WTCHPCommsDev@cdc.gov
Social Media CCEs with social media accounts must use the account specifically for their clinic membership. The account must be co-branded with WTC Health Program Branding. It must be clear that this account is the CCE ONLY and not representing the WTC Health Program.
Outreach posts are allowed but must follow outreach material rules and not promote the clinic. It is preferred that outreach posts are shared from the official WTC Health Program on social channels.
Use of the WTCHP logo in profile pictures, cover photos, and other post images must be approved by NIOSH.

Non-Permitted Co-branding
Outreach Materials Outreach Materials are used to promote the WTC Health Program and enrollment to the public as part of the requirement in the James Zadroga 9/11 Health and Compensation Act of 2010.
Co-branding with CCEs’ logo/identity on these materials is not allowed.
Individual CCEs must not promote/favor a clinic when performing outreach. The WTC Health Program Identity is the only branding permitted.
Materials that need to mention the specific CCE should not promote the CCE over other CCEs and/or the Nationwide Provider Network (NPN).
Materials produced by a third-party, such as an organization working with a CCE for an outreach event, must have written approval from the Communications Unit at NIOSH to use the WTC Health Program logo.
For review, approvals, and design services, please contact: WTCHPCommsDev@cdc.gov
General Materials The WTC Health Program logo should not be applied to any generic or general health information materials without approval by NIOSH.
If outreach or general communication products are needed, the WTC Health Program Communications Unit at NIOSH has materials available and is available to fulfill any new design needs.
Generic or general health information materials should be tailored to the 9/11 community and/or Program membership whenever possible.

The Logo
The WTC Health Program logo is property of NIOSH and is to only be for communication products related to the WTC Health Program.
Use of the logo is subject to NIOSH approval and should never imply endorsement of a third-party not officially affiliated with the Program.
The logo must only be used in connection with products, services, and documents that are consistent with the WTC Health Program’s identity. Its usage must always conform to the guidelines contained in this manual.
The WTC Health Program reserves the right to review and monitor logo use at any time.
The WTC Health Program has discontinued use of the “Monitoring and Treatment” tagline on the logo.
4-Color Logo The 4-color logo is the primary logo and may only be placed over white or very light backgrounds.
This ensures that the color contrast between the logo and the background adheres to 508 accessibility requirements.
Blue Logo
If unable to achieve the proper contrast, please use the blue logo. To ensure proper color contrast for accessibility, don’t place it over dark colors.
It may be used over white/ light backgrounds and muted patterns and images, Electronic files of the logo in all of its acceptable formats are available: WTCHPCommsDev@cdc.gov

The blue and white logos are available to use if they are a better fit for the design.
Clear Space There should be a clear space surrounding the Program logo that is proportional to the width of one stripe of the flag at a minimum.
Clear space should be observed when placing the logo near the edge of the page.
The logo may be placed on top of a photo with clear space. Photos should not distract from or compete with the logo.
Size The WTC Health Program logo should never be reduced to a size of less than 5/8 inch in diameter in width.
Samples of Co-branding Logos

Colors
The WTC Health Program’s color palette is simple, clean, and modern. It makes generous use of white space, and uses cool, neutral and muted tones. These colors may be used with co-branded materials, but are not required.
The accent colors were updated in 2021. The intent is to align the Program with healthcare.
The accent colors may not be used to produce the WTC Health Program’s logo.
The accent colors may be used as tints, which is sometimes necessary for contrast purposes.
Perform test prints when using tints.
The brand red and the yellow accent color should be used sparingly. They are helpful to highlight important information, but can be overwhelming.
Due to the color variation in printing, the table below has been provided, which accounts for the variety of print/digital options.

Styles and Plain Language
Styles Examples of the Program’s layout styles are shown on this page as reference.
Whenever possible, print a version to check the type size. For digital products, preview the text on a mobile device or tablet to ensure legibility.
Plain Language Federal agencies are required to use plain language and clear communication.
The WTC Health Program expects this of their O&E contractors as well.
Some guidelines include the following:
▪ Don’t exceed 75 characters in a line, including spaces and punctuation.
▪ Don’t fully justify main body text. Keep it left-aligned, ragged right.
▪ Don’t use all-caps for full sentences.
All-caps may be used in headings and titles if they are very short.
▪ Don’t make any type blue, unless it is a link.
▪ Do make links underlined or bold.

508 Guidance
Contrast In accordance with Section 508 and WCAG 2.0 accessibility standards, text and images of text must have a proper contrast ratio, which refers to the brightness between the two colors, with their background. This ensures that people with visual disabilities can clearly read all text.
For text that is below 14 pt bold or 18 pt regular the contrast ratio needs to be at least 4.5 to 1.
For text that is larger the contrast ratio needs to be 3 to 1.
To verify that the contrast between text and background colors are within the correct ratios, visit: https://contrastchecker.com/
Alternative Text Images must have alternative text, sometimes referred to as alt-text, that describe the information or function they represent. Those who use assistive technology, such as screen readers, will be able to have the image conveyed in words, rather than by sight.
The WTC Health Program Communications Unit at NIOSH is available to perform 508 accessibility checks. These are part of the quality assurance process during review.
