The project, identified as Requisition No. 001563, seeks qualified contractors to provide comprehensive operation and maintenance services for a CNG fueling station. The contract is structured as a three-year initial term with a total budget of $2,181,165.00. The scope of work verification was completed and signed by the Maintenance department on February 4, 2026, certifying that the solicitation documents were independently prepared to invite fair competition without bias toward any specific vendor or brand product.
The form confirms that the project will be funded through Federal Transit Administration (FTA) funds in accordance with FTA Circular 4220.1F regulations. The project manager's department verified that the scope of work provides clear and concise specifications identifying all characteristics and specific tasks required for the CNG fueling facility services, while allowing for evaluation of equivalent alternative proposals. The verification process ensures compliance with procurement standards that promote competitive bidding, efficient operations, and cost-effective service delivery by utilizing industry and government-recognized specifications and requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.
d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.
e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.
