About this file

This is a Scope of Work Verification form submitted by the Orange County Transportation Authority (OCTA) in California for On-Call Electrical Services & Repairs under Requisition No. R000694. The project involves contracting with qualified electrical service providers for a three-year term with a total budget of $335,000. The form certifies that the scope of work was independently prepared to invite fair competition and does not include brand name references or unreasonable restrictions that would favor any specific vendor.

The verification document outlines the Authority's procurement standards, requiring that all scopes of work provide clear and concise descriptions of required services, identify specific characteristics and performance requirements, and utilize industry, federal, state, and local government specifications where applicable. The form was signed by the Project Manager and the Department Manager on October 1, 2025, confirming compliance with Federal Transit Administration regulations and procurement guidelines. The scope of work prohibits consultants from writing or assisting in the development of solicitation documents in which they may subsequently bid, ensuring impartial competition among qualified contractors.

FA-CAMM-071.docm (05/16/16) Page 1 of 1

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
