About this file

This is a Procurement Plan approval memorandum from the Orange County Transportation Authority (OCTA) dated May 13, 2026, regarding RFP 250282 for Compressed Natural Gas (CNG) Fueling Facility Operation and Maintenance services. The RFP seeks qualified contractors to operate and maintain a CNG fueling station, with the contract structured as a time and expense agreement with a three-year initial term and two one-year option terms. The procurement plan does not specify response dates, due dates, site visits, or bidders' meetings within the document provided.

The initial contract value is $2,181,165.00, funded through Local Measure M and Federal Transit Administration (FTA) dollars. The evaluation criteria allocate 30 percent weight to Qualifications of the Firm, 30 percent to Cost, 25 percent to Work Plan, and 15 percent to Staffing/Project Organization, emphasizing the importance of relevant CNG facility experience and competitive pricing. The contract includes prevailing wage requirements, retention provisions, and liquidated damages of $250 per day if the station is unable to operate. A Disadvantaged Business Enterprise (DBE) goal has been established for this procurement, and an independent cost estimate has been received. The procurement plan was approved by Christine Herrera, Contracts Analyst for Maintenance Resource Management, and Georgia Martinez, Department Manager of Contracts and Procurement, on May 26, 2026.

RFP 250282 “Compressed Natural Gas Fueling Facility Operation and Maintenance”

Please review the procurement plan for the subject RFP and advise your concurrence with the evaluation criteria and contract elements. Include suggested evaluation team members and/or comments. Thanks.

Procurement Type: RFP IFB

A Request for Proposals (RFP) is issued as the nature of the procurement demands that evaluation criteria, in addition to price, be used to select a firm.

Evaluation Criteria:

PROPOSAL WEIGHT

Qualifications of the Firm 30%

Staffing/Project Organization 15%

Work Plan 25%

Cost 30%

Justification:

Several factors were considered in developing the criteria weights. A higher level of importance has been assigned to the qualifications of the firm and cost and price to emphasize the importance of the proposing firms’ related experience in CNG fueling facility operation and maintenance, with a proven history in successfully completing similar services efficiently. The cost and price is also a critical requirement for firms to demonstrate competitiveness in pricing to carry out the required turn-key services. The work plan is weighted at 25 percent to ensure the proposing firms demonstrate their understanding and approach to accomplish the work specified in the scope of work. Staffing and project organization is assigned 15 percent to ensure the proposed staff are knowledgeable and experienced in the preventative maintenance and other requested services.
