About this file

This is an interoffice procurement memorandum from the Orange County Transportation Authority (OCTA) regarding RFP 250282 for compressed natural gas (CNG) fueling facility operation and maintenance services. The procurement seeks qualified contractors to provide turn-key CNG fueling station operation and maintenance services. The contract will be awarded for an initial term of three years with two optional one-year renewal terms. The memorandum does not specify response deadlines, due dates, site visits, or bidder's conference details, though a procurement schedule is noted as attached to the document.

The contract is structured as a time and expense agreement with pricing specified in Therms for various monthly throughput levels, with a budget of $2,181,165.00 for the initial three-year term funded entirely through Federal Transit Administration (FTA) dollars. The evaluation criteria are weighted as follows: Qualifications of the Firm (30%), Cost (30%), Work Plan (25%), and Staffing/Project Organization (15%). Liquidated damages are set at $250 per billing statement per day for inability to fuel at the CNG station. No prevailing wage requirements, retention provisions, or DBE set-asides are indicated, though a DBE goal is noted as applicable. The internal evaluation team includes representatives from Contracts Administration and Materials Management, Transit Technical Services, Facilities Maintenance, and the Santa Ana base operations. Requisition R001563 has been received, and an independent cost estimate has been completed.

Qualifications of the Firm

Justification:

Several factors were considered in developing the criteria weights. A higher level of importance has been assigned to the qualifications of the firm and cost and price to emphasize the importance of the proposing firms’ related experience in CNG fueling facility operation and maintenance, with a proven history in successfully completing similar services efficiently. The cost and price is also a critical requirement for firms to demonstrate competitiveness in pricing to carry out the required turn-key services. The work plan is weighted at 25 percent to ensure the proposing firms demonstrate their understanding and approach to accomplish the work specified in the scope of work. Staffing and project organization is assigned 15 percent to ensure the proposed staff are knowledgeable and experienced in the preventative maintenance and other requested services.
