About this file
This is a proposal packet document prepared by the Orange County Transportation Authority (OCTA) in California for compressed natural gas (CNG) fueling station operation and maintenance services. The Authority seeks qualified contractors to provide comprehensive operation and maintenance of its CNG fueling infrastructure. The project covers a three-year initial term with a total budget of $2,181,165.00, funded through Federal Transit Administration (FTA) grants. The scope of work encompasses all aspects of station operations, including fuel delivery, equipment maintenance, safety compliance, and regulatory adherence to ensure continuous and reliable service to OCTA's transit fleet.
The contract utilizes Federal Transit Administration funding for the entire project period. Interested proposers must meet specified qualifications and provide detailed proposals addressing operational procedures, maintenance protocols, staffing plans, and cost structures. The funding source is exclusively FTA grants, with no local matching funds required from OCTA. The three-year initial term may include renewal options subject to performance evaluation and continued federal funding availability. Proposals must demonstrate the contractor's capability to maintain service reliability, comply with environmental and safety regulations, and manage inventory and reporting requirements for the CNG fueling operations.

Evaluation Criteria:
PROPOSAL WEIGHT
Qualifications of the Firm 30% Staffing/Project Organization 15% Work Plan 25% Cost 30% Justification:
Several factors were considered in developing the criteria weights. A higher level of importance has been assigned to the qualifications of the firm and cost and price to emphasize the importance of the proposing firms’ related experience in CNG fueling facility operation and maintenance, with a proven history in successfully completing similar services efficiently. The cost and price is also a critical requirement for firms to demonstrate competitiveness in pricing to carry out the required turn-key services. The work plan is weighted at 25 percent to ensure the proposing firms demonstrate their understanding and approach to accomplish the work specified in the scope of work. Staffing and project organization is assigned 15 percent to ensure the proposed staff are knowledgeable and experienced in the preventative maintenance and other requested services.
