About this file

This is an interoffice memorandum from the Contracts Administration and Materials Management (CAMM) section to the Maintenance Resource Management (MRM) department at the Orange County Transportation Authority (OCTA) regarding the procurement plan for RFP 250282 for compressed natural gas (CNG) fueling facility operation and maintenance services. The procurement is structured as a Request for Proposals with evaluation criteria extending beyond price to assess firm qualifications, staffing and project organization, and work plan approach. The contract term is three years for the initial term, with the document indicating consideration of option terms as separate line items. No specific response deadline, due date, site visit requirements, or bidders' conference details are provided in the memorandum.

The contract will be awarded on a time and expense basis with pricing specified in therms of CNG fuel at various monthly throughput levels, utilizing a firm fixed price structure for the turn-key services outlined in the scope of work. The initial term budget is $2,181,165.00, with funding sourced from Federal Transit Administration (FTA) funds through Local Measure M and CMAQ programs. Liquidated damages are specified at $250 per bus per day for inability to fuel at the CNG station. The evaluation criteria weighting assigns 30 percent to firm qualifications, 30 percent to cost, 25 percent to work plan, and 15 percent to staffing and project organization. The evaluation team consists of five internal members from CAMM and transit technical services departments. A DBE goal of zero percent is noted, and no prevailing wage information is specified in the document. The memorandum is dated March 20, 2026, with project manager concurrence required from Christine Herrera.

To: Christine Herrera, Contracts Analyst, Maintenance Resource

Management (MRM)

From: Trevor Worthy, Senior Contract Administrator, CAMM

Subject: Procurement Plan for Release, Selection and Award

RFP 250282 “Compressed Natural Gas Fueling Facility Operation and Maintenance”

Please review the procurement plan for the subject RFP and advise your concurrence with the evaluation criteria and contract elements. Include suggested evaluation team members and/or comments. Thanks.

Procurement Type: RFP IFB

A Request for Proposals (RFP) is issued as the nature of the procurement demands that evaluation criteria, in addition to price, be used to select a firm.

Evaluation Criteria:

PROPOSAL WEIGHT

Qualifications of the Firm 30% Staffing/Project Organization 15% Work Plan 25% Cost 30% Justification:

Several factors were considered in developing the criteria weights. A higher level of importance has been assigned to the qualifications of the firm and cost and price to emphasize the importance of the proposing firms’ related experience in CNG fueling facility operation and maintenance, with a proven history in successfully completing similar services efficiently. The cost and price is also a critical requirement for firms to demonstrate competitiveness in pricing to carry out the required turn-key services. The work plan is weighted at 25 percent to ensure the proposing firms demonstrate their understanding and approach to accomplish the work specified in the scope of work. Staffing and project organization is assigned 15 percent to ensure the proposed staff are knowledgeable and experienced in the preventative maintenance and other requested services.
